Motion by Bob Buboltz, second by Dennis Stroik, to approve the minutes from the meeting of March 20,
2003, fill ayes.
OLD BUSINESS
A. Channel Check
Everything was ok. Members noted they have noticed at home that the sound on Nickelodeon has
been distorted.
B. Correspondence Log and Follow Up on Complaints
Steven Boxmeyer-4624 Taylor St NE-He was upset he was charged for approximately $200 worth
of PPV. He claims he wasn't home and didn't order all the movies he was charged for. Kathi
Donnelly-Cohen responded to him in a letter that there are 7 steps to ordering and someone had
gone through the process. Comcast did credit his account and seta $0 credit limit on his account.
He will need to establish a PIN # to order any PPV events from here on.

NEW BUSINESS
A. Aimual Report
The Annual Report could not be accepted due to lack of a quorum. This will be done at the
next meeting.
B. Notice Regarding Upgrade of the Digital Music Programming
Effective April 15, 2003, Comcast upgraded the commercial-free digital music programming
that digital cable customers receive. DMX was replaced with Music Choice, the industry's
leading provider of commercial-free digital music.

C. Program Changes to Spanish Tier
Effective May 1, 2003, changes were made to the current optional Spanish tier. "Canales" will
be renamed "Cable Latino". Tlrree new channels will be added and two channels will no
longer be available. The price will not change from the current rate.
D. Notice Regarding Change of e-mail addresses for Internet Customers
The transition of AT & T Broadband Internet Customers e-mail addresses to Comcast began
Apri122, 2003. Customers were notified of the change and e-mail will be transferred to the
new addresses through December 2004.
E. FCC Fee Increase
Effective with the May billing cycle, the per-customer fee assessed by the FCC will increase
fi•om $.04 to $.OS per month. Customers will be notified of this change with their bill.
F. Franchise Fees for ls~ Quarter 2003 Received
A copy of the check for the 15` Quarter of Franchise Fees was enclosed in the agenda packets.
G. Election of Officers
Nominations for the 2003 Chairperson and the liaison positions of the Cormnission could not
beheld due to a lack of a quorum.
H. Annual Holiday Dinner
Dennis had requested this item be placed on the agenda to gauge interest in whether the
Commission members wanted to continue holding an annual Holiday Dinner Party. No action
was taken, but the members agreed to postpone the dinners as a cost saving measure or to do
with other commission in a citywide gathering, rather than holding one separately as has been
done the last few years.

REPORTS
A. Report of Conunissioners
Education-Ruth Dumr-The School District Communications Specialist-has had her position
cut. Dennis contacted school board members to voice his concern about the future of
Educational Access Programming. Linda Ernst is no longer involved in media production.
It seems Ms. Laurel Osterkamp who currently works with the TV Production class, will be
the only contact regarding this issue.

Description of Complaint: Telemarketer called and offered special package for $39.95/month which was
less than he was currently paving he would get everything he currently had plus more, this seemed like a
bargain and he agreed. Installer was scheduled for gam -11 am on Friday May 23. After thinking about
it he called Comcast and was then told there was no such promotion for $39 it was $45 plus tax and
there was no record of a scheduled installation .He feels he was lied to by the telemarketer /Comcast. At
the very least the promotion was deceptive. He is going to try the $45 package for 6 months, but is not
very happy with the telemarketer/Comcast.

Pam,
Just spoke with Don @ 11:00 am this morning. Sounds like a nice older gentleman protecting senior
citizens (in my opinion).
Got the full story -Has confused with the digital silver upgrades i.e. Silver for 3 months for 39.95 per mo.
vs the new Silver -HBO only upgrade for $45.00 for 6 months @45.00 per mo.
Anyway, at the time he thought the offers + the disconnection between us (a contractor) and an in-house
CSR individual was a scam.
I reassured him that at times there is a disconnection due to the suddenness of some promo offers:
example the new HBO offer on TV.
For his trouble, I offered him one at $45.00 credit (on month) on his next billing.
He was pleased with this resolution -and seems please with the new digital service.
Once credited, this matter should be resolved.

