ROLL CALL: Members Present: Council Representative: City Representative: Comcast Representative Legal Counsel: APPROVAL OF MINUTES Dennis Shoik, Brad Peterson, Rueben Ruen, Ken I-Ierice, $ob Buboltz, and Dan Swee Bruce Nawrocki Shelley Hanson Kathi Donnelly Cohen Steve Guzzetta Motion by Ken Henke, second by Brad Peterson, to approve the minutes from the meeting of July 20, 2006. All ayes. OLll BUSINESS A. Chamiel Check Everything checked out fine. It was noted that the Wild Game on FSN channe127 was blacked out. Kathi stated this is done occasionally as per the agreement with the Wild. B. Correspondence Log and Follow Up on Complaints Dan Swee had video interference on Chamlel 38. He thought it might be due to the sweep generator that has caused problems in the past. However, when Kathi checked into tlris, she confirmed the generator had been turned off for months. She reconnnended setting up a service call. Dan reported that soon after she responded to his e-mail, the reception cleared up and there haven't been any problems since. C. Status of Fruichise Renewal Katlri Domrelly Cohen stated she had given a draft franchise agreement to Linda in October. Linda is reviewing it and will be meeting with Steve Guzzetta after Tharicsgivhrg, prior to meeting with her. She explained that the current franchise expired November 9, 2006, but flings will continue `as is' since informal discussions to renew the franchise are taking place. Katli reminded members that our renewal process isn't as complicated as other systems since our system was upgraded prior to the renewal, and other systems had to negotiate the upgrades as part of the renewal process. Nawrocki voiced his concern that no one has seen a copy of the draft besides staff at this point. He felt the commission should have some input regarding the content of the franchise before an agreement is reached. Guzzetta stated that once the details are worked out it would be brought before the Conunission so they can make a recormnendation to the City Council. Other Old Business Peterson suggested that Comcast provide cable service at the Library or Murzyn Hall where people could test view different cable services and use it as a sales center. Kathi responded that due to regulations, if cable is shown in public places, conunercial rates must be charged. Nawrocki asked how much the service is at City Hall. She informed him that Comcast has an obligation to provide an histitutional hookup for City Hall, but because this isn't open for public viewing, the rate requirements are not applicable. NEW BUSINESS A. Franchise Fee for 2nd & 3`~ Quarter 2006 We received the 2nd & 3`~ Quarter franchise fee payments and copies were enclosed in the agenda packets. B. Notice of Programruing Changes Notice was received of changes in programming. MHD will replace INHD2 on chamre1209; VeneMovies will replace Casa Club on chamlel 609, and THE TUBE was added on chaime1254. Also added in November were Reelz on chamie1260 in Digital Plus, Fox Reality on channel 108 in Digital Classic, and WFTC HD on chaime1236 in Basic HDTV. Katlri said notices will be sent shortly that a few more channels, including the Teimis Chamrel, are being added by January. Nawrocki stated he would like some of the empty channels not being used in the basic tier to have prograrnrning. C. Resignation of Dave Mahoney Dave Mahoney submitted his resignation on August 8, 2006, due to work schedule conflicts. The members hoped this vacancy would be filled soon. D. Other New Business Rcuben reported he had recently watched the St. Louis Park Council meeting online, and that it had a replay feature also. There was a discussion about the various other cities that have this available via their websites and he feels Columbia Heights should pursue this also. Some of them offer the ability to select any meeting, then select a certain agenda item, and to just view the portion of the meeting you're interested in. He asked that this item be passed on to the IS Dept. for them to research and report back to the conunission. Ken Henke brought up the possibility of providing WiFi access in Colmnbia Heights. He noted several other cities are now providing this service. Reuben stated he thinks the City should wait to consider this issue. He said new technology is being developed called WiMax that will have more capabilities and more frequencies that will enhance services for portable, wireless users. He said it is still in the testing phase, but would be a technological improvement over WiFi. TELECOMMUNICATIONS COMMISSION MEETING NOVEMBER 16, 2006 PAGE3 REPORTS A. Report of Conunissioners Education-The access eharmel was off line for about a week. Brian IIemrikins from the School District called the regular customer service mmiber to request a service call from Comcast. It took a week to get someone out to fix the problem. Kathi Domielly Cohen stated there is a special phone number for hrstitutions such as the Library or Schools to contact for service. Kathi will get the number to call to Linda so she can make sure the Library and School District have the correct number to call for future problems. Library-The access chamiel had terrible reception for several weeks. It was found that water had gotten into the box and caused the problem. Once Dem~is e-mailed Linda and she contacted Kathi, tecln~icians were sent out immediately to correct the problem. Again, by calling the special number, service would have been provided much sooner. Public-Nothing to report Government-Nothing to report B. Report of Comcast- Kathi reviewed the monthly reports that were enclosed in the agenda packets. There was a discussion regarding the outage reports. Dennis stated he has been having intermittent outages several times dm~ing the last couple months that last a day or so. Kathi said she would get him a special number to call when it happens next, so that a tech can be dispatched right away to try and determine what the problem is. C. Report of Cable Attorney Steve stated that with the recent election results changing the makeup of the Federal House and Senate, he doesn't expect any major reform will take place during the lame duck session. I-Ie said parts of the bills that were drafted may be taken further, but no major changes are expected. He felt the bigger risk is at the State level. Qwest has been successful in making changes in several states, and they will continue to pursue in other states now that it will be more difficult to do so at the Federal level. The argument they seem to be using is that it is too difficult, time consuming and expensive to obtain a franchise and to get use of the Right of Ways. They want to sriearnline the process and not have to abide by the current requirements of proving they have the legal, technical, and financial means to provide the service. They argue that these