HomeMy WebLinkAbout2004 Charter Commission Ann RepCOLUMBIA HEIGHTS CHARTER COMMISSION 2004 ANNUAL REPORT MEMBERSHIP: The following members served in 2004: Bill Antzaras John Banyard Bob Buboltz Charles Christopherson Nicole Druckrey (appointed March, 2004) Barbara Gertsema (appointed April, 2004) Michael Hartel James P. Johnson (appointed June, 2004) Nancy King Kathleen Korday (appointed February, 2004) Scott Kyseth (appointed May, 2004) Michael Patiuk (appointed March, 2004) Clara Schmidt Brian Scott Joseph A. Sturdevant Joseph S. Sturdevant (appointed September, 2004) Daniel Vogtman (appointed March, 2004) Ted Yehle Bobby Williams again served as the Charter Commission Council Liaison for 2004. Bill Antzaras completed his two terms in January of 2004. Charles Christopherson, Ted Yehle, and Brian Scott resigned in 2004, as they all moved out of the city. Mr. Christopherson had served seven years on the Charter Commission. John Banyard was removed from the Charter Commission in July by the Chief Judge (per Mi_n_rtesota State Statutes) for four unexcused absences. OFFICERS: The following members served as officers in 2004: President Mike Hartel Vice President Joseph Sturdevant Secretary Clara Scbanidt MEETINGS HELD: The full Charter Commission had four scheduled regular meetings and two scheduled special meetings. In 2004, the regular meeting dates were January 15, April 15, July 15, and October 21. Numerous Charter Colmnission members enjoyed the joint am~ual boards/commission dinner meeting at Murzyn Hail the evening of December 8, 2004. 1 2004 Annual Report ISSUES DISCUSSED: In 2004, the Columbia Heights Charter Conmfission has been active. it has looked at or worked on. The following is a summary of issues The following charter amendments were passed unanimously by the City Council on December 15, 2003, and became effective in March of 2004: Chapter 2, Section 7, Elective Offices Chapter 3, Section 16, Council Meetings Chapter 9, Section 89, Payment of Award Chapter 5, Section 36, Expenditures by Petitioner Chapter 12, Section 108, Official Publications. Possible charter changes to Chapter 2, Section 15 (Official Bonds) and Chapter 7, Section 72 (Bonded Debt and Debt Limit) were discussed in 2004. In October, 2004, the Charter Commission passed a charter amendment to Chapter 2, Section 15, which was forwarded on to the City Council for a first reading on the City Council level on January 10, 2005. The second reading of this proposed change will be acted on by the City Council on January 24, 2005. Other sections of the city charter, which were discussed in 2004, were Chapter 3, Section 19 (Procedure on Ordinances) and Chapter 3, Section 22 (Signing and Publication of Ordinances and Resolutions). These sections will be further discussed in 2005. OTHER: The Charter Commission ended the year with two vacancies, and has actively sought new members via a variety of avenues (numerous articles in the local newspapers, local cable TV, and city newsletter, as well as public announcements made at city council meetings).