Dear Ms. Magee:
As we have shared with you previously, franchise fees itemized on customer's bills
reflect an amount covering not only five percent of cable service revenue, but also five
percent ofnon-subscriber related revenue (such as sales on home shopping channels,
advertising revenue, etc.) to the extent payment of franchise fees on such non-subscriber
revenue is required in our franchise. Because the calculations are necessarily estimates,
and there are revenue fluctuations, we periodically review our franchise fee itemizations
in order to avoid over or under collecting from our cable service customers. hi that
regard, we will adjust the franchise fee itemization amount beginning with bills dated
July 1, 2003 to reflect an appropriate amount based on a review of actual franchise fee
payments and collections for 2002.
In your community, customer's July statements will also contain the following message:
"Please note your franchise fee has been adjusted from 5.49% to 6.05% to reflect
payment amounts per government regulations."

I wish to propose the mal~ing of a video production that focuses on the
history of the city of Columbia Heights. Please find attached a summary of
estimated costs involved to produce a 60- to 90-minute broadcast-quality
production. It is this amount that I would seek in the form of a grant from the
Telecommunications Commission or other proper entity.
Two VHS copies of a short compilation video I have made are being left
with Linda Magee so that you may see some examples of my work. On these
tapes is a clip from a history video done for Roseville (not produced by Real Life
Video) and the RLV production of a short subject about the Heights Theatre
which played many times over a number of months on Columbia Heights channel
15. You may also watch my latest documentary, "The Missing Piece: Affordable
Health Care" on channel 15, Monday, June 30 at 6:00 p.m. and at other times
after that yet to be determined. This documentary represents 250 hou2s of pre-
and post-production, so I am estimating the city history video to take nearly
twice that much production time.
I have a video shoot each third Thursday of the month so I will not be able
to attend one of your meetings. I would like to arrange another time to discuss
this proposal. Thank you for your consideration.

RLV estimates the cost of production to azzzve at a fuushed master, at $18,445.00. How much
to spend for copies to sell to the public can be decided by the client at a later time.

