OLD BUSINESS
A. Channel Check
Peltier conducted the chamiel check. No problems were found.
B. Correspondence Log and Follow Up on Complaints
Staff had not received any new complaints. As a follow up on Dan Swee's complaint fioin the last
meeting, he reported that he never did receive the itemization of his bill. He paid whatever total they
billed him for and cazicelled his service.
C. Status of Franchise Renewal
Linda and Kathi Donnelly-Cohen have had preliminazy discussions regarding the franchise renewal
agreement. Prior to the next meeting they will meet again with Walt, Bruce Nawrocki azrd Legal
Comrsel to negotiate some of the remahiing details. Then the final proposal will be brought to the
Commission for their review so a recommendation can be made to the City Council.

B. Notice of Progranuning Changes
Notice was received regarding changes to the I-ID Channel line up starting in April. The additions
and new chaznel assignments were detailed in the notice. Swee asked what resolution constitutes
high definition for the purpose of cable progranuning. Kathi said she would get tlris information for
lrirn.
C. Notice of Extreme High Speed Internet Service
Comcast began offeruig residents and businesses one of the fastest broadband services available in
the US. 50 Mops downloads and 5 Mbps uploads will be offered at this time, with hopes of
increasing the speed even more over the next few yeazs. The new service will be offered at $149.95
per morrth for residential customers. Business customers can take advazrtage of the new lrigher speed
service for $199.95/month.
D. Notice of Price Adjustment Effective June 1, 2008
Beginning June 1, 2008 the cost of Basic Cable will increase by $.47 per month. However, the cost
of Basic 2 Cable will decrease by $.47. The result for the combined package will not change.
Pricing for all Digital Packages will remain the same. Those taking Basic I will be the only ones who
see an increase. Changes to the equipment and installation rates were also detailed in the notice.
Kathi reviewed the various changes to the equipment rates and noted that the price for converter
boxes went down. She explained how the FCC has limited Cities rights over recent years and how
rates are regulated uid justified by the requirement of the 1240 forms.
E. Addition of HD Programming Effective May 30, 2008
Effective May 30, 2008 HD prograrnnring will be adding ABC Family to channe1229, Disney HD to
channe123Q, and Science Charnel HD to charnel 211. They will be available with the Digital
Starter package.
F. Receipt of Annual Report
The Annual Report was enclosed in the agenda packets for review. There was some discussion
regarding the results of the customer survey. It was noted that the majority of the people who
responded still refer to the TV Supplement for a programming guide even though the Star Tribune no
longer has one. Kathi stated that the St Paul Pioneer Press does still have a TV Supplement with
their newspaper.
Linda reminded Kathi thaf fhe financials still have not been received, therefore she recorrunends
holding off on formally accepting the report witil the information is received.
G. Other New Bushress
A commission member asked about the future of the cable studio, Kathi said that issue is being
addressed as part of the renewal process and options will be considered during the negotiation
process of the final agreement. She stated that the present low use of the facility makes any
programming produced there not cost effective. There was further discussion regarding the access
channels and the progranuning schedules. While doing a channel check, it was noted that charnels
14 & 20 have message screens on them, which Kathi will check on, since those charnels are not
presently in use.

questions fi•om the members regarding outages and equipment problems. She also explained what the
terms on the reports meant. Kathi reminded members that the system problems are not due to age
because the system is constantly being upgraded and technological improvements are always taking
place.

