Background
The City Council accepted the feasibility report and ordered an Improvement Hearing for March 2°~ at their
meeting of February 9, 2009. The Zone 4 project area is bounded by University Avenue on the west and
Central Avenue on the east, 48`" Avenue on the south and extends to 53rd Avenue at the North Corporate
Limit.
Analysis/Conclusions:
Distributed at the February 9, 2009 regular City Council meeting was the Feasibility Report that details the
scope of work and estimated costs for reconstruction of the alley located between Jackson Street and Central
Avenue from 49d' Avenue to 50`" Avenue. The report recommendations are summarized below:
Reconstruction:
The alley was originally constructed over 30 years ago. The current condition of the alley is poor, and
with the recent redevelopment of the businesses along this segment of Central Avenue it is expected
to increase the through trips, including heavier delivery and garbage trucks.
Utilities:
Water main replacement is proposed for the northerly 480' of the alley. This section has recorded 6
water main breaks. There have not been any breaks in the southerly end of the main. Staff is not
anticipating any water services will need to be replaced. This is based on the age of homes and
businesses (built after 1950). The type and size of water service is field verified during construction.
Any water service other than % " or lay°ger copper is replaced. Inoperable stop boxes will be
repaired/replaced.
No sanitary or storm sewer work is proposed with this project.
Screening:
By City code, commercial/retail property is required to provide screening when adjacent to residential
property. ~fhe existing screening is provided by a chain link fence with filler slats placed, in poor
condition. A new fence is proposed to replace the chain link fence and provide the required screening.

The commercial properties are responsible for 100% of the alley reconstruction.
The estimated construction costs are as follows:

~ Past Assessments:
There are no properties affected by this improvement that have had past assessments in the last 10
years.
Staff will take alternate bids for concrete alley construction for cost evaluation.
Recommended Motion: Move to waive the reading of Resolution No. 2009-28, there being ample copies
available for the public.

BEING A RESOLUTION ORDERING IMPROVEMENT AND
THE PREPARATION OF PLANS FOR ZONE 4 ALLEY RECONSTRUCTION
CITY PROJECT 0902
WHEREAS, Resolution 2009-25 of the Columbia Heights City Council adopted the 9°i day of February,
2009, fined a date 1'or a Council hearing on the proposed improvement bounded by University Avenue on
the west, 48`h Avenue on the south, Central Avenue on the east and 53`d Avenue on the north,
AND WHEREAS, ten days' mailed notice and two published notices of the hearing a week apart were
given, and the hearing was held thereon the 2°d day of March, 2009, at which all persons desiring to be
heard were given an opportunity to be heard thereon.
WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being
defrayed by special assessments under Charter provisions.
NOW TI-IEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA
HEIGHTS, MINNESOTA;
That the location and extent of such improvements is as follows:
FULL ALLEY RECONSTRUCTION
1. Jackson Street to Central Avenue from 49`h Avenue to 50`h Avenue
Work includes required utility reconstruction, required water service repair, new granular
subbase if needed, new aggregate base, new concrete curb and gutter with alley apron, new
bituminous or concrete surfacing, new fence, required bituminous parking lot restoration, sod
restoration, miscellaneous construction items, and appurtenances.
2. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility
report.
3. Such improvement is hereby ordered as proposed in the Council Resolution adopted 9`~' day of
February, 2009.
4. These improvements shall also be known as Project 0902 and PIR 2009-Z4-OS-001 for Full
Alley Reconstruction.
5. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement.
The engineer shall prepare plans and specifications for the making of such improvement.
Adopted by the Council this 2"d day of March, 2009.

Notice is hereby given that the City Council of Columbia Heights has determined the following Public

The proposed alley will be approximately 18' in width. Work includes required utility reconstruction, required
water service repair, new granular subbase if needed, new aggregate base, new concrete curb and gutter with
alley apron, new bituminous surfacing, new fence, required bituminous parking lot restoration, sod restoration,
miscellaneous construction items, and appurtenances in the following generally described area:
Jackson Street to Central Avenue, 49`h Avenue to 50`x' Avenue
Estimated Cost of Improvements (not including utilities): $ 123,000.
Estimated Assessments for above improvements: $ 123,000.
Estimated Assessment for each water service replacement/repair: $ 1,500.

Said improvements are to be considered pursuant to Minnesota Statutes, Chapters 429, 444 and 469. The
improvements are to be specially assessed on an area, or frontage basis, or combination thereof against abutting
and non-abutting properties and tributary to said improvements, or served by said improvements. The parcels
and areas, as specially described herein, are subject to said special assessments unless otherwise noted. "The
parcel numbers represent the tax parcel identification numbers. To find your tax parcel number, check your real
estate tax statement.
The total estimated cost of the above listed improvements is $129,000. Persons desiring to be heard with
reference to the proposed improvements will be heard at said time and place of the public hearing. Written or
oral objections will be considered at the public hearing.
