Hansen, J. Davi BY: DATE: 4/9/09 DATE: Background: The City's Refuse and Recycling contract will expire December 31S`, 2009. The following table provides a summary review of current services for residential properties. Staff is requesting direction for the process for a new refuse contract and term. SERVICE LEVEL ADDITIONAL SERVICES 90 GAL Weekly collection w/extra bags, 1 Appliance, large items, furniture, yardwaste, weekly 2 sort recycling 60 GAL Weekly collection, 1 a liance, ardwaste, weekly 2 sort recycling 30 GAL Weekly collection, 1 a liance, yardwaste, weekl 2 sort recycling Dempster (all) Weekly or more, 1 Appliance/rental unit, large items, furniture, weekly or more 2 sort rec cling Allied has informed staff that to maintain current levels of service for the community, they would expect price increases in the 15 to 20 percent range from 2009 rates. The attached outline details some of the market issues that have influenced the rates and other market forces that have impacted our business and the corresponding adjustments that are needed during our next agreement term (information provided by Allied). General Refuse Collection: A residential customer in the City pays $14.71 hnonth for the average 90 gal service. This includes $2.11 for recycling and $1.68 for yardwaste. The remaining $10.92 includes service of the container and collection of extra bags, appliances, large items, and furniture, or just about any non- hazardous item. placed at the curbside. Apartments and other multi-dwelling (4 or more rental units) dumpsters pay various rates according to size and collections/week, with the most used being a 1 yard dumpster with 1/week collection at $12.55/month (which includes appliances, large items, furniture) and $1.67/stop for recycling. We do not have a stop details on large items and furniture collection, but the contractor's general manger for our area confirms with his collectors that most of these items also come from duplexes (rental) and multi- dwelling properties for the same reasons as appliances. He does confirm however that most properties do utilize the yard waste collection service. Appliances: Also unlimited appliance collection was reduced to loon-charged/year in 2007, due to the overuse of the service by rental property owners and those appliances suspected of coming in from outside the caty lgmzts. It is estimated that single dwelling family properties do not turn over appliances as often as rental, and usually pay the extra fee to have the vendor (where the item was bought) install the new and dispose of the old appliance. In addition, it is believed multi-dwelling properties use the service more because they have 4 or more times as many appliances as a normal household. The majority of the paying residential utility account holders in this City are paying for a service they do not use and in effect are subsidizing rental and multi-dwelling property use for this service. Recycling: Recycling does help to reduce the cost of overall refuse because of towering the tonnage taken to the landfill and the fees associated/ton, and can be a revenue source for the hauler as they can sell the collected materials. The more recycling potential contractors can reference for our City, generally the potential price will be lower. The multi-dwelling properties contribute very little to recycling as most do not have room for a trash and a recycling dumpster. The City has benefited from the ability to provide for the highest level of service at the lowest cost, with a contractor that most residents seem to appreciate. Staff has received very few complaints concerning our current trash collection. The vast majorities of refuse complaints are nuisance and misuse related and caused by residents/property owners. Analysis/Conclusions: To establish a new contract for Refuse and Recycling services, staff is requesting direction on two options: a. Negotiate with Allied Waste b. Prepare an RFP far open market competitive bidding 1. Negotiate with Allied Waste: a. Maintain Service Levels: At a meeting level, staff has been informed that Allied believes it rate increases would be in the 15 - 20 percent increase range. b. Maintain Cost Levels: This would require an examination and change from inclusive services to fee based services for items described above in the current contract. After reviewing the costs of providing full service to all residential properties serviced by City contract, a change cauld be considered to same of the services under the full service contract to maintain rates. Specific items are detailed below: Remove Multi-dwelling (4 or more rental units) from contracted City service: a. There are only 3 level of services for over 5800 non multi-dwelling properties, but have over 19 different service levels for around 150 dumpster serviced properties. As you know the city does not have a FTE employee just for refuse/recycling and it is difficult to adjust far the various refuse issues these properties need. These properties cauld have more tailored service if they were allawed to acquire their own services. In addition, they do not provide much for recycling and the full load of refuse coming from those properties will most likely be figured into any future contract price. c. Most of the nuisance complaints concerning trash emanate from these type properties and the city will lose some revenue that is diverted to the CSO for enforcement, although this could be recovered with license fees and violation tickets. 