The meeting was called to order at 7:00 p.m. by Dennis Stroik, Chairperson.

OLD BUSINESS
A. Chancel Check
Everything checked out fine. There were obvious sound variations from chamrel to channel, even
though we are told it is within an acceptable range.
B. Correspondence Log and Follow Up on Complaints
Ms. Dolores Strand of 1145 Polk Place had a problem with an error on her billing. It took a couple
of months to get this resolved. She claimed Comcast did not get back to her as promised.
However, Kathi stated they have documentation that they did have conversations with her. She
did not want to go into detail as customers are entitled to privacy and Dolores is a well known
resident to people on the coimuission. Copies of the correspondence regarding this issue were
enclosed in the agenda packets. Ms. Strand changed her level of service, received the credits
promised her and she is now satisfied.
B. Other Old Business
There was a discussion again about the need to switch between the cable antenna and UI-IF to get
chamiels 23, 29, and 41 when hooked up to Universal Service. ICathi stated Scott Melter said this
wasn't a problem, but she will have Scott contact Dan Swee directly so they can discuss this.
NEW BUSINESS
C. Franchise Fee for 3rd Quarter 2005
We received the 3`~ Quarter franchise fee payment and a copy was enclosed in the agenda
packets.

D. Changes to Chamrel Line Up
Some changes were made Co the Channel Line Up to add a nurnUer of chamrels effective
September 30, 2005. As more programming becomes available in high definition or Video on
Demand, changes and additions will continue to occur. Chair Stroilc connnened that there are
sti115 unused charurels in the Standard Basic Line up. He questioned whether this is allowed
under the current Franchise Agreement.
Nawrocki commented about the wording in the notices the City has received saying that
"enhancements for the benefits of customers" is misleading. He said it doesn't benefit as many
as they thir>Ic as these "enhancements" are primarily for those who subscribe to I-IDTV/Digital
services that cost a great deal more, and therefore, most people don't have.
C. Agreement Reached for HD Progr•anuning with Hubbard Broadcasting
KSTP will now be carried on Channe1231 for subscribers with HDTV service. This is the
local ABC affiliate and carries a number of popular programs in HD including "Lost" and
"Monday Night Football".
E. Notice of Billing System
A notice was received that Comcast will be changing their billing format to prepare for the
eventual goal of combining all subscribed services onto one bill. A copy was enclosed for
informational purposes.
F. Notice of 2006 Rate Adjustments
Notice was received in November 2005 of the price adjustments that became effective in January
2006. Basic rates went down slightly, however Basic 2 and the Standard Package that includes
both Basic 1 and 2, went up. Guzzetta explained that we are only able to regulate the Basic 1
charges. We have no ability to regulate the Basic 2 charges or the Standard Package charges.
Council member Nawrocki stated that the 10.3% increase in 2005 and the 8.1% increase in 2006
for the Standard Package are excessive and feels the Cable Company is charging whatever they
want as tYrere is not enough competition to keep prices reasonable. He connnented about Cable
Companies being able to offer phone service, but found it unfair that phone companies cannot
offer cable services. FIe feels this keeps the competition down and is not in the consumer's best
interest.
Nawrocki questioned how many people in Columbia Heights subscribe to just Basic 1 compared to
those that have the Standard Package. Kathi answered his questions, but since this is trade secret
information, the cumbers are not included in the record.
G. Notice of the Public Hearhng to be Held in February regarding Cable Rates
The City Com~cil established a Public Hearing date of February 13, 2006 for input on the charges
for basic programmming, equipment rates, and installation charges calculated in its March 2005 rate
filing that took effect June 1, 2005. It was explained that acother• rate increase was received as
noted above effective Jamrary 1, 2006. Guzzetta explained that the City decided not to do a
detailed review of the forms filed in March 2005, however the City has 12 months in which to act
oc the Pilings. Guzzetta reviewed the options open to the City. Staf£ has recommended adopting
the rate order for Forms 1205 and 1240, neither approving or denying them, but reserves the right
to act on them at a later date if necessary.

Motion by Brad Peterso~x, Seconded by Dan S'wee to recommend the City Council adopt the Rate
Orders 1205 and IZdO as fled in March 2005 reserving our right to act on them at a later date if
necessary. All ayes. MOTIONPASSED.
H, Review of Resolutions for Basic Programming Rates and Equipment and Installation Rates
Copies of the Draft Resolutions were enclosed in the packets that the City Council will consider at
the Public Hearing on February 13, 2006 regarding these two issues. One Resolution is approving
the Basic Prrogrunming Rates charged as filed in FCC Form 1240, and the other is approving the
Rates for Equipment and Installation as filed in FCC Fonn 1205. These were included for
informational purposes only.
Other New Business
Stroik asked whether the new "Buy Tlrrough Provision" is available, whereby you eau subscribe
to premium channels by adding them to Basic 1 service without subscribing to a larger package.
Kathi stated that it is available and that you would need the Basic 1 service which costs
approximately $10/month, $4.OOhnonth for the converter box, and $16.99hnonth for each
premium service you choose.

Reuben stated that be still feels the Commission is being under-utilized by City Staff.

B. Report of Comcast-
The reports for Aug-Dec. 2005 were reviewed. Copies of the monthly newsletters were
also enclosed in the packets for review. Katlri arrswered questions regarding the stats
provided in the reports.
She also said that Sprirrt/Nextel are joilung witb Comcast to provide a new service which
would allow you to program your DVR from your cell phone and eventually be able to
view things on your cell phone.

