at 6:45 p.m. on Monday, December 6, 2010 in the City Council Chamber, City Hall, 590 40 Avenue NE,
Columbia Heights, MN.

Background
The City Council accepted the feasibility report and ordered an Improvement Hearing for December 6 at
their meeting of November 22, 2010. Zone 6 includes University Avenue to Central Avenue, 40 Avenue to
44 Avenue. Staff held an Informational Meeting December 1, 2010 at City Hall from 6:00 P.M. to
approximately 7:00 P.M. Copies of the Feasibility Report were available to the public at this meeting. All
other streets in Zone 6 not rehabilitated in 2011 are proposed for seal coating in future years.
Analysis /Conclusions:
Distributed at the November 22, 2010 regular City Council meeting was the Feasibility Report that details the
scope of work and estimated costs for Street Rehabilitation in Zone 6. The report details the rehabilitation
strategy for Full Reconstruction, Partial Reconstruction and Mill and Overlay. The report recommendations
for Zone 6 are summarized below:
• Rehabilitation Strategies:
Staff utilizes three methods in evaluating the condition of the street and then determining the
appropriate treatment. The following is a listing of streets with the recommended treatment:
FULL STREET RECONSTRUCTION
1. 6 Street 40 Avenue to 44 Avenue
STREET MILL AND OVERLAY
1. 4 Street 42 Avenue to 44 Avenue
• Utilities Replacement:
Utilities have been reviewed in Zone 6. Staff utilized structure inspections, in -line televising, history
of water main breaks, age of water main and services, leakage testing (independent testing), and
previous engineering reports in determining utility replacements. A summary of the staff
recommended improvements follows:
• Sanitary Sewer: The lateral and trunk lines have all been cleaned and televised in Zone 6
and the manholes have been inspected. Sanitary sewer manhole structure replacements are
proposed. The sanitary sewer manhole replacements /repairs complement the main pipe lining
being done in this area to minimize peak flows after rainfall events. The peak flows are
excessive and subject to annual financial penalties from MCES.

• Storm Sewer: Work on catch basins and pipe within the construction area will be conducted
where necessary.
• Water Main: Staff recommends water main replacement on 6th Street between 40 Avenue
and 42 Avenue. The water main was installed in 1914. The pipe is unlined cast iron
(susceptible to tuberculation) constructed with lead joints. Water services other than 3 /4" or
larger copper are replaced from the main to the boulevard. Property owners are notified if the
service from the stop box to the house is constructed with lead pipe. In accordance with State
Statute, owners are required to replace the pipe within one year of notification.
• Financing: Street Rehabilitation
The estimated project costs are as follows:
1. Full street reconstruction $626,500.
2. Mill and overlay construction $ 93,000.
3. Utilities $ *
Project funding is proposed as follows:
o Assessments $396,700.
o Infrastructure Fund (Construction) $293,000.
o Infrastructure Fund (Engineering and Admin) $ 29,800.
o Sanitary Sewer Fund: $ *
o Storm Sewer Fund $ *
o Water Construction Fund: $ *
* The costs and associated funding for utility work will be determined during the final design.
• Past Assessments:
Zone 6 has areas that have had improvements assessed in the recent past, however, no properties in
this proposed project area are currently paying for street improvements.

RESOLUTION 2010 -133
BEING A RESOLUTION ORDERING IMPROVEMENTS AND
PREPARATION OF PLANS FOR ZONE 6 STREET REHABILITIATION
CITY PROJECT 1102
WHEREAS, Resolution 2010 -128 of the Columbia Heights City Council adopted the 22' day of November, 2010,
fixed a date for a Council hearing on the proposed improvement bounded by University Avenue on the west, 40
Avenue on the south, Central Avenue on the east and 44 Avenue on the north,
AND WHEREAS, ten days' mailed notice and two published notices of the hearing a week apart were given, and
the hearing was held thereon the 6 day of December, 2010, at which all persons desiring to be heard were given an
opportunity to be heard thereon.
WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by
special assessments under Charter provisions.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA HEIGHTS,
MINNESOTA:
1. That the location and extent of such improvements is as follows:
FULL STREET RECONSTRUCTION
6 Street, 40 Avenue to 44 Avenue
Work includes required utility reconstruction/repair, required water service replacement /repair, new
granular subbase if needed, new aggregate base, new concrete curb and gutter with driveway aprons,
new bituminous surfacing, required concrete or bituminous driveway and walk/step replacement, sod
restoration, miscellaneous construction items, and appurtenances.
STREET MILL AND OVERLAY
4 Street, 42 " Avenue to 44 Avenue
Work includes required utility reconstruction/repair, spot replacement of curb and gutter with required
concrete or bituminous driveway and walk/step replacement, milling of existing street surface, new
bituminous surfacing, sod restoration, miscellaneous construction items, and appurtenances.
2. Such improvement is necessary, cost - effective, and feasible as detailed in the feasibility report.
3. Such improvement is hereby ordered as proposed in the Council Resolution adopted 22 day of
November, 2010.
4. These improvements shall also be known as Project 1102 and PIRs:
2011 -Z6 -02 -001 for Full Street Reconstruction, and
2011 -Z6 -44 -001 for Street Mill and Overlay.
5. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The
engineer shall prepare plans and specifications for the making of such improvement.

Notice is hereby given that the City Council of Columbia Heights has determined the following Public Improvement
Hearing be held on Monday, December 6, 2010, at 6:45 p.m. in the City Council Chamber, 590 40 Avenue N.E., to

Said improvements are to be considered pursuant to Minnesota Statutes, Chapters 429, 444 and 469. The improvements
are to be specially assessed on an area, or frontage basis, or combination thereof against abutting and non - abutting
properties and tributary to said improvements, or served by said improvements. The parcels and areas, as specially
described herein, are subject to said special assessments unless otherwise noted. The parcel numbers represent the tax
parcel identification numbers. To find your tax parcel number, check your real estate tax statement.
The total estimated cost of the above listed improvements is $799,550. Persons desiring to be heard with reference to the
proposed improvements will be heard at said time and place of the public hearing. Written or oral objections will be
considered at the public hearing.
