Hansen BY: THE 2010 ZONE 5 STREF,"I" REHABILITATION DATE: 2/23/10 DATE: PROGRAM Background The City Council accepted the feasibility report and ordered an Improvement I-leasing for March 1 S` at their meeting of January 25, 2010. Zone 5 includes University Avenue to Central Avenue/Monroc Street, 44`" Avenue to 48°i Avenue. Staff held an Informational Meeting February 23, 2010 at City Hall from 6:00 P.M. to approximately 7:00 P.M. Copies of the Feasibility Report were available to the public at this meeting. All other streets in 'Zone 5 not rehabilitated in 2010 are proposed for seal coating in future years. Analysis/Conclusions: Distributed at the Jant~tary 25, 2010 regular City Council meeting was the Feasibility ReporC that details the scope of work and estimated costs for Street Rehabilitation in Zone 5. The report details the rehabilitation strategy for Full Reconstruction, Partial Reconstruction and Mill and Overlay. The report recommendations for Zone 5 are summarised below: Rehabilitation Strategies: Staff utilizes three methods in evaluating the condition of the street and then determining the appropriate treatment. ~~he following is a listing of streets with the recommended treatment: PARTIAL STREET RECONSTRUCTION 1. 4`" Street 47`" Avenue to 48`" Avenue 2. Washington Street 46`'' Avenue to 47`" Avenue 3. 46`" Avenue Jefferson Street to Monroe Street STREET MILL AND OVERLAY 1. Monroe Street 45`" Avenue to 46`" Avenue 2. 45`" Avenue University Avenue Service Drive to Monroe Street 3. 46`" Avenue University Avenue Service Drive to 7`" Street Other rehabilitation strategies such as hot or cold-in-place recycling have been investigated. 'These recycling methods are best suited for work on roads without utility construction work or curb and gutter. Therefore, these strategies are not recommended by staff. Hansen BY: TI-IE 2010 ZONE 5 STREE"I' REHABILITATION DATE: 2/23/f0 DATE: PROGRAM ZONE 5 PUBLIC IMPROVEMENT HEARING Continued -Page 2 • Utilities Replacement: Utilities have been reviewed in Zone 5. Staff utilized in-line televising, history of water main breaks, leakage testing (independent testing), and previous engineering reports in determining utility replacements. A summary of the staff recommended improvements follows: • Sanitary Sewer: The lateral anal trunk lines have all been cleaned and televised in Zonc 5 and the manholes have been inspected. Overall, the condition of the piping is acceptable with corrective repairs needed on sections of the pipe and manholes. • Storm Sewer: Work on catch basins and pipe within the construction area will be conducted where necessary. • Water Main: Overall, the condition of the piping is acceptable. Older pipe may be lined in future years as funds become available. • Financing: Street Rehabilitation "fhe estimated construction costs are as follows: l . Partial street reconstruction $ 117,500. 2. Mill and overlay $ 185,600. 3. Utilities $ Project funding is proposed as follows: o Assessments $ 265,900. o Infrastructure Fund (Construction) $ 37,100. o Infrastructure Fund (Engineering and Admin) $ 30,300. o Sanitary Sewer Fund: $ o Storm Sewer Fund $ o Water Construction Fund: $ * The costs and. associated funding for utility work will be determined during the final design. In Zone 5, 6"' Street from 44`x' Avenue to 46`x' Avenue and Monroe Street from 44`'' Avenue to 45`x' Avenue were improved as part of the street rehabilitation program in 2001. Also, University Avenue Service Drive from 44`x' Avenue to 45`h Avenue was improved in 2008. Several properties assessed for the work. done in 2001 and 2008 may have a street or avenue assessment in 2010. Attachments: Resolution Irformational_ Meeting Agenda Assessment Rates Maps Public Improvement Hearing Notice COUNCIL ACTION: RESOLUTION 2010-14 BEING A RESOLUTION ORDERING IMPROVEMENTS AND PREPARATION OF PLANS FOR ZONE 5 STREET REHABILITIATION CITY PROJECT 1002 WHEREAS, Kesolution 2010-09 of the Columbia I Ieights City Council adopted the 2~`" day of January, 2010, fixed a date for a Council hearing on the proposed improvement bounded by University Avenue on the west, 44`" Avenue on the south, Central Avenue/Monroe Street on the east and 48`" Avenue on the north, AND WHEREAS, ten days' mailed notice and two published notices of the hearing a week apart were given, and the heal°ing was held thereon the 1 s` day of March, 2010, at which all persons desiring to be heard were given an opportunity to be heard thereon. WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW THEKF,1'ORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA IIEIGHTS, MINNESOTA: That the location and extent of such improvements is as follows: PARTIAL STRF,ET RECONSTRUCTION 1. 4`" Street, 47`" Avenue to 48`" Avenue 2. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement.
