A. Letter of request for a discounted rental rate of Murzyn Hall for the Anoka County Historical
Society
Attached is a letter of request from the Anoka County Historical Society with details of the
fundraising event for Friday, October 7, 2011.
B. Letter of request for a late rental time of 2:00 a.m. on Friday, April 22, 2011
Attached is a letter of request from the renter of Murzyn Hall to stay until 2:00 a.m. for their non-
alcoholic reception on April 22, 2011. They will pay any additional fees.
C. Letter of request for an open bar reception on Friday, September 30, 2011
Attached is a letter of request from the renter of Murzyn Hall for the reception. They will hire
bartenders to serve the alcohol free to their guests.
D. Letter of request for a discounted rental rate of Murzyn Hall for a fundraising event on a Friday
evening in April 2011 from 6:00 p.m, until 11:00 p.m.
Attached is a letter of request with details of the event and documentary project for the Work War H
veteran.
E. Request for a discounted rental of Murzyn Hall for a fundraiser on a Sunday afternoon.
Gary Peterson will discuss the preliminary details. Attached is a story covered by KARE 11.

Eileen Evans called the meeting to order at 5:33 p.m.

Question by Hoium on the line item of $2000 listed for Garbage Can, Evans had that
question as well. Hansen stated it was for the parks and would be for multiple cans.
APPROVAL CONSENT AGENDA
Motion by Greenhalgh, second by McDonald, to approve the consent agenda. Upon
vote: All ayes. Motion Carried.
LETTERS AND REQUESTS
A. Letter of appreciation re ag rding the Tobacco Free Policy
Windschitl indicated that resident Grace Lee wrote a letter of appreciation for the work
done by the Park & Recreation Commission and City Staff to implement the Tobacco
Free Policy. Saefke read the letter from Lee.
OLD BUSINESS
Payne asked if the plaque in memory of Jerry Foss was hanging at the new Huset Park
shelter. Hansen indicated that it was scheduled to be hung up, but had not seen if it was
completed at this time.
NEW BUSINESS
None at this time.
REPORTS
A. Recreation Director
Windschitl indicated the Murzyn Hall roof has had several leaks inside the building.
Along with the Maintenance Supervisor Tim Barnes, and Steve Leese from Public
Works, spent two days on the roof removing snow and chipped ice. Peterson asked why
Public Works doesn't steam the gutters any more. Windschitl replied that after the snow
was removed the gutters were open.
Windschitl reported there was an article in the Focus newspaper on the Hylander Center.
Since that article was published there have been new people using the facility. Numbers
have increased after the article as well.

He stated that Barnes has hired part time staff for the cleaning of the Library, Public
Works and City Hall buildings. As of the first of the year the City and specifically the
Recreation Department have taken on the cleaning of these building in- house. The
cleaning of Murzyn Hall and Public Safety building are already being done by Recreation
staff. Evans asked if the hours for cleaning are back charged to that building or
Department. Windschitl replied that yes, each Department is charged for the cleaning
time.
B. Public Works Director /City Engineer
Hansen indicated that mailings went out to a large area around Ramsdell Park to inform
the public of the meeting tonight. In 2011 there is an estimated $300,000 in the Park
Development Fund. The purpose of tonight's meeting is to take public comments and to
prioritize what the Commission would like to see completed at Ramsdell Park.
Hoium asked how much the Park Development fund grows each year. Hansen replied
that it depends and can vary. When there is building going on in the City there will be
park dedication fees going into the fund. That amount has been substantial when Ryland
& Grand Central lofts were growing along with some other sites. It depends on how
much development and construction are going on within the City.
C. Commission Members
Peterson reported the new Firehouse Boxing Gym will be opening for a youth boxing
program. This facility is located in the former Fire Department garage.
PUBLIC MEETING
A. 2011 Ramsdell Park Design Develo ment
Evans opened the public meeting at 6:04 p.m.
Hansen thanked the public for attending. He indicated the purpose for tonight's meeting
is a public input meeting. The City Council has authorized Staff to prepare final plans for
the redevelopment of Ramsdell Park. A park redevelopment program began in 2007. In
2008 Silver Lake Beach and Sullivan Park were redeveloped. A few things have also
been done at Huset Park with a new shelter, walking trails and playground behind
Murzyn Hall. In 2008 a master plan was developed for Ramsdell Park. A master plan is
to identify an all inclusive idea of what would like to be seen in the park. With design we
are budget limited, there is only so much money available for the types of improvements.
After public comment is received the City Council will vote on approving the final plans
based the recommendations from the Commission. Construction could begin in 2011.
The landscape design consultant Brauer and Associates have done the park
redevelopment plans in the City over the past several years. Candace Amberg, RLA from
Brauer and Associates, Ltd. will present the design plans for Ramsdell Park.
Amberg indicated that she was involved in the original master plan in 2008 for Ramsdell
Park. She presented the design development plan and discussed elements throughout the
park that could be completed in the first phase.