Dear Mr. Cadieux:
Linda Magee from the City of Columbia Heights contacted me regarding your concerns.
She asked me to research the issue and correspond with you on the matter.
According to our records, you added HBO and the Sports Tier on February 8, 2006. I
have enclosed a copy of your monthly billing statement which breaks out the services
you are receiving -Standard/Prefferred, HDTV equipment, Sports Package, and HBO.
Recently you contacted our Customer Service department and advised us that you
were unaware that you had the Sports Tier. You asked that the service be removed
and that you be credited back to February 2006. The Customer Service agent advised
you that out of courtesy, we could credit you back 6 months but not to February 2006.
You did state at that time that you were aware that you were receiving Speedvision
which is on the Sports Tier.
I have enclosed a copy of the Comcast Agreement for Residential Services. You had
received the information in your installation packet in 1985 and have received in
accordance with the law, each year since that time. The notice explains your
responsibility to dispute and request a credit within 60 days of the date on the bill.
While our obligation is to stop the billing upon request, we have no obligation to credit
you for periods when you have been viewing the service. Out of courtesy, we have
offered to credit you for 6 months.
Based on the account notes, you have been in communication with us regarding other
aspects of your bill which would lead me understand that you are reading your billing
statement each month when it is received. I note that you had requested credit in
March of 2007 for a modem charge on bill since February 2006. In December of 2006,
credit was requested for Internet service which you reported as being down for 10
months but there is no indication that you advised us of a problem or requested a
service call during that time. Based on these communications, it would appear that you
where aware of all charges on the billing statement and could have requested the
cancellation of the Sports Tier previous to this.
I am sorry but we are unable to provide you with credit for a period of greater than 6
months. In the future, if you have a service issue, please contact us immediately so
that we are able to schedule a service call and resolve the matter.

Washington, DC -Cable operators that bring Internet service to 87 percent of homes in
the United States will take additional vohmatry measures to limit the distribution of child
pornography on the Internet under an ag~eement announced today among the National Cable &
"felecommunica[io ns Association (NCFA), the National Center for Missing and Exploited
Children (NCMEC), and the National Association of Attorneys General (NAAG).
Under the unprecedented industry-wide agreement, al l cable operators represented on
NCTA's Board of Directors have agreed to help reduc e the proliferation of child pornography by
signing aMemorandmn of Understanding (MOU)withNCMEC. This commitment represents
the largest number of broadband subscribers protect cd by the terms of the MOU as these
operators offer broadband Internet service to more than 112 million homes.
"Building on ourstrong commitment to online safety, the cable industry wants to help
combat child pornography and exploitation," said Kyle McSlan•ow, President & CEO, NCTA.
"By signing the NCMEC MOU, cable Internet service providers are reaffnming their strong
commitment to online safety and Interne[ literacy for all American families."
"We are deeply grateful for this indushy-wide attack on child pornography;' said Ernie
Allen, President & CEO, NCMEC. "II is not possible to arrest and prosecute every offender. We
nmst be creative and build new public-private par¢n erships to address this insidious problem
mm~e effectively. Today's announcement represents a bold step forward."
On behalf of NAAG and the 45 Attorneys General who have signed a letter in support of
the NCTA-NCMEC MOU,Ithode Island Attorney General and NAAG President Pah•ick C.
Lynch commended NCMEC and NCTA on the agreement.
"Although NCMEC has recently signed similar agreements with individual companies,
this agt~eemen[ is notable as the first such agreeme nt NCMEC has reached with an entire sector
of the nation's communications indushy," Lynch wrote. "The NCTA agreement with NCMEC
will limit the ability of predators to store and ex change images of exploitation of those who are,
by definition, among [he more vulnerable in society . We congratulate the cable indushy for
taking a strong stand in support of child safety."
Specifically, the cable companies have agreed [o us e NCMEC's list of active websites
identified as containing child pornography, to ensu re that no such site is hosted on servers owned
or controlled by those companies. The companies wil I also report these htstances to NCMEC's
CyberTipline and where appropriate revise their poI icics around other potential sources of child
pornography, such as, for example, newsgroups.
1'he agreement with NCMEC will provide cable broadband service providers with an
invaluable source of information to help them enfor cc their terms of service, all of which forbid
[he hosting of such illegal materials on their sere ers. The information provided by NCMEC to
cable service providers will also help [hem identif y instances of child pornography, facilitating
[heir reporting of such material to NCMEC as requir ed by federal law. This in turn enables
NCMEC to refer these cases to law enforcement for investigation and prosecution.
The cable operators [hat have agreed to execute the MOU within 30 days include:
Comcast Corporation; Cox Communications; Charter Communications; Cablevision Systems
Corporation; Bright I-louse Networks; Suddenlink Communications; Mediacom
Communications; Insight Communications; Bresnan Communications; Midcontinent
Communications; Broadsh•ipe; GCI; I-larron Communicat ions; US Cable Corporation;
BendBroadband; Eagle Conununications; and Sjoberg's, Inc. Time Warner Cable has already
signed the MOU.
NCTA's agreement with NCMEC is the latest mileston e in cable's efforts to ensure
online safety and promote Internet literacy for all families and Internet users. When NCTA
launched its PointSmartClickS afeonline safety initiative (www PointCmartCl ickSafe nrn) in
June 2007, cable ISl's pledged in a code of conduct to support law enforcement in its efforts [o

