SUB-COMMITTEE MEETING
MINUTES
THURSDAY, MAY 23, 2002

Sub-committee members present: Tami Ericson, Michael Hartel, Ted Landwehr, Joe Sturdevant
Sub-committee members absent: Clara Schmidt, Bruce Nawrocki
Also present: Carole Blowers, Recording Secretary; Council Liaison Bobby Williams
Other commission members also remained to participate in discussions.
Various comments about the pros and cons of the Mayor vs. the City Manager having control of the
Police Department were made. If things were left the way they read now, it was stated that the Mayor
could always delegate the control of the Police Department to the City Manager.
Again, it was reiterated that the Mayor asked that this issue be looked at again by the Charter
Commission. As there was not total agreement on this issue on the Charter Commission level, it was
decided to give the council an opportunity to pass the amendments to this part of the charter. Since
they could not pass them unanimously, it was then decided to put it on the ballot.
President Ericson stated that the sub-committee also needs to work on pros and cons of the other two
amendments to the charter, that being the one about purchases and contracts limits for the City
Manager, and the vote for the waiving of the reading of ordinances.
Discussion was held on what will be inserted with the water bills and when. The President will contact
the Finance Director in regard to this.
The sub-committee meeting ended at 7:49 p.m.
