OLD BUSINESS
A. Channel Check
The scrolling TV Guide was jittery on Channels 16 & 18. Kathi stated that a time base corrector is
needed and will see that it is done.
B. Correspondence Log and Follow Up on Complaints
Kathi Donnelly-Cohen reviewed the history of the following complaint received from Mr.
Cleasby. He was very upset that Comcast was not broadcasting the Twins Games. He has
contacted everyone he can to voice his displeasure. This is no longer an issue as the games are
now being broadcast on Fox.
Kathi also responded to another complaint received regarding the need to change out the old style
converter boxes. Letters were sent to those still using these old boxes. One of the recipients was
confused about whether she had to also subscribe to digital service if the box is changed out. And
no costs were included in the letter. Kathi will see that she is contacted and everything explained
to her.

NEW BUSINESS
A. Addition ofNBA TV Service
Beginning April 1, 2004, Comcast added NBA TV to its digital line up. It will be included as
part of the Digital Extra package and subscriUers will be notified with their monthly
statements. In addition, by yeaz end, Comcast will provide customers with access to NBA '
video-on-demand programming as part of its On Demand service. This will include highlight
packages as well as popular programs such as NBA Inside Stuff.
B. Franchise Renewal
Enclosed in the agenda packets was a copy of the Resolution concerning the commencement of
formal renewal proceedings under the Federal Cable Communications Policy Act of 1984, as
amended. Our franchise is scheduled to expire on November 9, 2006 and we received a letter
dated February 3, 2004, fiom Comcast preserving their right to invoke the formal renewal
procedure as required.
This Resolution, once passed by City Council, will start the process of negotiating The
franchise renewal. It is hoped that this process can be accomplished through an informal
negotiation process. There was a difference of opinion between Kathi Donnelly-Cohen and
our legal counsel, Steve Guzzetta about whether this Resolution would constitute the
begirming of a "Formal Process" and thus, initiate certain timelines and steps that would need
to be met.
Guzzetta said this Resolution was just the City's response to begin the process and to preserve
the City's rights to a formal renewal procedure, if need be. He said there are no time lines for
the informal process, and it basically is a time to negotiate an agreement. If it is decided to
pursue an agreement through the "formal process", hearings would be held, and a request for a
proposal would be made. Regardless, whether we go through the informal process or formal
process, community needs and interest would be ascertained, along with assessing compliance
of the current franchise. Bruce Nawrocki asked that some clarification be given to the Council
members at the time this is taken to the Council for a vote. He wants it clear to both parties
whether this is invoking the "Formal Process" or just a response saying we are commencing
renewal and are open to pursuing a franchise through informal negotiations.

C. FCC Fee Increase
Enclosed in the agenda packets was official notice that the per-customer fee assessed by the
FCC will increase fi•om $.OS to $.06 par month and as directed by the FCC, customers will
receive a.bill message 30 days prior to that change.

D. Annual Report
Enclosed in the agenda packets was the 2003 Annual Report along with the Independent
Auditor's Report regarding the schedule of gross receipts.
Linda stated she also had a copy of the Comcast Corporation's Annual Report if anyone
wished to review it.

E. Pricing Adjustments effective June 2004
Off cial notice was received regarding price adjustments effective June 2004 for those
subscribers of Basic 1 only who have converter boxes. The price of this service level and
equipment will decrease from $2.00 to $1.30 effective with the June billing.
F. Franchise Fees for 1 s` Quarter 2004
Franchise Fees in the amount of $33,742.86 were received April 20, 2004, for the first quarter.
G. CableCare/Cable Guard
Starting in May a limited number of customers will be notifced that the price of their old
CableCare service will no longer be grandfathered in at $1.95 and will increase to $2.95.
H. MALTA Newsletter
A copy of the MALTA Newsletter was enclosed in the agenda packets for the members to
review. Members reported they do receive this either by mail'or e-mail so there is no need to
include in future packets.
Ocher New Business
Bruce Nawrocki reported on the MALTA Luncheon he attended May 20`h. He informed the
members that the Clean Up Bill (Chapter 238) was passed which will clean up the old
language and create a chapter that will be more pertinent for future technology. Bruce had a
copy of the bill if anyone wants to review it.
Steve Guzzetta also informed the members that there was some discussion regarding Voice
Over the Internet Protocol and how telephone service over cable service could be affected. If it
is considered an information service and not a telecommunication service, is will not be
regulated. And there are some drawbacks to this type of service, 911 loses the ability to trace
emergency ca[Is. It also could result in a loss of revenue. The capabilities of security and
wiretapping may be prohibited: And Universal Service for no fees would be injeopardy.

