This proposed work will be performed in accordance with the terms and conditions in the Braun Intertec General Conditions. This proposal is broken down into four sections. • Scope of Services • Cost Estimates • Qualifications • Generallnformation Scope of Services Braun Intertec proposes to perform an asbestos inspection of each room and area of the City Hall Building at the above referenced Site. The inspection will be conducted by our experienced and accredited asbestos building inspectors. The inspectors perform the following on-site services. • Observe and document suspect asbestos-containing materials (ACM) inaccessible areas. The following is recorded for each suspect material. - Condition, friability and visible surface contamination - Hazard rating is assigned with respect to release of asbestos fibers into the air - Estimate quantities for future response action cost projections • Collect samples of each suspect material. For example: floor coverings and adhesives, wall and ceiline plasters. suspended and acoustical ceiline tiles. sheetrock. thermal system insulation, textured ceiling material and fireproofing. Sample collection is done in the following manner. - Building materials are wetted to minimize potential release of asbestos fibers. - Materials are placed in containers, sealed and labeled for proper identification. Bulk samples of suspect ACM are submitted to the Braun Intertec microscopy laboratory for analysis via polarized light microscopy (PLM). City of Columbia Heights Proposal No. 81-08-04763 October 20, 2008 Page 2 Following completion of the fieldwork and laboratory analysis, we will submit a written report detailing the above information with the sample locations and analysis results. This report is typically submitted within two weeks from the date we finish the on-site inspection work. A survey of this nature requires our on-site representatives to be provided access to all rooms, closets, mechanical rooms, etc. Sampling of materials for asbestos content involves the collection of a small piece of that material. Some damage is inevitable. However, every effort will be made to limit cuts and holes to discreet locations. Our representative will not be responsible for repairing materials damaged during sampling. In any building the potential exists for ACM to be located inside walls, above ceilings, under floors, buried underground, and other inaccessible areas. This inspection will be limited to areas provided for access by the current owner and also limited to areas available for observation via non-destructive means. Therefore, Braun Intertec cannot be held responsible for the presence of ACM in any such inaccessible areas. All parties involved in future activities at the site should be made aware of this potential. If previously unidentified suspect ACM is exposed during their activities they should be sampled and analyzed for content prior to any disturbance. Estimated Costs Braun Intertec will provide the above scope of services on a cost plus basis for an estimated fee of $5,440. This fee is broken down in the attached Cost Estimate detail sheet. Unit prices for time and expenses are set costs. Other figures such as number of hours to perform the inspection, number of samples, report time, etc., are estimated figures. Consequently, our estimated costs may be higher or lower depending on the actual site conditions encountered. The total projected cost will not be exceeded without additional authorization. The terms and conditions under which these services will be provided are detailed in the attached General Conditions, which are part of this proposal. Payment is due upon receipt of invoice with interest added to unpaid balances after 30 days. Qualifications Braun Intertec provides a diverse and well-managed team for projects involving asbestos services. We communicate and work with you and your staff to develop a comprehensive approach for your asbestos project. Our industrial hygiene department has training and experience in the asbestos industry as consultants, project managers, and field and laboratory technicians. Our commitment is to provide high quality, personalized and professional services for your project. The Braun Intertec project managers and inspectors have received training in various asbestos- relatedareas. This training was provided by accredited courses such as: • AHERA* Inspector (asbestos building inspection); • AHERA Management Planner (asbestos operations and maintenance); • AHERA Project Designer (asbestos abatement design); and • AHERA Supervisor/Worker (asbestos abatement); • NIOSH 582 (air monitoring and analysis). * AHERA =Asbestos Hazard Emergency Response Act City of Columbia Heights Proposal No. BL-08-04763 October 20, 2008 Page 3 The Braun Intertec microscopy laboratory is accredited by AIHA (#55434-001) and NIST (NVLAP #101234). Our laboratory has developed and uses a comprehensive manual of standard operating procedures (SOP) for collecting and analyzing bulk samples. All procedures are according to NIOSH, OSHA, EPA and other agencies where applicable. All microscopists are active and successful participants in the following programs. Interlaboratory Comparison Testing (Round Robin) for PLM/PCM/TEM analysis. National Institute for Occupational Safety and Health (NIOSH)/American Industrial Hygiene Association's (AIHA) "Proficiency Analytical Testing" program for asbestos sample analysis. National Institute of Standards and Technology's (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) for "Asbestos Fiber Analysis" and "Evaluation of Asbestos by TEM Analysis." General Braun Intertec is capable of assisting you with appropriate response actions based on our inspection report. These include the following. • Designing an operations and maintenance program for asbestos. • Estimating asbestos abatement costs. • Designing and coordinating an abatement project design. • Performing on-site asbestos air monitoring/project management during asbestos abatement projects and recording contractor's compliance with federal, state and local regulations.
