BOARD OF TRUSTEES
MINUTES
January 6, 2009
The meeting was called to order by Chair, Barbara Miller at 7:05 p.m. Members present were, Barbara Miller,
Catherine Vesley, Patricia Sowada, Nancy Hoium, and Lynette Thomson. Also present: Becky Loader, Stacey
Hendren and City Council Representative Bruce Kelzenberg.
The minutes of the December 2, 2008, Board meeting were approved as mailed.
The interim bill list dated 12/17/08 was reviewed. It was moved, seconded and passed that the bills be paid.
The interim bill list dated 12/31/08 was reviewed. It was moved, seconded and passed that the bills be paid.
The 2008 bill list dated 1/12/09 was reviewed. It was moved, seconded and passed that the bills be paid.
The 2008 accounting dated 1/6/09 was reviewed.
The 2009 bill list dated 1/12/09 was reviewed. It was moved, seconded and passed that the bills be paid.
The 2009 accounting dated 1/6/09 was reviewed.
Old Business:
It was agreed that Old Business 1 would be discussed as the final item.
2. Filling the Adult Services Librarian position has been put on hold by the City Manager.
A resignation has been received from one of the Pages, and the position will not be filled at this time.
3. The Honeywell contract negotiation has not been completed due to errors in the most recent draft. The

completed contract will be for one year of service, 2009, and is expected to be presented at the 2 City
Council meeting of the year.
4. Two contracts with Anoka County Library were distributed to the Board. Loader highlighted the changes
that have been proposed and approved by the Anoka County Library Board.
The first contract concerns the Provision of Library Services. Section 2BIII was noted with the written
clarification that there are no charges for delivery services. Section 3D contains written clarification of the
sharing of MELSA funds.
The second contract concerns the ILS. Major changes were made to page 3, part C, telecommunications,
and part E, where CHPL staff will participate in decision-making processes. The reworded Data Security
Clause was also noted.
All forms were signed by Library Board President Barbara Miller.
5. The application, including a survey and inventory, for the Gates Grant has been completed.

6. The 21 Century Grant application has been completed. This is a Federally funded community grant in
collaboration with School District 13.

7. The Foundation fundraiser on December 7, 2008 was successful. Donations covered the expense of the
Theatre, the film, and all silent auction items.
New Business:
1. The crossover statistics for November were reviewed.

2. The Board appreciated the thank you sent to the Friends of the Library for their assistance at the 80
Birthday Open House.
3. The MLA/MEMO Library Legislative Platform was discussed by the Board. Maintenance of Effort was
noted as an issue that will probably be revised in the coming year due to economic strains.
4. The Board discussed the two articles on School District 13.
Items from the Floor:
1. An article was presented to the Board discussing the increased usage of libraries in periods of economic
strain.
2. The Seasonal Plan for library staff was presented to the Board. Library staff use this tool to assist them
with planning projects that are not standard routine.
The Board discussed Old Business 1: Update on 2009 budget
Due to the recent notification of LGA cuts for 2008, each department in the City of Columbia Heights is
looking at ways they can make permanent cuts to cover the changes in the budget based on figures
compiled by the City Finance Department.
The Library Board discussed the ramifications of these cuts on the Library. Loader will be working with
the Board, the City Council, and the City Manager to find the best solutions for the Library.
The City Manager is giving presentations to all employees on how these budget cuts will affect the City.
There being no further business, the meeting was adjourned at 8:36 p.m.