Comcast is pleased to share news of yet (urther enhancements to our high-speed
Internet services offered here in the Twin Cities Region. Once again, the region will lead
the nation with these improvements with other Comcast systems across the country to
follow.
On October 21, 2008, we doubled the download speeds of our most popular high-speed
Internet services -without raising prices. We also launched a new level of service
directed at higher end residential users with speeds of up to 22 Mbps download and up
to 5 Mbps upload.
Following up on the launch of our nation-leading 50 Mbps download by 5 Mbps upload
tier earlier this year, we are pleased to report that we are further enhandng this level of
service by doubling the upload speed from 5 Mbps l010 Mbps and redudng the price.
The dramatic improvement in speed is another indicator of our signifcant local

Comcast will introduce a brand new echelon of Internet speed tiers, which vdll redefine the
customer experience online and create a platform for Intemel innovation in the years ahead.
In fhe next few weeks, Comcasl's new services v~ill be available to millions of residential homes

I am writing to share some exciting news. On December 8, 2008, comcast is
making a number of changes to our product offerings in your community in order
to improve our customers' experience.
The way people watch TV, listen to music, or surf the Internet is evolving to a
digital world. In an effort to keep our customers ahead of that digital curve and to
provide them with the products and services they want, we are refining our
package offerings so our customers can enjoy the benefits of our products at the
most competitive price. These changes include both name changes for certain
package offerings and price changes for products. These are not promotional
offers.
Starting December 8, 2008, comcast will offer the HD Triple Play in your
community. These are new service bundles that include High-Definition set-top
box and High-Definition video service.
The following are the tiers and pricing for the new HD Triple Play bundles:
HD Starter:
The HD Starter Bundle will include the following services: Digital Starter video
service (80+ digital channels), On Demand, High-Definition set-top box and
service, comcast High-Speed Internet Performance Service with PowerBoost®
and comcast Digital Voice® with the Unlimited calling plan that includes
unlimited local and long-distance calls to the US, Canada, Puerto Rico and
certain other U.S. territories. The standard price for this bundle is $134.99 per
month.
HD Preferred:
The HD Preferred Bundle will include the following services: Digital Preferred

Digital Premier Name Change and Package Description
Digital Premier Service:
Effective December 8, 2008, the name of the Digital Premier package will change
to Total Premium. This name change will not impact the pricing or the channels
that are currently included. Effective December 8, 2008, Total Premium will no
longer be available for new subscriptions.
Digital Premier Package Description:
The only change between the old Digital Premier Package (now Total Premium)
and the new Digital Premier package is that we have exchanged The Movie
Channel with the Sports Entertainment Package. The new Digital Premier
Package includes D1, D2, HBO®, Starz®, Showtime®, Cinemax® and the
Sports Entertainment Package.

On or about March 1, 2008, Comcast filed with the City Federal Communications Commission (FCC)