COLUMBIA HEIGHTS/HILLTOP GRANT APPLICATION GUIDELINES
1. .INTRODUCTION
The Columbia Heights/Hilltop Cable Commission ("Commission") en-
courages the use of cable access channels (Public, Government,
Education, Library, and Religious) and cable facilities by our
citizens for community, information, and entertainment of our
citizens. Grants for funding production of programs for these
purposes have been budgeted. The following guidelines have been
established for individuals and organizations interested in obtaining
funding. Upon receiving a grant request, it will be reviewed and
voted on by the Commission. If passed, it will be forwarded to the
Columbia Heights City Council ("City Council") for final approval.
These guidelines explain the grant application process.
APPLICATION PROCEDURES AND DEADLINES
Grant applications are reviewed monthly. Applications are
available at the Columbia Heights City Hall, 590 40th Avenue
Northeast, Columbia Heights, MN, 55421 (612/782-2800). Applications
and required supporting material must be received by the City
Manager's Office, Columbia Heights City Hall, no later than the 10th
of the month, to ensure review at the month's Commission meeting.
The City Council of Columbia Heights is the final granting authority.
3. PROGRAM GRANTS CRITERIA
Funds are available for projects only, and should be used for
expenses such as tape, equipment needs, production material, and
incidentals (i.e., location and admittance fees and reasonable crew
expenses). The Commission is not an employer, and grant monies may
not be used for talent fees. The pxoject must be nonprofit and must
lead to the production of programming of reasonable quality which can
be shown on the access channels of the Columbia Heights/Hilltop area,
or for the benefit of an access channel. Each project must be
completed within the period specified at the time of the grant award.
NO ADVERTISING IS ALLOWED. Programs may be a single production or a
series. All proposals must contain a production time schedule and a
schedule for the release of funds. Project proposals must meet the
Commission criteria, as outlined in these grant application
guidelines.
4. SIZE OF GRANTS
The minimum individual grant is $50, with a maximum of $1,000
per grant. The minimum organizational grant is $500, with a maximum
of $5,000 per grant. Individuals who apply for more than one grant
during a calendar year may be awarded a maximum of three grants, not
to exceed a total of $3,000. Organizations who apply for more than
one grant during a calendar year may be awarded a maximum of two
grants, not to exceed a'total of $10,000. These limits may be
exceeded upon recommendation by the Commission. Award of the grants
are subject to final approval by the City Council. Rejected
proposals may be revised and re-submitted. Total grants to be
considered for approval will not exceed the total amount budgeted in
the City's Cable Budget for that purpose.
5. WHO_MAY APPLY
Any individual or any producer/applicant (on behalf of a
nonprofit organization) residing within the Columbia Heights/Hilltop
cable service territory may apply for funding. Nonprofit organ-
izations may be required to provide proof of nonprofit status. The
producer of the program must assume all legal responsibilities of a
producer. The Cities of Columbia Heights and Hilltop and the
Commission shall not be considered producers of any grant-supported
program. The City Council of Columbia Heights reserves the final
authority to reject a grant application if it determines in its sple
discretion that either the residency requirement or the
noncommercial/nonprofit requirement is not met by any applicant.
6. RESTRICTIONS
Applications for grants will not be accepted if any of the
following conditions exist:
i. An organization is a for profit organization.
2. Funds are requested for capital equipment, capital
improvement/construction, or general operations.
3. The final project is to be sold, rented, leased or
otherwise create a profit for the producer.
4. Any applicant has misused equipment or privileges of public
access.
5. Funds are requested to purchase an existing television
program or series for replay.
6. Funds are requested for projects that include solicitation
of funds, gifts, services, or any other commercial purpose.
7. Applicant is under 18 years old without parental or
guardian consent.
ENERAL CRITERIA FOR GRANT APPLICA~ON_REVIEW
1. Proposal meets community needs.
2. Demonstrated equipment competency.
3. Maintenance of balances topic-to-audience ratio, to
eliminate repetition of programming.
4. Proposal meets all grant application requirements, both
procedural and substantive.
8. COMMUNICATION WITH THE CABLE COMMISSION
Applicants must include all information about their project in
their grant application. Incomplete applications will not be
considered. The Commission and the City Council will base its
decisions on the submitted applications.

9. CzRANT REVIEW PROLE
The Commission will review each application to assure it meets
eligibility criteria. Copies will be distributed to Commission
members, who may prepare comments and questions prior to the Commis-
sion review. The Commission will discuss each application in light
of the review criteria and through majority vote determine its
recommendation for full funding, partial funding, or no funding.
After the determination is made and approved by the Commission, it
will be sent to the City Council for final action. Once final
determination is made, it will be communicated to the applicant by
the Columbia Heights/ Hilltop cable administrator.
10. GRANT PROCESS
Grants will be distributed according to the budget timeline
submitted with the grant application and approved by the City
Council. The progress of the project will be reviewed prior to
successive payments. The Commission mdy at any• time cancel
additional grant payments. City staff shall prepare a review of each
project and present it to the Commission before additional progress
payments are made. The Commission reserves the right to recover any
grant monies awarded if the Commission determines in its sole
discretion that funds have been misappropriated or i£ the producer
fails to produce the program.
11. APPEAL PROCESS
Applicants who dispute the final decision of the City Council
may appeal to the City Council of Columbia Heights. The applicant
must submit, in writing, the reasons for the appeal within two weeks
from the date of the official notification of a grant decision. The
letter should include additional materials relevant to the appeal and
should be sent to the City Manager's Office, City of Columbia
Heights. The appeal will be placed on the agenda of the City Council
next regularly scheduled meeting. The City Council will determine
the appeal.
12. FINAL REPORT
Upon submission of a final program, the applicant must provide
the Commission with a final report that includes:
1. Description of the project, including target audiences,
length of production, future uses, etc.
2. Detailed accounting of expenditures of funds, including
original receipts (including petty cash), purchase orders,
and other forms as necessary.
3. Staff credits (producer, director, crew).
4. Each program shall include a character generated credit
stating "This program was funded in part by a grant from
the Cities of Columbia Heights and Hilltop, Minnesota."

