Hanse 1 ' BY THE 2012 ZONE 7 STREET REHABILITATION DATE: 1/12, DATE: PROGRAM Background The City Council accepted the feasibility report and ordered an Improvement Hearing for January 18, 2012 at their meeting of November 14, 2011. West of TH 47, Zone 7 is bounded by California/Main Street on the west, University Avenue (TH 47) on the east, 45 Avenue on the north, and 37 Avenue on the south; East of TH 47, Zone 7 is bounded by University Avenue Service Drive on the west, Central Avenue (TH 65) on the east, 40 Avenue on the north and 37 Avenue on the south. In addition, 4 Street from 40 Avenue to 42 Avenue was added to Zone 7. Staff held an Infoiivational Meeting on January 11, 2012 at City Hall from 6:00 to approximately 7:30 p.m. Copies of the Feasibility Report were available to the public at this meeting. All other streets in Zone 7 not rehabilitated in 2012 are proposed for seal coating in future years. Analysis /Conclusions: Distributed at the November 14, 2011 regular City Council meeting was the Feasibility Report that details the scope of work and estimated costs for Street Rehabilitation in Zone 7. The report details the rehabilitation strategy for Full Reconstruction, Partial Reconstruction and Mill and Overlay. The report recommendations for Zone 7 are summarized below: • Rehabilitation Strategies: Staff utilizes three methods in evaluating the condition of the street and then determining the appropriate treatment. The following is a listing of streets with the recommended treatment: FULL STREET RECONSTRUCTION 1. 4 Street 40 Avenue to 42 Avenue STREET MILL AND OVERLAY 1. 3 rd Street 42 Avenue to 44 Avenue 2. Summit Street 5 Street to 40 Avenue • Utilities Replacement: Utilities have been reviewed in Zone 7. Staff utilized structure inspections, in -line televising, history of water main breaks, age of water main and services, leakage testing (independent testing), and previous engineering reports in determining utility replacements. A summary of the staff recommended improvements follows: • Sanitary Sewer: The lateral and trunk lines have all been cleaned and televised in Zone 7 and the manholes have been inspected. No manhole or pipe replacement is recommended. Hansen BY: THE 2012 ZONE 7 STREET REHABILITATION DATE: 1/12'12 DATE: PROGRAM ZONE 7 PUBLIC IMPROVEMENT HEARING Continued - Page 2 • Storm Sewer: Work on existing manholes and catch basins are recommended for both 3rd Street and Summit Street. • Water Main: No pipe replacement is recommended. • Utility Adjustments: Roadway construction will include minor modifications to existing water main, sanitary and storm sewer utility surface structures in order to meet proposed finish grades. • Financing: Street Rehabilitation The estimated project costs are as follows: 1. Full street reconstruction $303,650. 2. Mill and overlay construction $125,825. 3. Utilities $ * Project funding is proposed as follows: o Assessments $303,675. o Infrastructure Fund (Construction) $113,225. o Infrastructure Fund (Engineering and Admin) $ 12,575. o Sanitary Sewer Fund: $ * o Storm Sewer Fund $ * o Water Construction Fund: $ * * The costs and associated funding for utility work will be determined during the final design. • Past Assessments: Zone 7 has areas that have had improvements assessed in the recent past. Two properties on 3rd Street are paying an avenue assessment and one property on 42 Avenue is paying a street assessment for work done on 42 Avenue. If the seal coat project is approved, the majority of properties on 4 Street will also pay an avenue assessment ($99) for seal coat in work done in 2012 on either 41 42 or 43 Avenues. Hansen BY: THE 2012 ZONE 7 STREET REHABILITATION DATE: 1/12/12 DATE: PROGRAM ZONE 7 PUBLIC IMPROVEMENT HEARING Continued — Page 3 Resident Sentiment at Information Meeting: Property owners from both 4 Street (8) and Summit Street (3) attended the meeting. A primary concern, and a recent trend we have heard at the infoittiational meetings focused on their ability to pay the assessments. The estimated residential street assessment for reconstruction is $3,249 and for overlay is $1,813. While most understood the need for the work, the concern was expressed with a 15 year assessment averaging $323 a year (at 6 %) and $243 a year (at 6 %). In response to residents concerns, staff has provided an alternate motion that would approve the overlays on 3 Street and Summit Street under the Zone 7 Program, but would delay 4th Street until the Program is started up again in 2015 (a 3 year delay). It is staff's opinion that overlays are critical to maintain and preserve the roads. This would also allow the seal coat program in Zone 7 to continue the following year in 2013. If the alternate resolution is approved, the reconstruction of 4 Street would be delayed until the Street Rehabilitation program resumes in 2015. If the council delays reconstruction on 4 Street, only pothole patching would be done on 4 Street. The curb and gutter is 70+ years old and spot repairs would not be cost effective. AND WHEREAS, ten days' mailed notice and two published notices of the hearing a week apart were given, and the hearing was held thereon the 18 day of January, 2012, at which all persons desiring to be heard were given an opportunity to be heard thereon. WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, MINNESOTA: 1. These improvements shall also be known as Project 1202 and PIRs: 2012 -Z7 -02 -001 for Full Street Reconstruction, and 2012 -Z7 -44 -001 for Street Mill and Overlay. 5. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement.
