Based on our discussions and the information provided in your REP, it is our understanding that the City has 23.4 miles of streets to be evaluated. The streets consist of the following three types,as defined by the City: Bituminous Alleys(7.7 miles) ® Municipal State Aid (MSA) Bituminous and Concrete Streets(14.3 miles) Local Concrete Streets(1.4 miles) The evaluation is to include pavement condition surface assessments,followed by Falling Weight ''` Deflectometer(FWD)testing. �h�f ttiiCt a The purpose of the evaluation is to assist in the City's rehabilitation plans by providing detailed information as it relates to pavement surfaces and structural conditions. Proposed Scope of Services 1 , Our scope of services will be performed under the terms of our June 15,2006,General Conditions.The following tasks are proposed to help us achieve our stated purpose, If unfavorable or unforeseen conditions are encountered at any point during the completion of these tasks that lead us to recommend t(2itsj h..1u', an expanded scope of services,we will contact you to discuss those conditions before resuming our work. Visual Pavement Condition Surface Assessment Y� c We propose to perform a visual,qualitative rating of each of the streets and alleys. Our surface condition assessment will rate each of the three street types(bituminous alleys,bituminous and concrete MSA streets and local concrete streets)qualitatively and will follow the PASER rating system developed } fix, by the University of Wisconsin. '"° 0 Providing engineering and environmental solutions since 1957 City of Columbia Heights Proposal BL-12-01506 May 2, 2012 Page 2 For each type,we will assign a rating between 1 and 10 for each pre-defined street segment(block),with a 1 representing a failed pavement surface and a 10 representing a new pavement surface. Based on the anticipated findings,we assume the majority of this assessment will be conducted via a walking survey. We will provide photographs and will note the typical distresses and drainage conditions that we observe. Falling Weight Deflectometer(FWD)Testing FWD is a non-destructive testing device that measures deflections in the pavement surface due to an applied impulse load. A summary of the equipment is attached to this proposal. To obtain adequate data for analysis,we propose to perform FWD testing at the following rates. • Alleys:five tests per block • Local streets:one test per 100 feet in a single travel direction • MSA streets:one test per 500 feet in each travel direction, staggered for a net interval of 250 feet Four impulse loads (two at 6,000 lbs and two at 9,000 Ibs) will be applied at each test point. Bituminous alleys will be tested to one side of the alley center; bituminous MSAs will be tested approximately in the outside wheelpath. Concrete streets(local and MSA) will be tested at mid-panel. Pavement Coring To analyze the FWD data,the City provided typical cross section information for each of the three pavement types, including the thicknesses of aggregate base and bituminous or concrete pavements. However,the City noted that on local streets and alleys,this information is sometimes incomplete. We therefore propose to perform cores and hand auger borings in these areas to supplement and verify the provided section information. Additionally,cores will allow us to observe the material condition of the bituminous and concrete,which will help us to further refine our repair recommendations. The depths to which the cores and hand augers are performed is expected to vary, but we intend to extend them two to three inches into the subgrade material. We have assumed the need for one day of coring and hand auger borings to adequately verify pavement section thicknesses and obtain material samples for examination. We will repair the coreholes with a cold-mix bituminous patch or quick-shrink grout as appropriate. Analysis and Reporting Data obtained from the pavement evaluations will be used to prepare a draft report including: • Scaled ratings for each of the evaluated street segments. This will be provided in both spreadsheet format and within the written report. • A summary of the general observations related to potential problems that affect pavement performance,such as noting certain frequent distresses or apparent drainage issues. • FWD deflection data and analysis results, including spring load capacity(tons per axle); subgrade R-value(bituminous pavements)or k-value(concrete pavements);and granular equivalency(GE; bituminous pavements)or modulus(concrete pavements). City of Columbia Heights Proposal BL-12-01506 May 2, 2012 Page 3 • Discussion regarding the overall condition for each of the street and alley segments and recommended repairs given the results of our FWD analyses and survey of pavement surface conditions. This discussion will be tripartite for streets and alleys that are in satisfactory condition,those that are deficient structurally and those in need of reconstruction. • Applicable recommendations for concrete and bituminous pavement rehabilitation and repair strategies. Once the draft report has been prepared, we will meet with the City to discuss the preliminary findings. Any comments will then be included in the final report. One original report and one copy of our report will be submitted to you.At your request, however, additional copies can be prepared for other project team members. If you anticipate that additional copies will be needed, please request them prior to the report being completed so we can send them to the appropriate parties. Cost and Invoicing As requested, we are providing separate costs to provide the services described herein for each of the three pavement types as a not-to-exceed cost. The estimated cost for the bituminous alleys is$5,560; the estimated cost for the MSA bituminous and concrete streets is$7,006 and the estimated cost for the local concrete streets is$2,000. We are available to meet with you and discuss our proposed scope of services further, clarify the various scope components,or discuss how the scope may be adjusted to meet your project requirements. Invoices are payable according to the terms of the attached General Conditions. Schedule We anticipate that the pavement evaluation can begin within approximately two weeks of authorization; the evaluation will take approximately 10 total days to complete.We anticipate we can submit our final report approximately one month after the field exploration is complete. If our proposed scope of services cannot be completed according to this schedule due to circumstances beyond our control,we may need to revise this proposal prior to completing the remaining tasks.