One copy of the final grant-produced program must be submitted
with the final report. Excess materials or supplies purchased with
grant monies {i.e., unused tapes) will become the property of the
Commission. If any monies are subsequently received in excess of the
program budget from any source, the producer must first apply those
monies toward the repayment of the grant.
The Columbia Heights~Hilltop Cable Commission and its member Cities
do not discriminate on the basis of sex, race, creed, religion or
nationality.

To better serve you, Comcast has created a special number for you to call for city channel
problems. Prior to June 2, 2003, we had an answering service for this need. The service would
take information about the problem and have a technician dispatched to your site. While this
procedure worked much better than routing your calls through Customer Service, it did not
provide the in-depth assistance we were striving for. That number, 651-290-6777 will remain
operational until the end of June. Callers to that number during June will be advised that they
should contact a new number the next time they call.
Effective June 2, we have a special line set up where the phone will be answered "Comcast".
The phone will be answered by Comcast employees, 24 X 7. As technical employees, they will
be able to do some trouble-shooting, very possibly eliminating the need to dispatch a truck to
resolve the problem. We know that when you are contacting us just minutes before a live city
council meeting for example, that timing is of the essence.
In addition, any requests for connection of additional city buildings, re-routing of cable inside
buildings or requests for additional cable outlets should be sent directly to me. I will complete a
construction request/estimate form and work with the construction department. I can be reached

As part of our ongoing commitment to keep you informed about important business
developments, I am writing to tell you about a change in Comcast Digital Cable packages.
Effective mid-May, Comcast will begin selling new packages to new Comcast customers or to
existing customers who upgrade to Comcast Digital Cable. Current Comcast Digital Cable
customers who change their level of programming in any way will also choose from among these
new packages. These new packages are much more consistent with Comcast Digital Cable
packages and pricing in other Comcast systems. Enclosed is a copy of the channel lineup that
reflects these new packages.
All the new Comcast Digital Cable packages continue to include one digital set-top, remote,
interactive program guide, pay-per-view channels, and commercial free Music Choice digital
audio channels.
As a convenience to current Comcast Digital Cable customers, we will "grandfather" their existing
packages. Ultimately, we plan to transition all Comcast Digital Cable customers in your
community to a common channel lineup and packaging. For now, however, current Comcast
Digital Cable customers can retain the programming in their current package, at the current price
- provided they maintain that package and are not disconnected for non-payment. Again,
customers who ~ti~ish to charge their Comcast digital Cable package or who are disconnected for
non-payment and are restarting service will choose from the new packages.
We recognize that you may receive some questions initially because "grandfathered" customers
may receive some programming in a grandfathered package that is not part of a new package.
You may also notice that TNN has changed their name to Spike TV. Please direct customers
with questions to contact a Comcast Customer Account Executive at 651-222-3333. And as

CLASSES
• No classes were scheduled for the mouth of May.
Notes:
• New channel bulletin board computer and software were installed. Installation
of additional playback software has yet to be completed.
• Two additional decks were also installed. One f'or playback and a DVC Pro
deck in the studio control room. An additional playback deck has yet to be
installed.
• Unfortunately Cable Camp for June was cancelled because incorrect dates were
printed in the flyer.
• Twa mare Thunder soccer games are scheduled in the month of June.
• June means Jamboree Days in Columbia Heights. We will provide mobile van
coverage of the parade courtesy of CTV North Suburbs.
• Also in June the city will have visitors from their sister city in Polmtd, including
the Mayor. Several events mark their visit and staff will attempt to cover some
of them.