As part of its ongoing rate proceeding, the City must hold a public hearing. The purpose of
the public hearing is to provide interested persons with an opportunity to express their views

maximum rate it could charge to subscribers in the City for basic cable service (hereinafter the
"2008 FCC Form 1240"); and
WHEREAS, the City held a public hearing to solicit the views of interested persons
concerning the 2008 FCC Form 1240; and
WHEREAS, the rate set forth herein will govern Comcast's basic service rate until
Comcast lawfully implements a further rate change pursuant to applicable FCC regulations.
NOW, THEREFORE, the following is resolved:
1. Comcast's maximum permitted rate for basic cable service, as calculated in the
2008 FCC Form 1240, is neither approved nor denied, but may: (i) function as a basic service
rate ceiling during the relevant rate period; and (ii) be utilized in future basic service rate filings,
to the extent permitted by and consistent with FCC rules and decisions.
2. Comcast shall not charge any rate higher than the maximum permitted rate set
forth in the 2008 FCC Form 1240, nor increase that rate, unless such rate is first filed with and
approved by the City, in accordance with applicable law and regulations, including but not
limited to the notice requirements imposed by 47 C,F.R. § 76.1603, or as otherwise expressly
permitted under applicable law and regulations.
3. Comcast may charge rates less than the lawful maximum permitted rate for basic
service, as long as such rates are applied in a uniform and nondiscriminatory way, pursuant to
applicable federal, state and local laws and regulations. The City, however, shall not be deemed
to have approved such rates.
4. This Order is based on the representations made by Comcast in its 2008 FCC
Form 1240. Should information come to the City's attention that these representations were
inaccurate in any material way, the City reserves the right to take appropriate action. This Order
is not to be construed as a finding that the City has accepted as correct any specific entry,
explanation, calculation or rate in the 2008 FCC Form 1240.
5. The City reserves all of its rights with respect to rate regulation, including (but not
limited to): (i) the right to request and review data, and documents concerning the 2008 FCC
Form 1240 in order to determine the impact, if any, such data and documents have on rates

Comcast is committed to offering the best value in home entertainment, providing a wide variety of
programming and an array of packages to accommodate customers' preferences. In today's challenging
economic environment, Comcast like many other companies is experiencing increased business and
operational costs. As a result, beginning January 1, 2009, we are adjusting our prices.
While we have been highly focused on controlling our costs for the benefit of our customers, price
adjustments are a necessity in view of the increased cost of doing business, including healthcare costs,
increases in the cost we pay for programming, and technology and service improvements. Even with
these pressures, our average customer will pay only 2.9 percent more next year, well under the rate of
inflation. In addition, for the sixth consecutive year there is no price increase for Comcast High Speed
Internet service for customers who have at least one other service, as the vast majority of our customers
already do, and Comcast Digital Voice.
Comcast spends about $6 billion a year on programming to give our customers the best content and the
most video choices. While we have been aggressive at controlling these costs, we expect to receive
continued increases in the cost to acquire programming, particularly for sports.
We're also continuing to increase the value of our services by making investments to offer our customers
the largest video on demand library, the most high-definition choices, a faster high-speed Internet service,
and the newest technologies for Comcast Digital Voice - a low-cost, feature-rich digital phone service.
We're also redoubling our efforts to improve the customer experience. We are investing in hiring and
training personnel and in new technology more than at any other time in our 45-year history. We have
hired over 15,000 customer service representatives and technicians in the past two years, rolled out
smart handheld devices and laptops to field technicians to improve on-time reliability, and developed new
customer care technologies to help improve trouble-shooting and repairs.
Enclosed please find a copy of the Notices we are sending to our customers, which will provide you with
further detailed information regarding the scheduled price adjustment.
Comcast continues to be one of the best values for consumers' entertainment dollars. An entire month of
Comcast cable television is about the same price as only one night at the movies for a family of four, and
a third of the cost for the same family to attend a professional football game, concert, or live stage show.

transmitting TV signals, known as analog, to digital. Analog television viewers still using a N antenna

all televisions connected to Comcast service.
Please note: effective January 1, 2009 we will no longer offer the Digital Preferred plus 1 Premium
Channel or Economy Triple Play packages. Customers at these levels of service will be moved to the

I am writing to inform you of changes to our high-speed Internet service.
Letters will be sent this week to Comcast High-Speed Internet Blast! (formerly
Performance Plus}-only customers informing them that, effective with their January
billing statement, the price for this up to 16 Mbps download service as a stand-alone
product will change from $67.95 to $69.95 per month, Customers of Performance Lite
(up to 4 Mbps download) service will receive a letter informing them that, effective with
their January billing statement, this product is being discontinued and that they will be
transitioned to our up to 12 Mbps Performance service. The single-product monthly
price will change from $57.95 to $59.95.
Customers who have our high-speed Internet and Comcast Digital Voice combination-
only will be notified through a bill message that the )ease of their EMTA digital voice
modem will change from $3.00 to $3.50 per month effective with their January billing
statement.