requirements are excessive and are meant to deliberately keep them out as a potential provider. He said that cities may want to try and elinvnate steps, but at the same time, cities must protect their interest for future requests. Guzzetta explained that the proposed federal legislation required only a form to be f led with the PCC to obtain a fiancluse. The companies would no longer go to the Cities for approval and would not have to prove they are capable of turning a system. I-Ienlce asked if the process should be streamlined now for lire franchise renewal process. Guzzetta said it wouldn't affect the renewal with Comcast. It would only be an issue with new companies. Guzzetta said it puts cities in a difficult situation and that it creates a gray area regarding level playing fields and the requirement of providing identical service. However, there is nothing stopping a company from providing service to the city in phases. But negotiating the details and timelines for the implementation tlu•oughout the city would have to be worked out and agreed to by both parties. ** Guzzetta reported that the FCC has issued au order regarding the High Speed over Power-line issue. They have determined because it is an information service, it is not subject to certain obligations that had been argued. Although they are still working through some of the issues, the FCC didn't preempt city's rights. Motion by Ken Ilenlce, seconded by Bob Buboltz, to adjou~~n the meeting at 8: 08 pna. All ayes. The tier formerly known as the Digital Sports Tier, will be called the Sports Entertainment Package with the addition of Bloomberg, the Fox Movie Channel and Speed. Customers who currently subscribe to the lligital Extra Tier will enjoy the addition of Fox College Sports Atlantic, Fox Sports College Central, Fox Spm•ts Pacific and the NFL Nehvork. This tier will be known as Spm•ts Entertainment Package. In January, the Tennis Channel will be added as well. "There is no change in prices for these tiers until February. The price for the Sports Entertainment Package will be $5.99 which is an increase for those who subscribe to the Digital Sports Tier and a reduction for those who currently subscribe to the Digital Extra Pier. No matter which tier a customer currently subscribes to, the number of channels in that package will increase. There are a few customers who subscriber to both Digital >ixtra and Digital Sports. Those customers wilt be contacted by telephone. The NBA Pass Preview Channel, which advertises the NBA League Pass package, will change format and will begin to show additional games in the NBA Package. A couple of channels are moving channel locations - Sundance is moving to Channel 165, FEARuet is moving to Channel 166; Eucm•e is moving from the Digital Plus to the Digital Classic package and finally ESPN Classic is moving from Basic 2 to Digital Classic. Notices of these changes are being run in the St Paul Pioneer Press and Minneapolis Star Tribune. In late December, customers will also get letters with new channel line-up cards and annual pricing information as well. These should give you a good idea of what it would cost should it be decided that this is a service the City should provide. As we have discussed, our whole cable system is in need of an upgrade and it might very well be in our best interests to have someone with some expertise in this area (a consultant) make some recommendations on what we should do to improve our cameras, recording devices, audio-video equipment and audio-video related computers and software to provide the best service to our citizens at the most reasonable price. I think that we should hold-off on streaming Council meetings on the web until we look at our whole system to make sure all parts work together as a whole and that we are moving the entire system in the right direction. Some Notes on Streaming The major expense for streaming video is off-site hosting of the video files. This means that the files would physically reside on a third party's specialized web server and we would provide links from our website to the third party's server for access to those files. This is needed to provide both the disk space to hold the files and the bandwidth to ensure a quality stream regardless of the number of people concurrently viewing a stream. Even much larger cities with huge network infrastructures such as Minneapolis and St. Paul use a third party to host their streaming video. (Minneapolis uses Implex and St. Paul uses Granicus) Some Quick Notes on the Three Vendor's Solutions AlphaVideo Upfront Cost: $5256 Monthly Hosting Cost: $350 Notes: AlphaVideo only provides hosting of the video. We would have to manually upload video files to their server and provide a link to it from our website. It doesn't provide any bookmarking of meeting agenda items or provide for any attached supporting files. Users would have to fast forward and/or rewind the video to find the item they are interested in. Implex Upfront Cost: $1350 (+ $2000 - $3000 for a server with a video capture card) Monthly Hosting Cost: $1105 Notes: Implex does provide the ability to bookmark agenda and other sections of the meeting to allow an end user to jump directly to specific point in the meeting. They also support attaching other supporting files. Bookmarking and attaching files is a manual process that needs to be done the day after. Granicus Upfront Cost: $21,891 - $25,433 Monthly Hosting Cost: $1200 - $1400 Notes: Upfront costs includes integration with our LaserFiche Agenda software to automate video bookmarking and supporting document attachment. It also includes 5 days of training and an additional piece of software call °MinutesMaker" that can be used by all City departments to record motions, votes, role call, and speaker notes with a minimal amount of annotation work. It appears that MinutesMaker will greatly reduce the time it takes clerks to prepare minutes. Granicus specializes in government meetings and government entities are their only customers. End-users can search all hosted meetings for key words to very quickly find items of interest in one step. With the time savings from the LaserFiche integration as well as the MinutesMaker software I think the extra upfront cost of going with Granicus would pay for itself in the long run. However, we did air a great amount of election related programming leading up to the general election and then resumed our normal playback schedule around the middle of the month. Our contributing producers are very understanding during this time and don't mind if we preempt their programs for the airing of election related shows. For Veteran's Day we aired several of our "We Remember" programs. This show features in depth interviews with local World War II veterans and always generates a lot of interest and feedback in the community.
