Background
The City Council accepted the feasibility report and ordered an Improvement Hearing for April 23"~ at their meeting of March 26,
2007. The area in Zone 7 is bounded by California Street on the west, 37d' Avenue on the south, Central Avenue on the east, and
40`h Avenue on the north, along with the area bounded by Main Street on the west, 40"' Avenue on the south, University Avenue on
the east, and 45`h Avenue on the north. All local bituminous streets in Zone 7 are included, except those streets that have been
improved as part of the street rehabilitation program.
Analysis/Conclusions:
Distributed at the March 26, 2007 regular City Council meeting was the Feasibility Report that details the scope of work and
estimated costs for the Seal Coat Program in Zone 7. Prior to seal coating, concrete curb and gutter is repaired where feasible and
the street surface is patched. Seal coat is an application of emulsion by mechanical sprayers immediately followed by spreading a
cover aggregate. The road surface is finished by rolling with a tire-based roller for proper aggregate penetration and distribution.
This year, staff is recommending FA-2 trap rock as the cover aggregate. The rock is smaller than what was used last year and
uniform dark gray in color.

Financing:
The Seal Coating project will be l00% assessed on a Street and Avenue parcel basis. Avenue assessments are'/3 of the
street rate extending''/z block in either direction of the Avenue. This assumes that all parcels benefit equally for the
strategy in front of their property or abutting it, in the case of the Avenue. The estimated unit cost assessment is $258.00
per Sti°eet parce! and $86.00 per Aver~a~e parcel.
Past Assessments:
Property owners assessed far a street or avenue parcel as part of the Street Rehabilitation program in Zone 7 may be
assessed an avenue or street unit, respectively for seal coat.

BEING A RESOLUTION ORDERING IMPROVEMENT
AND PREPARATION OF PLANS FOR ZONE 7 SEAL COATING
CITY PROJECT 0701
WHEREAS, pursuant to Resolution 2007-51, adopted by the City Council on March 26`", 2007, fixed a date for a
Council hearing on the proposed improvements in the area bounded by California Street on the west, 37`'' Avenue on
the south, Central Avenue on the east, and 40"' Avenue on the north, along with the area bounded by Main Street on
the west, 40`" Avenue on the south, University Avenue on the east, and 45`" Avenue on the north.
AND WHEREAS, ten days' mailed notice and two published notices of the hearing a week apart were given, and the
hearing was held thereon the 23rd day of April, 2007, at which all persons desiring to be heard were given an
opportunity to be heard thereon,
WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by
special assessments under Charter provisions,
