Today Elert & Associates employs over 40 technology and consulting staff, operates out of multiple offices, and has served hundreds of clients throughout the United States. The purpose of the firm is to provide the benefits of experienced, unbiased technology consulting as a supplement to our clients' in-house resources at whatever level is needed. We share with you our knowledge and expertise through the following services: Strategic and tactical technology planning Our expertise is brought to bear to examine and analyze current technology systems/services, uncover needs and requirements, and develop sound technology programming and plans based on current requirements and future/emerging trends. Schematic design and cost estimation E&A consultants investigate feasible options to meet the identified needs, explain the advantages and disadvantages of these options, and develop one-time and recurring cost estimates for the selected options, allowing our clients to make informed decisions. Detailed design services and construction documents preparation Based on the client's plan and choice of schematic design options, we create detailed design parameters, and from those develop Request for Proposal (RFP) or bidding documents using industry-standard processes. If desired, E&A can also assist our clients through the process of publishing those documents to qualified vendors and selecting the response that best meets your needs. Contract administration E&A project managers can see the project through to campletion from the origination of a contract to final acceptance. We organize and facilitate contractor meetings, observe work in progress, conduct final inspections, and review as-built documentation and test results. Using plasma screen technologies, the visual display element of the chambers is equally clear to the sitting council members, the presenter, and the audience. The council audio system employs amix-minus technology which removes audio from the loudspeaker directly overhead of a speaking council member, thus resulting in greater gain before feedback. Center (2007} Elect & ,4ssaciates Page 4 City of Columbia HeigT7ts, Minnesota Coanacil Chambers Renovation Scope and Professional Fees Note: These Phases are assigned fees individually so that The City of Columbia Heights can choose to engage Elect & Associates in one or both of the phases. Phase I: Assessment E&A to conduct thorough assessment consisting of following steps: Meet with staff and chambers users to determine realistic goals for project, including: a) maintaining critical current applications/uses b) improving current practices using new design and/or new technology c) planning for future practices/applications 2. Review current equipment/systems, particularly to assess: a) whether each item helps fulfill the goals established in staff meetings b} anticipated remaining service life of existing equipment that may be retained c) compatibility with current and future technologies The deliverables from the assessment shall consist of an assessment report, which will include: 1. Findings from staff meetings, including goals and discussion of past/current/future technology use in the chambers. Also, issues concerning the proper configurations for the Government Access Channel and the Library Channel will be addressed here. 2. Written program report/narrative that documents user input and requirements, Elert & Associates' recommendations for meeting these requirements with listings of equipment types and applications, and probable cost estimates for budgetary purposes. 3. Master Plan far AV technology, including estimates for budgeting for future replacement of systems to be retained in the near-term. Fee: A "not-to-exceed" amount of 22 hours at $150/hour = $3,300 in professional fees plus $100 in reimbursable expenses (3 meetings/inspections/presentations) Elect & Associates Puge d Q City of Cohm:bia Heights, [Lliranesota City Council Chambers Renovation Phase II: Bidding & Oversight E8iA will develop plans & specifications for technology improvements to council chambers and will assist the City of Columbia Heights in procuring a qualified AV Multimedia contractor capable of performing the installation within the guidelines set by the City. Elert & Associates will review contractors' submissions for completeness, as well as for other criteria to be established /approved by the City of Columbia Heights. After reviewing the submissions and checking references, Elert & Associates will submit a written recommendation for award. Elert & Associates will monitor weekly progress reports from audiovisual contractor and provide input to help keep them on schedule. The AV Multimedia contractor will provide system training upon completion of work. Fee: A "not-to-exceed" amount of 57 hours at $150/hour = $8,550 in professional fees plus approximately $250 in reimbursable expenses. Fees will be invoiced monthly, based on percentage of scope completed for each Phase. Reimbursable expenses for mileage will be billed at cost.
