Re: Activity Center Advisory Committee (ACAC) update on recommended amenity and
site alternative
The Activity Center Advisory Committee (ACAC) is preparing for a third open house to be held in during
the second week of November. A date and location are still to be determined. The ACAC seeks
feedback on its recommendation before it presents it to the public.
Background
As the Council may recall, in April of 2006, it appointed 36 members of the community to conduct an
activity center public participation process and provide a final recommendation to the Council. The
public participation process involves four steps; of which, the ACAC is engaging in the fourth.
The first two steps involved communicating the problem and the process. The ACAC identified the
need far recreational and community space and held an open house in July 2006 to inform the public of
the need and the public participation process and to solicit feedback.
The third step called for the committee to communicate the altematives. The committee determined the
amenities that best meet the need and prepared site and building altematives to present to the public.
The ACAC reviewed studies and public feedback, conducted a review of space needs in the city and
retained an architect to conduct a feasibility study of amenity and site alternatives. From this work came
four altematives that were brought to the public at a second open house for comment in July 2007.
The ACAC has started the fourth step, which calls for the committee to communicate a selected
altemative. After the third open house, the committee will adjust its selected alternative, as needed, by
incorporating its research, camments fram the public and direction from the City Council. By the
beginning of the new year, the ACAC hopes to present a final recommendation in the form of a final
report to the City Council. As the decision-making body, the Council may modify the ACAC's
recommendation.
Summary of Alternatives
By incorporating feedback from the public, the needs of a diverse community and previous direction
from the City Council, the ACAC voted at its last meeting on September 5, 2007 to recommend a
building space program, which includes components that reflect the recreational and community needs
of the City of Columbia Heights. The committee also indicated through a vote a preference for the
N.E.I. site.
The details of the recommended altemative are summarized on the next page.

This recommended space alternative is the final product of a process, which involved modifying a
prefer-ed alternative to achieve an outcome that maintains a realistic budget and meets the needs of
the community. The process involved researching comparable facilities in order to adjust the square
footage of amenities to better match the needs of the Columbia Heights population. The committee
discussed how to reallocate space so that desired amenities could stay in the space program without
significantly increasing the cost or square footage. The result is a proposed facility with 66,243 square
feet and an estimated cost of $14,457,163. The financing cost is $10,557,163, after a city cash
contribution of $3.9 million. The estimated capital cost has been adjusted to reflect 2009 construction
costs.
The YMCA is scheduled to present the results of its survey to the City Council at a work session on
October 15, 2007.
