Hansen BY: DATE: 2/25/09 llATE: Background The City Council accepted the feasibility report and ordered an Improvement Hearing for March 2"d at their meeting of January 12, 2009. Zone 4 includes University Avenue to Central Avenue, 48`" Avenue to 53rd Avenue. Staff held an Informational Meeting February 19, 2009 at City Hall from 6:00 P.M. to approximately 7:30 P.M. Copies of the Feasibility Reports were available to the public at this meeting. All other streets in Zone 4 not rehabilitated in 2009 are proposed for seal coating in future years. Analysis/Conclusions: Distributed at the January 12, 2009 regular City Council meeting was the Feasibility Report that details the scope of work and estimated costs for Street Rehabilitation in Zone 4. The report details the rehabilitation strategy for Full Reconstruction, Partial Reconstruction and Mill and Overlay. The report recommendations for Zone 4 are summarized below: Rehabilitation Strategies: Staff utilizes three methods in evaluating the condition of the street and then determining the appropriate treatment. The following is a listing of streets with the recommended treatment: FULL STREET RECONSTRUCTION 1. 5`" Street 49`" Avenue to 50`'' Avenue MILL AND OVERLAY 1. 7`" Street 2. 48`'' Avenue 3. 50`" Avenue 4. 51st Avenue 52nd Avenue to 53`d Avenue Jefferson Street to Monroe Street Jefferson Street to Monroe Street 6`" Street to 7`" Street Other rehabilitation strategies such as hot or cold-in-place recycling have been investigated. 'These recycling methods are best suited for work on roads without utility construction work or curb and gutter. The in-place recycling methods grind up the existing paving and base materials and leaves those materials in place as new base. A bituminous mat is paved over the ground up materials. Excavating within the street area to facilitate utility installation would disturb and possibly contaminate the new base. Also, with cold in-place recycling, the new bituminous mat raises the elevation of the roadway usually making it incompatible with the curb and gutter. Therefore, these strategies are not reco~mlmended by staff. Hansen BY: "hHE 2009 70NE 4 STREET REHABILITATION DATE: 2/25/09 DATE: PROGRAM ZONE 4 PUBLIC IMPROVEMENT HEARING Continued -Page 2 • Utilities Replacement: Utilities have been reviewed in Zone 4. Staff utilized in-line televising, history of water main breaks, leakage testing (independent testing), and previous engineering reports in determining utility replacements. A summary of the staff recommended improvements follows: • Sanitary Sewer: The lateral and trunk lines have all been cleaned and televised in "Lone 4 and the manholes have been inspected. Overall, the condition of the piping is acceptable with corrective repairs needed on sections of the pipe and manholes. • Storm Sewer: Work on catch basins and pipe within the construction area will be conducted where necessary. • Water Main: Water main replacement is recommended in Zone 4 on 5`'' Street to replace pipe installed during the 1920's. Staff has also conducted an age survey of water service lines in areas where the water main will be replaced. on 5`" Street and replacement of up to 17 sub- standard water service lines is anticipated. Approximately 5 potential lead service lines have also been identified on 5`" Street from 49"' to 48`'' Avenues and are recommended for exploratory and possible replacement with code compliant water service lines under this work. On both blocks, Staff recommends inoperable stop boxes be replaced and assessed to the benefiting properties for the actual construction cost. • Financing: Street Rehabilitation The estimated construction costs are as follows: 1. Full street reconstruction $ 179,400. 2. Mi11 and overlay $ 125,200: 3. Utilities $ Project funding is proposed as follows: o Assessments $ 196,500. o Infrastructure Fund (Construction} $ 108,200. o Infrastructure Fund (Engineering and Admin} $ 27,500. In lone 4, 50`x' Avenue and Monroe Street were improved as part of the street rehabilitation program in 2000. Several properties assessed for the work done in 2000 may have a street or avenue assessment. Recommended Motion: Move to waive the reading of Resolution No. 2009-30, there being ample copies available for the public. Attachments: Resolution Informational Meeting Agenda Assessment Rates Maps Public Improvement Hearing Notice COUNCIL ACTION: RESOLUTION 2009-30 BEING A RESOLUTION ORDERING IMPROVEMENT AND THE PREPARATION OF PLANS FOR ZONE 4 STREET REHABILITIATION CITY PROJECT 0902 WI-IEREAS, Resolution 2009-02 of the Columbia Heights City Council adopted the 12`h day of January, 2009, fixed a date for a Cow~cil hearing on the proposed improvement bounded by University Avenue on the west, 48`h Avenue on the south, Central Avenue on the east and 53`d Avenue on the north, AND WHF,RF,AS, ten days' mailed notice and two published notices of the hearing a week apart were given, and the hearing was held thereon the 2°`~ day of March, 2009, at which all persons desiring to be heard were given an opportunity to be heard thereon. WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defi•ayed by special assessments under Charter provisions. WATER SERVICE REPLACEMENT/REPAIR 1. 5`h Street, 48`h Avenue to 49`!' Avenue Work includes documenting the material type of water services and operability of stop boxes, required water service replacement/repair, spot replacement of curb and gutter with required concrete ar bituminous driveway and walkJstep replace!ent, sod restoration, miscelia!,eous construction items, and appurtenances. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report. Such improvement is hereby ordered as proposed in the Council Resolution adopted 12`!' day of January, 2009. These improvements shall also be known as Project 0902 and PIRs: 2009-Z4-02-001 for Full Street Reconstruction, 2009-Z4-44-001 for Mill and Overlay, and 2009-Z4-50-001 for Water Service Exploration. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The engineer shall prepare plans and speciCcations for the making of such improvement.
