Background
The City Council accepted the feasibility report and ordered an Improvement Hearing for March l5` at their
meeting of January 25, 2010. The Seal Coat area is located between University Avenue Service Drive and
Monroe Street/Central Avenue from 48`n Avenue to 53`d Avenue. In accordance with the Street
Rehabilitation Policy, 7.one 4 streets that were rehabilitated in 2000 are being seal coated at the City"s cost
(City pays for first seal coat). Streets included in the 2009 Street Rehabilitation program will not be seal
coated until the next Zone 4 street rehabilitation project cycle. The attached map displays the streets proposed
for Seal Coat and the funding source.
Analysis/Conclusions:
Distributed at the January 25, 2010 regular City Council meeting was the Feasibility Keport that details the
scope of work and estimated costs for the Seal Coat Program in Zone 4. Prior to seal coating, concrete curb
and gutter is repaired where feasible and the street surface is patched. Seal coat is an application of~ emulsion
by mechanical sprayers immediately followed by spreading a cover aggregate. The road surface is finished
by rolling with a tiro-based roller for proper aggregate penetration and distribution. This year, staff is
recommending FA-2 trap rock as the cover aggregate. The rock is the same as last year.

The Seal Coating project will be 100% assessed on a Street and Avenue parcel basis in 7,one 4.
Avenue assessments are '/3 of the street rate extending `/2 block in either direction of the Avenue.

This assumes that all parcels benefit equally for the strategy in front of their property or abutting it, in
the case of the Avenue. The estimated unit cast assessment is $294.00 per Street parcel and $98.00
per Avenue parcel.

Property owners assessed for a street or avenue parcel as part of the Street Rehabilitation program in
"bone 4 may be assessed an avenue or street unit, respectively for seal coat..
Recommended Motion: Move to waive the reading of Resolution No. 2010-13, there being ample copies
available for the public.
Kecommended Motion: Move to adopt Resolution No. 2010-13, being a resolution ordering improvement

WHEREAS, pursuant to Resolution 2010-10, adopted by the City Council on January 25"', 2010, fixed a date for a
Council hearing on the proposed improvements in the 7,one 4 area bounded by University Service Drive and Monroe
Street/Central Avenue from 48`h Avenue to 53`d Avenue.
AND WHERF.,AS, ten days' mailed notice and two published notices of the hearing a week apart were given, and the
hearing was held thereon the 15` day of March, 2010, at which time all persons desiring to be heard were given an
opportunity to be heard thereon,
WNF.REAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by
special assessments under Charter provisions,

5. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement.
The engineer shall prepare plans and specifications for the making of such improvement.

Said improvements are to be considered pursuant to Minnesota Statutes, Chapters 429, 444 and 469.
The improvements arc to be specially assessed on a unit, area, or frontage basis, or combination thereon
against abutting and non-abutting properties and tributary to said improvements, or served by said
improvements. The parcels arrd areas, as spe;ciaily described herein, are subject to said special
assessments unless otherwise noted.
The total estimated cost of the above listed improvements is $ 218,600. Persons desiring to be heard
with reference to the proposed improvements will be heard at said time and place of the public hearing.
Written or oral. objections will be considered at the public hearing.
