at 8:00 p.m. on Monday, April 7, 2008 in the City Council Chamber, City Hall, 590 40t" Avenue NE,
Columbia Heights, MN.

Background
The City Council accepted the feasibility report and ordered an Improvement Hearing for April 7`~' at their meeting of February 25,
2008. The Seal Coat area is located bet,veen Reservoir Boulevard and Stinson Boulevard from 37°i Avenue to 45`x' Avenue and
Central Avenue to Stinson Boulevard from 45`x' Avenue to 49°' Avenue. In accordance with the Street Rehabilitation Policy, Zone
1 B, 2 and 3A sU•eets that were rehabilitated in 1997 and 1998 are being seal coated at the City's cost. Streets included in the 2006
and 2007 Street Rehabilitation program will not be seal coated. Due to the park reconstruction, Stinson Blvd south of 45`h Avenue
will not be seal coated. The attached map displays the streets proposed for Seal Coat and the finding source.
Analysis/Conclusions:
Distributed at the February 2S, 2008 regular City Council meeting was the Feasibility Report that details the scope of work and
estimated costs for the Seal Coat Program in Zone 1 B, 2 and 3A. Prior to seal coating, cona•ete curb and gutter is repaired where
feasible and the sheet surface is patched. Seal coat is an application of emulsion by mechanical sprayers immediately followed by
spreading a cover aggregate. The road surface is finished by rolling with afire-based roller for proper aggregate penetration and
distribution. This year, staff is recommending FA-2 trap rock as the cover aggregate. The rock is the same as last year.

Financing:
The Seal Coating project will be 100% assessed on a Street and Avenue parcel basis. Avenue assessments are `/, of the
street rate extending Y block in either direction of the Avenue. This assumes that all parcels benefit equally for the
strategy in front of their property or abutting it, in the case of the Avenue. The estimated unit cost assessment is $276.00
per Sheet parce( and $92.00 per Avenue pnrce(.

BEING A RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS
FOR ZONE 1 B, 2 AND 3A SEAL COATING -CITY PROJECT 0801
WHEREAS, pursuant to Resolution 2008-41, adopted by the City Council on February 25, 2008 fixed a date for a Council
hearing on the proposed improvements in the area bounded by Reservoir Boulevard to Stinson Boulevard from 37`x' Avenue to
45`x' Avenue and Central Avenue to Stinson Boulevard from 45`x' Avenue to 49`x' Avenue, and
WHEREAS, ten days' mailed notice and t`vo published notices of the hearing a week apart were given, and the hearing was
held thereon the 7`~' day of April, 2008, at which all persons desiring to be heard were given an opportunity to be heard
thereon.
WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special
assessments under Charter provisions,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF COLUMBIA HEIGHTS, MINNESOTA

The total estimated cost of the above listed improvements is $ 159,500. Persons desiring to be heard with reference
to the proposed improvements will be heard at said time and place of the public hearing. Written or oral objections
will be considered at the public hearing.
