CALL TO ORDER
The meeting was called to order by Chairperson Carlson at 5:33 p.m.

APPROVAL OF MINUTES
Motioned by Sturdevant, seconded by Goodman, to approve the minutes of August 3, 2009, as presented.
Motion carried unanimously.
OLD BUSINESS
REQUEST TO INSTALL STOP SIGNS AT THE INTERSECTION OF WASHINGTON STREET AND
ST
41 AVENUE.
Young presented the background information for the request.
Mr Donald Baron of 330 Orendorff Way has requested stop signs at the intersection of Washington
st
Street and 41 Avenue. Mr Baron’s concern is the safety of the intersection. Mr Baron drops his daughter off
at a nearby daycare and has observed many close calls.

Staff reported the visibility at the intersection is good; westbound traffic on 41 Avenue has a partially
obstructed view because of the hill on Washington Street. There has been one accident at that intersection and

one accident at 42 Avenue and Washington Street during the last three years.
At the August meeting, Commissioners requested traffic counts and speed monitoring data from the trailer.
Traffic counts were obtained for 48 hours from September 1 through September 3. Average daily
st
traffic (ADT) on Washington Street was 318 and ADT on 41 Avenue was 589.
The speed trailer was used in this area for 12 days between September 10 and September 29, 2009.
The surveys were conducted from 10:00 a.m. to 6:30 p.m. A total of 6374 vehicles were surveyed, averaging
531 vehicles each day. The average speed for all 12 days was 17.84 miles per hour.
Commissioner Carlson clarified where the speed trailer was placed.
Commissioner Doty questioned what was considered local traffic. Staff reported ADT of less than 400 vehicles

per day is considered local traffic. Traffic on 41 Avenue is probably higher because of the nearby church and
mosque.
Motioned by Sturdevant, seconded by Anderson to deny the request for Stop signs at the intersection of
st
Washington Street and 41 Avenue. Motion carried unanimously.

Commissioner Doty requested staff review the parking allowed on the north side of 49 Avenue near the High
School pedestrian crossing. The “No parking” area needs to be expanded to provide better visibility.

Motioned by Doty, seconded by Goodman to adjourn the meeting at 5:50 p.m. Motion carried unanimously.