Amberg presented some of the elements such as; reallocating the ballfield location, pull
in parking spaces off of Jefferson, playground relocation away from the street, ballfield
fencing to protect walkers and players, updated trail, pool improvements that would be on
hold due to cost, moving the seating to the inside of the fence around the pool area,
removing the basketball court, and creating infiltration basins (essentially a rain garden),
for adequate drainage throughout the park, trails and parking lots.
Amberg presented alternate plans; a new shelter, park monument sign, ballfield
improvements with fencing, a batting cage and drinking fountain, bike rack and a skate
park area on the current property owned by the school. Hansen indicated the skate park
is very costly and would be a future amenity with negotiations between the Columbia
Heights School District and the City.
Resident comments included; traffic concerns with speed, stopping and parking along
Johnson Street, having an attendant for the wading pool, keeping a shade area over a
portion of the pool, the building is under utilized, getting a skating rink back at Ramsdell
or taking turns at different parks, glad the hockey rink is no longer there, is any of the
playground equipment able to be used in another location, glad the basketball court is
gone, in favor of a skate park, not in favor of a skate park, if considering a skate park
placing it near the Police Department like other Cities do, in lieu of funding creating a
community garden or rain garden in the park, love the park and glad that the City is not
trying to phase it out, and likes the walking trails.
Hansen indicated that the City Council authorized a preparation of final plans and
directed the Commission to hold a public meeting. The next step is to go back to the City
Council with the final plans with what is considered the first phase and seek approval to
go out for bids. If it is authorized in 2011 Staff would look at construction in the same
year. Any future phases would be considered, and go through the Park & Recreation
Commission depending on funding availability. Right now there would be nothing in the
short term. Beyond the first phase Hansen does not anticipate any improvement for one
to three years, unless another funding resource became available. He stated that there has
not been any significant redevelopment at Ramsdell Park in about a thirty year time span.
There has been a few playground upgrades or other small improvements only.
Hansen indicated the design redevelopment plan will be placed on the City website for
continued review and comment. He thanked the public for attending.

I stopped in yesterday to look at the hall for possible use for a fundraising event at the
Anoka County Historical Society. Could we make a request for the evening of Friday,
Oct. 7? We'd probably rent it from noon to midnight to allow us to set up and take
down for the event which would run from 6 or 7 -1 Opm.
We would be having a sock hop themed fundraising event with a live band and silent
auction tables. We'd also like to use the Lions Club to serve beer.
Yes, we area 501(c)(3) non -for- profit organization. The funds raised at the event would
go towards operational support for the Historical Society. The would be a ticket fee to
attend the event, probably $15420. The benefit to Columbia Heights would be that
funds raised at the event go to support our mission to collect and preserve all of Anoka
County's history.
I would like this e-mail to serve as the request, but I'm more than happy to send a letter
if the committee generally prefers that.

