Background
The City Council accepted the feasibility report and ordered an Improvement Hearing for April 7 at their meeting of February 25,
2008. The project is University Avenue Service Drive from 40`I' Avenue to 45°i Avenue. Staff held an Informational Meeting
March 19, 2008 at City Hall from 6:00 P.M. to approximately 7:30 P.M. Copies of the Feasibility Reports were available to the
public at this meeting.
Analysis/Conclusions:
Distributed at the February 25, 2008 regular City Council meeting was the Feasibility Report that details the scope of work and
estimated costs for Street Reconstruction of University Avenue Service Drive from 40`I' Avenue to 45'I' Avenue. The report
recommendations are sununarized below:
Rehabilitation Strategies:
Staff utilizes three methods in evaluating the condition of the street and then determining the appropriate treatment.
University Avenue Service Drive was scheduled to have a mill and overlay based on the evaluation and proposed
assessments are based on this rehabilitation strategy. The City was able to obtain Mn/DOT Municipal Cooperative
Agreement funds for the Service Drive based on safety improvements by eliminating the access at 40`h Avenue and
constructing a pedestrian path. The proposed construction includes a cul-de-sac just north of 40`I' Avenue, a null and
overlay from the cul-de-sac to approximately 400' to the north, and reconstruction from the end of the mill and overlay to
45`I' Avenue. In the reconstruction segment, the street is being shifted approximately 4' to the east to accommodate the
pedestrian path and new landscaping. The new landscaping will minimize the maintenance required by the City.
Utilities Replacement:
Utilities have been reviewed. Staff utilized in-line televising, history of water main breaks, leakage testing (independent
testing), and previous engineering reports in determining utility replacements. A summary of the staff recommended
improvements follows:
Sanitary Sewer: The lines have all been cleaned and televised and the manholes have been inspected. Overall,
the condition of the piping is acceptable with minor repairs needed on manholes.
Storm Sewer: Minor storm sewer extensions are recommended to accommodate the new roadway. Also, work
on catch basins and pipe within the construction area will be conducted where necessary.
Water Main: Water main replacement is not recommended. The gate valves and hydrants will be replaced.
Staff has also conducted an age survey of water service lines and no sub-standard water service lines are
anticipated.
Financing:
The estimated construction costs are as follows:
1. Street reconstruction $ 656,500.
2. Storm sewer $133,500.
3. Landscaping $125,400.

BEING A RESOLUTION ORDERING
IMPROVEMENT AND THE PREPARATION OF PLANS FOR
UNIVERSITY AVENUE SERVICE DRIVE STREET RECONSTRUCTION
CITY PROJECT NO. 0602
WHEREAS, Resolution 2008-40 of the Columbia Heights City Council adopted the 25°i day of February,
2008, fixed a date for a Council hearing on the proposed improvement University Avenue Service Drive
from 40`h Avenue to 45`I' Avenue, and
WHEREAS, ten days' mailed notice and two published notices of the hearing a week apart were given,
and the hearing was held thereon the 7`I' day of April, 2008, at which all persons desiring to be heard were
given an opportunity to be heard thereon.
WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being
defrayed by special assessments under Charter provisions.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF COLUMBIA HEIGHTS,
MINNESOTA:
l . That the location and extent of such improvements is as follows:
University Avenue Service Drive from 40°i Avenue to 45°' Avenue
Work includes required utility construction/repair, new granular subbase if needed, new
aggregate base, new concrete curb and gutter with driveway aprons, new bltununous
surfacing, required concrete or bituminous driveway and walk/step replacement, fencing,
landscaping, sod restoration, miscellaneous construction items, and appurtenances.
Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility
report.
Such improvement is hereby ordered as proposed in the Council Resolution adopted 25°i day
of February, 2008.
These improvements shall also be known as Project 0602 and PIR 2008-Z6-44-001.
The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement.
The engineer shall prepare plans and specifications for the making of such improvement.

Said improvements are to be considered pursuant to Minnesota Statutes, Chapters 429, 444 and 469. The improvements are to be
specially assessed on an area, or frontage basis, or combination thereof against abutting and non-abutting properties and tributary to
said improvements, or sewed by said improvements. The parcels and areas, as specially described herein, are subject to said special
assessments unless otherwise noted. The parcel numbers represent the tax parcel identification numbers. To find your tax parcel
number, check your real estate tax statement.
The total estimated cost of the above listed improvements is $ 915,500. Persons desiring to be heard with reference to the proposed
improvements will be heard at said time and place of the public hearing. Written or oral objections will be considered at the public
hearing.