Just wondering if you can help me with a couple of cable TV questicns.
This weekend I was having a little trouble with my cable TV. The TV
guide portion of the service was out so there was noway for me to tell
what was showing. Also picture quality was erratic. I called Columbia
Heights local cable company is Comcast, and was told they were "having
trouble" with their signal. They said it would be fixed in a "day or
two". I was also told they do not provide an alternative schedule for
customers.
This got me wondering about a couple of things
Should viewers get credit when the cable company has problems providing
the full service these customers have subscribed to? If so, how do we
follow up and make sure they are crediting our accounts.
Can Columbia Heights have Comcast provide the local TV schedule online
customers9

Effective with bills that cycle in September, the FCC fee on customer's October bills will
be reduced to $.OS from the current $.06, The fee will remain at $.OS for two months and
then in December the fee will return to $.06. Notice of these changes will be included on
customer's bills in September and November respectively.
As a reminder, this fee is imposed upon cable operators to suppol•t the functions of the
Federal Communications Commission (FCC).

comcast is pleased to announce some exciting new changes to the service of Digital
subscribers. In late September, two new channels will be added to Digital Plus Service -
NICKTOO and MTV JAMS. The Monthly service price of Digital Plus will not change.
FLIX, formerly a premium service, is moving to the Digital Classic tier, which means all
Digital cable package customers will be able to enjoy favorite movies from the 70's, 80's
and the 90's, commercial free. We will also be realigning the Digital packages as noted
in the attached letter. We will also introduce a Digital Sports Tier in October.
The letter will also announce to our digital package customers, ON DEMAND, the video
on demand product we have been talking about. There will be tlu•ee different types of
services that digital package customers will have the ability to watch - on their time
schedule. First will be the free librac•y of hundreds of hours from networks such as A&E,
Comedy Central, History Channel, The Golf Channel, HGTV, DIY, Fine Living, Food
Network and more. Just go to the menu and pick a program and it will be ready to watch.
You can pause the programming, rewind, or fast-forward at any point. The program is
there For 24 hours from the time you start watching. The second type will he premium
channel selections. If you subscribe to HBO for example, you will be able to watch
movies or series such as the Sopranos, at no extra charge. The third type will be ON
DEMAND movies. Just like pay-per-view, you can order new releases for $3.99 per
movie or you will be able to select from a library of titles for $2.99 each.
Digital package customers will receive the attached letter and a new channel line-up card
30 days in advance of these changes.

NI+'L NETWORK, NICK TOO and MTV JAMS coming to Digital Phts Service
Great news football fans! The NFL Network is the first channel fully dedicated to the NFL and
the sport of professional football From the latest inside information to classic football manents,
comcast Digital Cable customers will be able to experience the NFL in a whole new way, on
channel 180.
Nick Too is a children's channel that allows kids to watch their favorite shows at various times
during the day and MTV Jams is home to Hip Hop, today's R&B, and everything urban. These
new services can be viewed on channels 132 and 142 respectively, The monthly service price of
Digital Plus will remain unchanged.
I+LIX moves to Digital Classic Tier
Good news for movie fans! Flix is moving to the Digital Classic tier, meaning all digital cable
package customers wiQ enjoy their favorite films from the 70's, 80's and 90's, uninterrupted and
commercial free. FLIX celebrates the movies, actors, and directors who made a lasting impact on
Hollywood. FLIX will be moved to channel 170.

COMMENTS
• Staff shot two Witamy Heights episodes in one day in September. They will both
begin airing in October and help promote a "Wheelchairs for Peace" fundraiser
coining up later in the month. Both shows featnre extensive interviews as well
as roll-in footage.
• In September staff also produced an interview with Pam Potter Nelson, local
author, edncator and iuspirationai speaker. The teen-oriented program was not
only entertaining and informational but also helped to promote Pam's late
October appearance at the Columbia Heights Library.
• In October staff will do a studio shoot produced by the Mayor featuring an
interview with one of the city's long time residents.
• Another city development update studio shoot is also planued and should begin
airing mid month.

COMMENTS
• August was a busy month. One week alone was devoted to preparing, shooting
and editing au election show that gave each city candidate (seven in a11) five
minutes to present themselves to the voters in Columbia Heights.
• Staff continues to make an effort to bring variety to the viewers of Channel 15.
Programming highlights included showcase games from the USA Cup soccer
tournament and a performance in the park featuring a production of
Shakespeare's "Measure for Measure".
• In September staff is scheduled to shoot two Witamy Heights programs. One of
them will feature a world famous pianist of Polish origin who specializes in
performing Chopin.
• Also planned for September is a show about the fire department's new ladder
truck.

worked very hard and produced a thoughtful, fun and interesting
show,
Next month will bring preparation for city election coverage. Plans are to
produce a candidates forum before the primary and again before the