As you may be aware, Twin Cities Public Television recently announced changes
in its programming lineup. Effective February 17, 2009, Tpt Create, which we
carryon channel 241, will be discontinued. In addition, effective February 18,
2009, Tpt-17, carried on channel 17, will change to Tpt Life; the new
programming format will include a mix of lifestyle shows, how-to features and
encore presentations of PBS programming. Some programs formerly seen on
Tpt Create will also move to Tpt Life. Please note that these changes are being
made by Twin Cities Public Television, not comcast.
Also, we are pleased to inform you that beginning January 21, 2009, a new
subscription video on demand (SVOD) service called Disney Family Movies will
be available as an option on comcast On Demand Channel 1. The service will
include unlimited access to approximately 10-12 Disney movies per month as
well as additional Disney-related content for the monthly price of $5.99. A digital
receiver is required to receive On Demand programming.
Customers will receive a message on their monthly billing statement regarding
these changes.

Inaugural event. HBO will exclusively televise the "We Are One" Inaugural kick-off
concert, readings and invocation, live from the steps of the Lincoln Memorial, on
Sunday, January 18, from 6 to 8 pm Central time. By special arrangement with HBO, we
will make the coverage available to all Comcast customers with a digital receiver at no
additional charge.

Enjoy HBO's coverage of, "We Are One: The Obama Inaugural Celebration at the

Definition of Terms
The Outage Reports show trunk outages. To assist you in
understanding the report, listed below are the "causes" and what that
involves.
Active - an outage caused by a piece of equipment that is powered
by AC current.
Cable -actual cable line goes bad and causes a loss of signal.
Connector -equipment used at the inputs and outputs of devices
that can go bad by corrosion and also the expansion and the
contraction of the cable can cause signal disruption.
Damage - an outage caused by damage to the line caused by
storms. Cut may be by homeowner doing yard work, construction
company doing street work or an animal chew.
Fiber -any outage that is caused by a bad fiber connector or
damage to fiber caused by construction contractors.
Fuses -Fuses may blow in the mainline network (found in
amplifiers/nodes/power supplies) This are caused by power surges,
lighting strikes or a short introduced on the mainline network. The
fuses blow instead of ruining the active device on the line.
Headend -this relates to anything that is tracked back to the hub or
headend where a piece of equipment or connector has failed and
causes a reception problem to multiple customers.
Maintenance -this is scheduled maintenance work that is performed
within early morning maintenance window to reduce the impact to the
subscriber's ability to see the work being performed on the plant.
Passive -these are outages related to hard-line taps and splitters
throughout the network.
Power Supply -power supplies are placed in the hard-line network
to power ail of the active equipment within a node. Power supplies
do contain battery back-up and are replaced or repaired prior to the
battery expiring.
Return Path -these are outages related only to the return signal.
Usually centered on Internet, CDV, and video on demand services.
Self-Clears -these are outages that happen but disappear while
maintenance techs are working on but there is no definitive fix. The
problem may come back at a later time.

Comcast Cares Day -Nearly 1,400 Twin Cities Region employees and Mends and family members partidpated in
our nationwide annual day of volunteering on May 3. The combination of cool sunny weather, great dvic
partnerships, and the enthusiasm of our employees to help meet community needs made this the best Comcast
Cares Day yet. We want to thank the many mayors, dty coundl members and other elected representativ es who
greeted and thanked our employees. Thirty-one project site hosts also made employees feel welcomed. Dozens of
Comcest employees took on the task of organizing the event so that employees and their guests could paint, rake,
sweep, plant, assemble furniture, and sort and pad< food and dolhing at locations across the Twin Cities. Nationally,
over 50,000 Comcasters partidpated. Comcast Cares Day returns May 2, 2009. Blood Ddve Success-This
year's Comcest Cares Day activities inducted aregion-wide blood drive, with some 100 employees at our St. Paul
and Minnetonka offices donating blood through the Sl. Paul American Red Cross and Memorial Blood Centers.

local broadcast signals after the Feb. 17, 2009 Broadcast Digital TV Transition. We are committed to making the
transition as smooth as possible for our customers.