Dear Members of the Columbia Heights Parks and Rec Commission,
I would appreciate your consideration of a request to rent Murzyn Hall at a reduced rate. I am
planning a fund - raising event (a 1940s dance) to enable a Minnesota veteran of World war II to return to
France this May, sixty -seven years after he served as a motor messenger in Gen. Patton's army. We will
be shooting a documentary film of this trip to preserve this soldier's history and to honor his service for
our country. Details may be found on the attachment I've included.
We would need the facility on a Friday evening in April from about 6 -11 p.m. We anticipate this will
be a fun, family- oriented event in your community which will create awareness of our project as well as
allow folks to meet a member of the Greatest Generation and others who so faithfully fought for our
freedom.

Introduction
This is a proposal for a 60- minute documentary for general audiences. The film will follow an 86- year -old
Minnesota WWII veteran Ken Krueger's journey back to France sixty -seven years after experiencing victory in
war, but defeat in love. This true story is based on the subject's memoir, Fighting For Delphine: A Soldier's True
Story of Triumph and Tears, published in 2008.
Statement of Purnose
More than 1200 World War II veterans are passing into eternity each day, taking their memories with them --
men and women whose sacrifices liberated millions, but whose experiences are now lost in time. As significant
as these stories are to the continued freedom of our world, it is impossible to preserve each and every one of
them. Ken Krueger's story is one that can be saved for the benefit of tomorrow's generations.
The Story
Upon hearing the devastating news of the attack on Pearl Harbor, December 7, 1941, thousands of young
Americans rushed to enlist in the armed services to protect their beloved families and defend their country. With
a lump in their throats and a gun in their hands, they soon found themselves standing on foreign soil prepared to
meet their enemy and perhaps their Maker. One of those young Americans was then 17- year -old Ken Krueger.
Toughened by the economic hardships of the Great Depression, as well as brutal, daily beatings at the hands of
an alcoholic father, young Ken left home for the very first time. Tender thoughts of a loving mother and an
abiding faith in God would sustain him throughout those dark days of war, as they would throughout his
lifetime. After induction into the U.S. Army at Fort Snelling in Minneapolis, then basic training in Missouri,
Louisiana and Texas, Ken was assigned to the 92 " Signal Battalion to become a motor messenger. After an
arduous voyage across the Atlantic infested with Nazi subs, Ken reveled in the lush beauty of Ireland, Scotland
and England. All too soon, however, lie came face -to -face with the hideous horrors of war as he stepped across
the sand of "Bloody Omaha" beach in the Normandy region of France and began his job delivering secret
messages for General Patton's Headquarters.
Driving at breakneck speed to outmaneuver German dive - bombers, snipers, tanks, artillery shells, and land
mines, often in utter darkness, Ken drove thousands of miles across France, delivering vital correspondence to
the many units fighting on the Frontlines. After many stressful months of seeking shelter along the way in thick
hedgerows; in cold, dank foxholes; and in abandoned buildings teeming with lice, Ken was offered a clean, soft
bed in the home of a family located in the tiny town of 1 For four blissful months they provided a
warm, comforting respite from the death and devastation Ken encountered each day on his message runs.
However, a comfortable bed and a hot meal were not the only things that welcomed Ken when he returned to the
home. The family's beautiful young daughter, Marguerite (Delphine, of the book Fighting for Delphine),
became an especially welcome diversion from the chaos of war as she waited for him to arrive back at the house
after a grueling day or week of nonstop deliveries, offering a hug, a sweet kiss and a sense of hope. They fell
deeply in love over the last months of the war. With the Allies pushing further into Germany, Ken's job would
soon take him away from F6netrange and his beloved "Margie ". Not knowing whether he would ever see her
again, Ken proposed. Marguerite answered, "Oui, mon chou1" The elated couple made plans to be married IF
Ken could get a pass to return to Fenetrange. Ken left for the Front. Ignoring a firm warning that his securing a
pass was not guaranteed, Marguerite set a date and prepared for her wedding day. The day arrived, but Ken
didn't. Despite impassioned pleas to his superiors, his pass was not approved until two weeks later. Ken,
fearing he had literally left her at the altar, rushed back to Marguerite. Not wanting to waste another moment,
