at 7:00 p.m. on Monday, March 2, 2009 in the City Council Chamber, City Hall, 590 40`h Avenue NE,
Columbia Heights, MN.

Background
The City Council accepted the feasibility report and ordered an Improvement Hearing for March 2"d at their
meeting of January 12, 2009. The Seal Coat area is located between Central Avenue and Taylor Street from
45`x' Avenue to 47`" Avenue, Central Avenue to Stinson Boulevard from 49`h Avenue/Fairway Drive to North
Corporate Limit, Stinson Boulevard from 45`x' Avenue to Cul-de-sac, and Khyber Lane. In accordance with
the Street Rehabilitation Policy, Zone 3B streets that were rehabilitated in 1998 are being seal coated at the
City's cost. Streets included in the 2006 and 2007 Street Rehabilitation program will not be seal coated. "I~he
attached map displays the streets proposed for Seal Coat and the funding source.
Analysis/Conclusions:
Distributed at the January 12, 2009 regular City Council meeting was the Feasibility Report that details the
scope of work and estimated costs for the Seal Coat Program in Zone 1 C and 3B. Prior to seal coating,
concrete curb and gutter is repaired where feasible and the street surface is patched. Seal coat is an
application of emulsion by mechanical sprayers immediately followed by spreading a cover aggregate. The
road surface is finished by rolling with afire-based roller for proper aggregate penetration and distribution.
This year, staff is recommending FA-2 trap rock as the cover aggregate. The rock is the same as last year.

• Financing:
The Seal Coating project will be 100% assessed on a Street and Avenue parcel basis in Zone 1 C and
~B Commercial Area. Avenue assessments are'/j of the street rate extending ;~2 block in either
direction of the Avenue. The Seal Coating project will be 100% assessed on a Street parcel basis in
Zone 3B residential area, in accordance with the Zone 3 policy. This assumes that all parcels benefit
equally for the strategy in front of their property or abutting it, in the case of the Avenue. The
estimated unit cost. assessment is $288.00 per Street parcel and $96.00 per Avenue parcel.

BEING A RESOLUTION ORDERING IMPROVEMENT
AND PREPARATION OF PLANS FOR ZONE 1C AND 3B SEAL COATING
CITY PROJECT 0901
WHEREAS, pursuant to Resolution 2009-03, adopted by the City Council on January 12°i, 2009, fixed a date for a
Council hearing on the proposed improvements in the Zone 1 C area bounded by Central Avenue and "Taylor Street
from 4~`h Avenue to 47°i Avenue, Zone 3B area bounded by Central Avenue and Stinson Boulevard from 49°i
Avenue/Fairway Drive to North Corporate Limit, Stinson Boulevard from 45`x' Avenue to Cul-de-sac, and Khyber
Lane,
AND WHEREAS, ten days' mailed notice and two published notices of the hearing a week apart were given, and the
hearing was held thereon the 2`d day of March, 2009, at which all persons desiring to be heard were given an
opportunity to be heard thereon,
W FIEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by
special assessments under Charter provisions,

January, 2009.
4. These improvements shall also be known as Project No. 0901 and PIR: 2009-Z 1-0 ] -001 and
2009-Z3-O1-001.
5. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement.
The engineer shall prepare plans and specifications for the making of such improvement.

Notice is hereby given that the City Council of Columbia Heights has determined the following
Public Improvement Hearing be held on Monday, March 2, 2009 at 7:00 P.M. in the City

Said improvements are to be considered pursuant to Minnesota Statutes, Chapters 429, 444 and
469. The improvements are to be specially assessed on a unit, area, or frontage basis, or
combination thereof against abutting and non-abutting properties and tributary to said
improvements, or served by said improvements. "fhe parcels and areas, as specially described
herein, are subject to said special assessments unless otherwise noted.
The total estimated cost of the above listed improvements is $60,000. Persons desiring to be
heard with reference to the proposed improvements will be heard at said time and place of the
public hearing. Written or oral objections will be considered at the public hearing.