Internet service and boosted residential upload speeds at no additional cest. Our latest speed ina'ease is for our

June was a very busy and productive month for the facility. The pressure was on to
produce many programs in a very short time. Of course the main focus of the month was
the Jamboree Parade coverage. The week of the parade staff also had tluee other studio
shoots. Much thanks to CTV North Suburbs for providing the production buck as well as
some volunteers. Thanks also to the City staff for helping us produce so many programs.
July will allow staff to catch up a bit on other projects while working on regularly
scheduled productions.

TV One, Comcast Scholarship Presented -Robert G. Powell, a senior at Urban League Academy High School in
Minneapolis, has been named the local winner of TV One's "Live the Dream"essay contest. Implemented in
February for TV One's "Our History Month", the contest invited students to view the TV One documentary "MLK: A
Dream Deferred' and write an essay answering the question: "Are we living the Dream today?" Essays from
partidpafing students were evaluated by an independent panel based on the following criteria: relevance to the
"MLK: A Dream Deferred' spedal, originality/creativity, darily of expression and grammar. The top scoring entries
were then reviewed by a TV One committee forfnal selection. Comcast Edugtional Coordinator Delpha Harris
presented the $500 award to Powell at the Urban League Agdemy graduation ceremony on May 30.

COMMENTS
In July we finished the first program in our Cultural Diversity series. We are very proud
of this series and hope the City is satisf ed with the final product. Right now we are
hoping to have all five programs finished in time for the winter holidays.
The month gave us a chance to catch our breath after a busy June and store up shength for
what promises to be a very active late summer due to the elections.

Fighting Childhood Cancer-Comcast proudly sponsored the 6'"annual Time to Fly race against childhood cancer
held June 28 at Harriet Island in St. Paul. Thousands partidpated in running and walking events to support the
Children's Cancer Research Fund.
Southeast Operations Center Opens - On June 26, Comcast unveiled its new Technical Operations and
Warehouse fadlity in Woodbury. The fadlity will serve the Southeast metro area and brings more than 200 Feld
technidans and support staff together. Siale Senator Kathy Saltzman addressed fhe nearly 50 in attendance, and
Woodbury City Coundl Members Julie Ohs and Mary Giuliani-Stephens joined members of the Woodbury Chamber
of Commerce to cut the ribbon.
Regional Technical Training Center Opens -State Senator Linda Higgins spoke, and Minneapolis Mayor R.T.
Rybak cut the ribbon on July 10 to mark the opening of Comcast's new 23,000 square foot regional trairing center in
North Minneapolis. Some 800 current and new employees will receive more than 60,000 hours of technica I training
there annually. On-site are: a'Broadband House' (induding rooms, exterior walls, a crawl space, and attic) offering
realistic hands-on installation experience for all Comcast product lines: phone, high-speed Internet and video; a pole
farm for certifcafion of dimbing and aerial work; asurround-sound theatre for enhanced video installations; and
multiple computer work stations for advanced training on Comcast High-Speed Internet. Visitors enjoyed tours and a
demonstration of our new 50-Meg download by 5-Meg upload Extreme Speed Internet service which is avail able
across our service area today.
Programming and Service News -Comcast Twin Cities Region Customers will get their first look at the Big Ten
Network starting August 15, and enjoy more than 400 live Big Ten sports events in HD, induding football, men's and
women's basketball, soccer and more. Comcast Digital Voice wO recently announced four new attradively-pri ced
international calling plans for Western Europe, Asia, Latin America, and Mexico. And on June 26, Comcast
announced it had successfully completed a 100 Gigabit Ethernet (GE) technology test over its existing optigl
backbone infrastructure between Philadelphia and Md_ean, VA using the industrys frst 100GE router interface. We
are committed to supporting rapid growth of new applications and services.
Connectingthe U.S. Open -Our Business Services provided all Voice, Internet and video services for the 2008
U.S. Women's Open Golf Tournament held recently in Edina. This induded 250 phone lines, 225 Internet
connections and cable for 150 TVs. From the dub house to hospitality tents, Comcast was the communications
backbone for the event. A team effort ensured miles of spedally-constr uded fber & coax provided reliable service.