Ken impatiently jumped off the train and ran the remaining ten miles on foot to her doorstep. He waited, his
heart in his throat, as the door slowly opened. He'd hoped to be greeted with her brilliant smile and sparkling
eyes -- instead her face was barely visible, her eyes fixed on his shoes. Quietly and calmly, Marguerite stated
there would be no wedding. No discussion. No explanation.
Distraught, Ken went back to Germany. Over the next few months Ken wrestled with feelings of anger,
confusion and doubt. The word came — the war was over. Soon after, Ken received orders to leave for
Marseilles where he would take a ship bound for the United States. The troop train headed for the ship yards
filled with smiling soldiers, except for Ken. He was filled with sorrow. Sorrow that he had won the war, but
had lost the battle. He was going home — but without his Marguerite. Unable to bear the thought that he may
never see her again, Ken defied his orders and left the troop train for Fdndtrange. He just had to say goodbye
one last time before he left the country. This time he was met with the smile and sparkling eyes he had hoped to
see months before. Overwhelmed with emotion, Marguerite held him as tight and as close as possible while
pleading, "Promise me you will return! Promise me you'll come back to me and we will be married." With
renewed hope that she did love him, he promised her he would return to spend the rest of their lives together.
Ken took the ship home, but he never returned.
Sixty -seven years later, Ken contemplates the agonizing decisions he made during the waning days of World
War IL Why did he not fulfill his solemn promise to return to France to take Marguerite as his bride? What
responsibility does he carry for having broken his honor and her heart? Can he seek forgiveness from someone
who can no longer grant it? As Promised will involve the audience in the painful yet healing process of
reconciliation through the power of love and faith as Ken faces what is left of his future, by finally returning to
face the ghosts of his past.
The Treatment
Shot on High Definition video, the recording will take place in France, beginning in late May of 2011. The
production will employ an engaging blend of interviews with Ken, his family and the family of Marguerite;
narration; contemporary and vintage still and motion picture photography; reenactments; and period music to
evoke a sense of that era and to explore timeless themes of love, loss, valor, honor, and redemption. The
documentary will follow Ken's travels across France, much as he did as a motor messenger from 1943- 1945 --
from Omaha Beach and the American Cemetery, to the D -Day commemoration events, to Paris, to Dachau
where Ken witnessed unspeakable atrocities, then to the Alsace - Lorraine area and the town of Fenetrange. The
project is estimated to be completed in early to mid -2012.
The Production Team
The crew will consist of Troy LaFaye, producer /director /videographer, and Lee Burtman, co- producer and
author of the subject's memoir. Additional on- location videographer, sound recordist and post - production staff
will be hired as needed. When possible, the production will utilize student interns from the Digital Video
Production program at Minnesota School of Business.
The project will also enlist the support services of an entertainment attorney, a public relations firm, and a
fundraising event organizer.

The projected cost of the project will be $30,000. These funds would cover travel and lodging expenses while

MINNEAPOLIS --A Minnesota mother who helped ease the pain for dozens of Marines serving overseas is feeling her own pain.
Cathy Lake is no stranger to helping others. In November she sent out nearly 100 care packages to her son and his fellow Marines in Afghanistan.
Now, she's the one who may need some caring for.
Her son, 22- year -old Derek Goodridge, was hit by an IED during patrol last week. His tangs collapsed, slnapnel pierced his body, broke his right femur
and cut his face.
"I couldn't breathe. I couldn't think. I couldn't see. Ijust couldn't understand. I couldn't understand a word... other than our son has been hurt," Lake
said.
Lake will see her son Thursday night for the first time since he left for war nearly a year ago. He was transferred to a Washington D.C. hospital to
recover. Lake is nervous but she won't be going alone.
The young corporal's father and only brother will be with her. They too are nervous but know it could have been a lot worse.
"I said if we got a phone call and if they're not knocking on our door then he's alive," William Lake, Goodridge's father, said.
Lake isn't sure how long it will take for her son to walk again but said the encouragement she has gotten from complete strangers reminds her she is
not alone on the road to recovery.
"I'm getting emails from parents now telling me that they're sorry about our son," she said.
