signif~cance of the award.
Fehst referred to the Czty's jUmp to the "AA" bond rating and asked ~!Iol what ~hat says about ~he
c~ty. Mo~ ~nd~cated this wou~d re~ult in a~ower in~erest rate on bonds and be a positive impact on the
City's fnances. Wil~iams stated this is ~he highest ra~ing the City has e~er ~ad. Mo[ indicated ~ha~
~hat Standard and Poors looks at the financial manageme~t af t~e C~ty and canside~s it significan~
part of the ra~ing. ~lrite sta~ed they do an in-depth loak at the city's policies and procedures.
Nawrocki stated in his questians he asked about ratings of other cities and recent interest rates. Tha~
is part af why we pay ~hlers to try and get us a h~gher bon~ rating.

Diehm stated that the various op~ions were discussed a~ the work session and she asked if there
was an~ther option with used phones from ~he secand vendor. E~rite s~ated the second vendor aid
no~ have any used equipment ava~lable an~ did not bid on that option. This is for addi~~anal
~hones only; the current phones wi~~ be moved to the new bui~ding and be covered under a fve
year ~naintenance contract. E~rite sta~ed that staff ~ool~ed ~o expand aur current sys~em, but there
are no parts available. ~e hired a firm ta es~ab~fsh a p~oposa~, with the condi~ian to use as much
of the current equipment as poss~~ble. The recommendation is for a Mitel sw~tch, utilizing our
current phones. The cost for the switch is $44,554. A~ve year ma~n~enance contract is $14,40~,
a significant savin~s aver our current maintenance contrac~ of $34,000. This is a net ~ost of
$22,5~4.

Hansen stated this reques~ is for authori~ation of design bids for the pedestrian bridge. VVe have
received $3,4~O,OOQ in grar~ts for the bridge. There are ~ime restra~nts ~o be met to obtain the
funds. A request has been rece~ved from the S~ate aski~g where we a~e at with the project. ~Ve
need to del~ver the desi~n by November 13~~. Staff's inten~ion is to brtng proposals before the
City Councii at the firs~ ~neeting ~n August. .
Nawrocki indi~ated concerns tha~ ~he current bridge is awned by MND~T an~ they are
responsible for maintenance. If there are problems, MI~D4T should be the one to replace it.

c~asses and ~re ~raining, Engine 3 is a~977 Ford L9a~4 pumper xhat ~uas p~rtia~~y refurb~shed in
199d. Repiacerr~ent for the veh~cle was sla~ed for ~D~4 wi~h so~ne of ~ha~ money ~sed to upgrade the
new aerial ladde~ t~uck. Due to a strong mutual aid sys~em in the f re service, the need for a fou~h
pumper in ~h~s community ~s ve~y low. Though refurbished in 199~, ~he cab, pu~np, engine and
chassis were not refurb~shed except for paint. A recent 1S~ survey af the Fire Depar~ment found ~hat
t~e fourth pumper ~rd no~ sign~fican~ly add to aur overa~l ra~ing.
Du~ to the con~inued increase of manda~ar~ training w~th State and Federal certifications, and the
City's budb~~ cu~s, it has been ~ery difficult to fund a tr~.ining budget that meets our ann~al needs.
The cost ~o mai~~ain aur EMS certifcations alone uses 40-Sa% of aur current budget. ~Vith the
projected train~ng ne~ds of ten new recruits aver the ne~.t tr~o years our cu~rent tra~nin~ budge~ will

FUnds. The source af the funds ~s ~475,a0D ofFederal Earn~arks for al~ pr~ject related cas~s, and $~,SZO,On~
~hrough ~he Federal Stimu~us or AR.RA Funds for canstruc~ion costs on~y. Cancept layouts ~ave detaiied ~hat
Right-of ~ay ~R~W} w~ll be required on the east side of ~he br~dge. Staff has ob~ained MnD~T cancurrenc~
on the prel~n~inary bridge ~ayou~ that elimina~es permanent RC~'l~ needs on the w~st side of the bri~ge in
Hil~top. Temporary easements to facilitate construc~ion ~uil~ be needed on bo~h sides of the bridge.
Timing is crit~ca~ for the type of ~unding d~re~~ed toward the bridge. T~e Stat~ ARRA FUnd~ng Program
reyuires project delivery by Nov~mber I3t~' of this year. ~ith the Fede~a~ process, a minimum of 12~ days ~o
acquire is estimated, which represen~s an accelerated process. The R~V~ acqu~s~~ion process follows Federal
and State re~uireme~nts, wi~h work comp~e~e~ through ~he app~aisal and review appraisal process. The next
s~ep will be written affers based ~n the attached shee~.
Analys~slConc~usion~:
S~aff is recommended ~hat the Ra'~V acquis~t~on pracess be canducted ~mmediately w~~~ funding ~hrough our
Municipa~ Sta~e-Aid program, to mee~ the ARRA submittal requi~el~nents. 4nce the Federa! earmarl~ funds
have been appropriate~, ~~ey may be used for eligible project costs follow~ng the da~e of the app~opriation.
The ramp o~ approach type w~~~ need to be selected on the east side of the bridge for dete~mining RC]~V
acquisit~on. The tw~ types of approaches on ~he attached site la.yau~s ar~ eit~er a sp~ral or switc~back type.
~wx~ehback: The appra~sal for th~s acquisit~on is ~85,3~U. This approach wauld mirror ~he approach on the
west ~ide of the bridge crea~~r~g a symme~rical br~dge appearance. To ~~neet ADA reauirements, f~at landin~
areas are provided at each of the ca~umn supports - creatin~ breaks in the grade. VVith this ramp, the Saver's
Business s~gn wau~d a~so have to relo~ate. It is slightly ~ess cos~ly ~o build ~han a spira~ ~amp and wou~d
~epresent a lower cast overal~ when con~idering the R~W costs.
Spiral: The app~a~sal for this acquisi~ion is $147,000. This approach is placed in the ~and area adjacent to
49~~ Aven~~e and further away ~in relative te~n~s} from Central Avenue. The approaches on the two sides af
the bridge would be diss~r~ilar ~- although ~~ is not uncamn~on. The pedes~~ian bridge cros~ing TH ~5~ near
85t" Avenue ~~ B~ooklyn Park has ~hese approach types. The spiral type approach is sligh~~y mare costly to
build - repres~nt~~g an overal~ hi~her cos~ ~rhen cam~in~ng with the R(~~. ~omments received ~o date
apinion that this appraach has a slightiy highe~ aesthetic value as compared ~o the swi~chback type approach.
Fedestrrans and bicyc~~st may f~n~ this approach easier to access due ~o a uniform gra~e. This approac~ also
has a highe~ impact to ~he exist~ng Saver's parce~, as ~he parking ~ot in the R~VL~ area would need to be
reconf~gured.