Re: Launch of Family Tier
Dear Ms. Magee:
Comcast is pleased to announce the introduction and availability of a Family Tier on
Match 31, 2006. While many options currently exist that enable parents to exercise
control over ptogtamming viewed by their children, Comcast has cleated the Family Tier
to further assist parents.
Comeast's development of the Family Tier is consistent with our ongoing commitment to
provide family-friendly programming. This commitment includes: providing flexible
parental controls that enable parents to block ptogramming by catt[tel, t•ating, title and
more; creating the PBS Kids Sprout network; utilizing larger and mote frequent on-
screen ratings icons; and participating in the cable industry's media literacy campaign.
The Family Tier is a "whole house" solution. Parents who choose this set•vice will be
able to limit their children's access to only the programming currently available on Basic
service, and the 16 channels of family-oriented programming available on the new
Family Tier. The additional chatmels include:
CNN Headline News National Geographic
C-SPAN Nickelodeon
C-SPAN2 Nick Games & Sports
Disney Science
DIY Sprout
Discovery Kids TBN
Food Toon Disney
HGTV The Weather Channel
To better safeguard against inappropriate content, the satellite channels provided on the
Family Tier will have limited access to live programs, Additionally, Music Choice,
Video ON DEMAND programming and ability to order pay-per-view programming will
also not be available to Family Tier households. Family Tier customers will, however,
have the ability to add premium services if they so choose.
This service will be available with a Digital Converter which will also allow customers to
utilize the capacity of that converter to set additional restrictions on access to programs
on the available channels by rating.
To inform residents of the availability of this tier, a notice will be published in local
newspapers of mass distribution 30 days in advance and will include the price of the tier.
The tier will be noted on new channel line-up cards and price lists as they are printed for
inclusion in the new installation packets and those provided annually to current
subscribers.

Dear Ms. Magee,
This is to notify you that Comcast will preview to Digital Plus customers, two new
channels from Encore -Retroflex on channel 167 and IndiePlex on channel 168
beginning April 3.
Retroflex will highlight films of the 1950's, 60's and 70's. IndiePlex will show
independent films from such great movie masters such as Quentin Tarantino, Martin
Scorsese and Steven Soderbergh. They will be added to the line-up on Apri130.

a service call, credit, explanation, etc. If the complaint is escalated to
either our web site, corporate or comes to us via the local franchising
authority, it is handled by the Escalated Complaints group. In 2005
there were 11 complaints.

COMMENTS
In March staff completed its first oral history of World War II I-Ieights residents. The
warm response to the show featuring Joe Orendorff has been over-whelming. Even Joe's
daughters have said they learned things about him they did not know before.
The following is a copy of an e mail we received from the show's host:
Our first "We Remember" program was great. The opening sequence was very
nice, and I liked the way you and Mary inserted the still photos into
the program. The whole thing was edited well, and I didn't notice where
we had the break.
I've gotten positive feedback from several people who enjoyed the
program and thought that Joe was the perfect interviewee - relaxed,
smooth, confident, and with an interesting story to tell.
They appreciated our efforts to preserve the memories of our vets. One
of my friends, who is a WWII buff, said he learned a couple of things he
never knew before. I also got a positive comment about the set and the
military emblem backdrops that Ania (Steve's wife) made.
Most of the people wanted to know what became of the Joe's girlfriend
back in England.
Thanks to all of the hard work by you, Mary and Ania, the program was a
success. I hope we can do another.

the end of the month.

New Channels Launch -Comcast Digital Cable customers can enjoy two new channels now available on the Digital
Classic line up. N One (ch. 173) features abroad range of lifestyle and entertainment-or tented progmmming primarily
for African American adults. The network features an engaging and sophisticated mix of original and acquired
programming. Nso added Jewelry N (ch. 262) allows customers to shop for incredible prices on fine jewelry and
gemstones. Jewelry N is the nation's fastestyrowirg home shopping network. Featured products include fine jewelry,
watches, loose gemstones, castings, jewelry-making tools and related books. For Digital Plus customers, two new
Encore channels will be prev towed on April 3-Retroflex (ch. 167) and IndiePlex (ch. 766). The films on Retroflex are
great movies of the 1950s, 60s and 70s and IndiePlex will highlight independent films of movie masters such as Quentin
Tarantino (Pulp Fiction, Jackie Brown), Madin Scorsese (After Hours, New York New York) and Steven Soderbergh
(Sex, Lies and Video Tapes).
Comcast Digital Customers Get History Channel Special Earlyl -The History Channel is partnering with Comcast
to offer the new 10-part series "The 10 Days That Unexpectedly Changed America". Wnile premiering on The History
Channel beginning on April 9, Comcast Digital customers can watch each program one week earlier On-Demand
beginning on April 2. The other nine episodes will be available to Comcast On Demand customers one week before their
on-air pmmiers as vrell. At the same lime, Comcast high-speed Intemet customers will have access to video clips of
behind-ihe-sc ones footage and interviews with the special's direct ors. Some of that same content, plus interviews with
historians involved in the prgect, will be available to On-Demand customers. The History Channel said this is the first
time its debuted a program on a video on demand service. Two one-hour programs vdll premier each night on The
History Channel April 9- 13.
Family Tier to Launch - On March 31, Comcast will launch a tier of services which vdll include 16 channels of family-
friend ly channels. With the parental-coot rot features of the Digital receiver, parents have the ability to limit programming
in their homes toG-rated fatuity-friendly services. The charxrels include Disney Channel, PBS KIDS Sprout, Discovery
Kids, Science, Nickelodeon, The Weather Channel, National Geographic, CNN Headline News, CSPAN, CSPAN
2, and others.