2. Remove Appliance, large items, furniture, rubbish, and extra bags from the regular service charge: a. Regular single-family households do not use these services enough as described above to warrant any future increased rate associated with collection and disposal of these services. In effect, the majority of households are paying for the few t® use this service. b. Those properties that need to dispose of the item can haul to a collection site themselves or find a service provider for collection, as it is in most cities. It could be part of a service any future contractor may want to provide outside of the contract, but should not "lock" in residents and property owners into a City contract for this service. c. An option would be to provide a larger container or allow a limited amount of extra bags and rubbish, at established times, in a future contract. Attached is an informal survey that was conducted by Public Works Staff showing the level of services provided and how refuse service is provided for similar cities. Columbia Heights has enjoyed the highest level of service for several years, but indications are that new contract prices will increase to maintain these service levels. A consideration would be by eliminating some of the additional services we could minimize the increases. Attached is a rate comparison conducted by Allied Waste and one from Anoka County. Columbia Heights has enjoyed some the lowest rates for Refuse service. With indications are prices will increase in any future contracts for same levels of service, the City may want to consider eliminating some of the extra services to lower the expected rate increases. Allied Waste (current contractor) has notified Public Works of their desire to officially provide a proposal for extension/renewal of their contract with the City of Columbia Heights. 2. Prepare an RFP to solicit competitive bids: If the City desires to test the open market, a detailed RFP will need to be prepared and advertised to solicit bi~+d~Ls. The costs to change out all the containers COUNCIL ACTION: Defuse /Recycling Market Forces Information provided by Allied Waste March 27th, 2009 1) The average Diesel Fuel rates were $1.55 per gallon when we entered into the current agreement in January of 2005. Today, these rates are $2.29 per gallon (and were $4.70 per gallon as recently as Juiy 2008). The increase from $1.55 to $2.29 per gallon is 45%. 2) The U.S. Bureau of Labor and Statistic's Consumer Price Index for All Urban Users from January 2005 to January 2009 is up 20.44%. In other words, the CPI is up slightly aver 20%. 3) Our trash service rates over the contract period (2005-2009) were the following: Year 1, 2005: the price was lowered compared to previous year 2006: the price as held at the 2005 rate for the 2006 year, per contract 2007: the rate was increased only 1.5%, per contract 2008: the rate was increased only 1.5%, per contract 2009: the rate was increased only 1.5%, per contract 4) The Columbia Heights contract requires, per Anoka County's mandate, that the waste services provider (Allied Waste in this case} haul and dispose all of the trash at the Elk !?fiver Refuse Derived Fuel facility. The rate per ton for disposal at this site has increased from $38.75 per ton at the start of this contract to what looks like it will be $52.00 per ton in 2009. This $13.25 per ton increase, when multiplied by the average of 600 tons of trash material generated in the City each month, has a direct ADDITIONAL cost of $7,950.00 for Allied Waste each month. No waste services company is immune to this requirement and no company could continue to operate under this difficult and costly restriction. 5) The cost to purchase the trucks to service Columbia Heights has increased on an average of $12,000 per year during the life of this agreement. Many of these cost increases are due to things like the price of steel, significant new D.O.T. requirements for vehicles of this type, new on- board government safety requirements and enhancements, and the general increases in the cost of production of this equipment. The new government emissions requirements have also added significant costs to the production of these trucks. 6) The recycling materials markets have virtually collapsed over the last 6 months and have Leff collection and processing companies like Allied Waste with materials that are worth less than the cost of collecting them. Luckily Allied Waste has long-term, solid relationships with mills that allow us to continue to sell the products we collect, but we are doing so with little or no margin. Many smaller recycling companies have either gone out of business or stopped collecting certain (unprofitable) items at the curb, 7) The disposal of yardwaste material (grass and leaves) has become a real problem, The convenient disposal site in Blaine that had been previously used by most municipalities in Anoka County has closed, We are now forced to take this yardwaste material to another site that is further away and where disposal costs are more expensive, As you can see these are some real, quantifiable increases that directly affect the cost of providing services of this nature. It is important to note that these cost elements are "across the board" and do not specifically affect a particular waste services company, but the industry as a whole. We are providing this oufiline so that you can have a better understanding of some of the outside forces that have a direct impact on these services.