In late August we officially kicked off our election coverage by inviting city council
candidates into the studio to speak for five minutes. We work very hard on this
production, trying to make the experience as fun and stress-free as possible for both the
political veterans and newcomers. We enjoyed working with this group of candidates and
look forward to covering all the candidates for the general election.
Staff also produced a program in cooperation with the police department. This show was
a warm and informative interview with the City's departing police chief. We look
forwud to interviewing the new chief when he has settled into the job a bit.
Comcast Celebrations Continue- We told you last month about our support of Rondo Days, St. Louis Park
Parktacular, the Uptown Art Fair, St. Paul Parks and Recreation 'Movies in the Park', and many other area summer
festivals and spedal events. In July, we partidpated in the New Ulm Bavarian Biast Parade and covered it live. We
sponsored the Minneapolis Aquatennial Community Dinner for hundreds of queen candidates and visiting royalty and
supported the f rst annual VNid West Frontier Fest on the Mississippi. In August, our employees skated in the St.
Paul Inline Marathon benefiting Spedal Olympics Minnesota. Comcast sponsored the annual Irish Festival on
Harriet Island, and sponsored and volunteered at the Minneapolis Urban League Family Day and Festival of Fafhers
and Families in North Commons Park. We will be supporting New Prague Dozinky, Jordan Heimatfest and more in
September. Enjoy the summer!
Young Americans Encouraged to Vote-Comcast and Rock the Vote will partner to encourage young Americans,
ages 18-29, to register to vote. The announcement was made July 21 at a youth summit hosted by the
Congressional Hispanic Caucus Institute, Congressional Bladc Caucus Foundation, and the Asian Padfic American
Institute for Congressional Studies. The partnership will indude PSAs and Internet outreach through Comcast's
family of networks, inducting E!, VERSUS, The Golf Channel, TV One, FearNet, PBS Kids Sprout, and G4. Comcast
and Rodc the Vote will be registering young Americans online through these networks websites as well as at
Comcast.nel, OurTimetoVote. oom, the Comcast voter outreach resource, and Comcast Latino at Terra.com.
Rodc the Vote uses music, popular culture and new technologies to engage and indte young people to register and
vote in every election. Rodc the Vote will be onsi to at the Republican National Convention.
Agreement Protects Children -Comcast has entered into an agreement with the National CenterforMissing
and Exploited Children (NCMEC) to limit the availability of child pornography on the Internet. Under the
agreement, Comcast and other National Cable Television Assodation member cable companies will utilize NCMEC's
database of websites to identify those containing child pornography in order to ensure that no site mnlaining such
material is hosted on their servers. The agreement is supported by 45 state Attorneys General and the National
Assodalion of Attorneys General who have endorsed it as the best way to limit the storage and exchang a of images
exploiting children.

in Communication s thrives though the leadership and contributions of our employees. We organized and
partidpated in a very successful Mississippi River networking cruise on July 16.

In September we began production of a new monthly program that will cover the
construction of the city's public safety building. We have been granted special access to
the work site and incredible contact with the project's head of construction. The city is
excited about this new home for its fire and police departments and we are too.
This past month also saw the expected and sudden influx of election programming.
It seems we hardly have enough hours to air all the programs.

presented a check for $12,000 to the Minneapolis Urban League (MUL) to support its Early Intervention and
Foredosure Prevention program, a service for area homeowners. MUL Interim PresidenUCEO David Oguamanam
accepted the Comcast Foundation grant at a ceremony held at MUL's Glover-Sudduth Center in North Minneapolis.

In November staff completed the final show in the Diversity series. We are proud of
these programs and hope the City is satisfied with the body of work.
The facility ran two special programming events that generated quite a lot of positive
feedback from viewers. Over the course of the Veteran's Day holiday we aired all of our
"We Remember: World War II Veterans" programs and on Thanksgiving we aired the
entire Diversity series.
In December we will be taping a follow up of sorts to our "We Remember" programs.
On the occasion of one of our guests 10151 birthday we will bring him back into the studio
to be interviewed with another veteran we featured on the show.
Next month we will also tape the Heights Calendar holiday show as well as the final
Mayor's Report of the year.

Extreme 50/10 Debuts, Popular High-Speed Intemet Service Speeds Doubled o In April, Comcest launched the
fastest residential Internet service in the nation right here in the Twin Cities Region with the introduction of up to 50
Mbps download and up to 5 Mbps upload'wideband'service. In late October, Comcast announced the launch of
wideband in more markets, while also increasing the upload speed locally of our Extreme 50 service to up to 10
Mbps ^ and reducing its price. At the same time, upload speeds for our most popular Internet services were doubled
at no additional cost, with Performance moving to up to 12 Mbps download, and Performance Plus ri now called
Blastl o advandng to up to 16 Mbps download. Both services feature up to 2 Mbps uploads, which is double the
previous speed for Performance. In addition, a new tier called Ultra, at up to 22 Mbps download and up to 5 Mbps
upload, was introduced. Business Class customers are also benefiting from increased speeds. And with

What a busy month! The facility was busy shooting programs and dubbing outside
holiday programming for playback. Once again, many thanks to CTN Coon Rapids for
copies of their beautifully produced holiday concerts and to NWCT for copies of their
access users' holiday music productions. Special thanks also to access producer Scott
Jameson who gave us several wonderful holiday programs.
Also along the lines of holiday programming staff taped a Sister City Holiday tea at the
lovely new Columbia Heights Bed and Breakfast as well as an interview with an assistant
director from the SACA food shelf. He detailed the needs of the food shelf at the
holidays and beyond.
Another notable show was Louie Egey at 101... a celebration of two of the City's
treasw•ed residents and World War II veterans.

Students Stave the Gift of fgsic ^ Comcast and VH1 Save The Music Foundation celebrated the presentation of
$90,000 worth of new musical instruments to the Minneapolis Public Schools by holding a demonstration lesson and
check presentation for public offidals and the media at Nellie Stone Johnson Community School on December 9.
Attending were representatives from the offices of the Minneapolis Mayor and Minneapolis Public Schools
Superintendent, as well as Minneapolis City Counll Members Diane Hofstede and Don Samuels. Both Coundl
Members took up violins (forthe first time) alongside their elementary school student mentors for a delightful music
lesson and photo opportunity.
"Comcast is pleased to support music education in the Minneapolis Public Schools and to continue our ongoing
partnership with VH1 Save The Music Foundation in those efforts," said Bill Wright, Comcast Twin Cities Region
senior vice president. "We're proud to join with leachers, parents and staff who work hard every day to assure that
all students receive the best possible education, and chat music plays a vital role in that mission."
Since 2005, Comcast and VH1 Save The Music Foundation have provided $190,000 worth of new musical
instruments to help restore music programs in three Minneapolis Public Schools. The gift is part of 3 million dollars
in contributions the Foundation is making this year to restore instrumental music programs nationwide

benefit those served by Neighborhood House. Hundreds of toys and food items were collected, making the holidays
brighter for many Twin Cities families. Neighborhood House, founded in 1897 on Saint Paul's historic West Side,
has a long history of helping immigrants and low-income individuals integrate into solely, conned with community,
and achieve a better quality of life.

Love to tolled coats from Twin Cifies residents to help families served by the Salvation Army. Comcast promoted
the program with a public service announcement and celleded coats at our payment centers. Community members
and Comcast customers who dropped off coats received a pair of free tickets to the December 17 Cleveland
Cavaliers basketball game. Employees joined Kevin Love as he personally delivered coats to the Salvation Army's
Harbor Light Fadlity in downtown Minneapolis.
