Motion by Norberg, Seconded by Heintz to-name Margo Emerson
Secretary for the meeting. Roll Call: All Ayes
Invocation was given by City Attorney, Ronald Kalina.
Payment of Bills was deferred until later in the meeting.
RESOLUTION #75-41 ESTABLISHING A SPECIAL CIVIL DEFENSE EXPENDITURE LINE
ITEM AND DEFINING PROCEDURES FOR ITS USE
Lengthy discussion was held on the wording and some changes to be made
in the resolution as read. -Resolution #75-41 was offered by Logacz,
Seconded by Land Roll-Call: All Ayes Resolution was adopted.
WHEREAS, the City Council of the City of Columbia Heights has established
a Civil Defense Agency, and
WHEREAS, many citizens of Columbia Heights have given generously of
their time and efforts to be a part of said agency, and
WHEREAS, the citizens of Columbia Heights have a safer community due
to the. Civil Defense Volunteers energetically and graciously preparing
for action incase of certain emergency function, and
WHERAS, an integral part of such emergency training is dependent on
the training that these Volun teers receive to prepare them for emergency
functions, and
WHEREAS, the Park Board of the City of Columbia Heights had found a need
for assistance in keeping the peace in the parks and park property
within the City, and
WHEREAS, certain patrolling of the parks by the Civil Defense Volunteers
will. be beneficial to their training for otherwise authorized functions, and
WHEREAS, other departments of the City and community organizations
may similarly benefit from such patrolling,
NOW, THEREFORE, LET IT BE RESOLVED BY THE CITY COUNCLL. OF THE CITY OF
COLUMBIA HEIGHTS:
1. That Civil Defense Volunteers may assist the Park Board, other
departments of the City and community organizations in .keeping the peace
on park or other property to the extent that such activities benefit
the Volunteers in training for authorized functions;

2. That the City Clerk-Treasurer shall establish a Special Civil
Defense Expenditure Line Item; -
3. That City Departments and community organizations shall .pay such
sums as are agreed upon between them and the Civil Defense to 6e
credited to the Special Civil Defense Expenditure Line Item;.
4. -That said Special Civil Defense Expenditure Llne Item monies may
be used for expenses of the Civil Defense Agency for.the purposes and
in the manner authorized by law;
5. That the Civil Defense Agency shall, from time to time., advise
the City Council and Administrative Service of their wishes relating
to such expenditures from the said Special Civil Defense. Line Item monies.
RESOLUTION REGARDING THE RESTRICTING OF SMOKING. IN CITY BU-ILDINGS
Resolution was read and offered by Logaez, Seconded by Land
Mayor Nawrocki questioned whether there was actually a need for such
a resolution, indicating that the City Manager should be authorized to
use his '.own judgement as to where smoking should be allowed. .Mayor
Nawrocki pointed out that certain buildings would change under different-
conditions., such as the par!</recreation buildings, and their use for
elections.
Councilman Norberg also stated that this should be kept as an administrative
duty. Council. Heintz agreed that the City Manager should give the
directives regarding smoking so as to give it some flexibility, rather
than have it spelled out by a resolution adopted by the City Council.. -
Motion by Heintz, Seconded by Norberg to designate the City Manager to
officially designate the smoking aCeas in the city buildings. Roll Call;
All Ayes.
SUBDIVISION REQUEST Clayton Shaw 3849 Main Street
Mr. Watson briefly explained-this subdivision and stated that there are
no outstanding special assessments against the property. Motion by Heintz,
Seconded by Land to grant fhe subdivision as,requested with the descriptions
of the resulting two parcels to be as follows:
Lot 28 and North 10'of Lot 27 Block $0 Columbia Heights Annex to Minneapolis, and
The South 30' of Lot 27 and North 30' of Lot 26 Block 80 Columbia Heights
Annex to Minneapolis

SUBDIVISION REQUEST Wallace A. Steele
Mr. Watson explained this subdivision request to divide a lot on Tyler
Place, on the west side, near the intersection of 442 Avenue. Considerable
discussion was held on the size of the lots to be created, and if the
amount of land area needed for a double bungalow is present, as
this might be what is proposed to be built on these lots.
Motion by Land, Seconded by Heintz to grant the subdivision request
as outlined, with the description of the two parcels to be as
follows:
Lot 17 except the North 160 feet of the West 67 feet
thereof and except the North 150 feet of the East 65 feet of the
West 132 feet thereof and- except the South 76 feet of the West 132
feet thereof Block 1 Reservoir Hill! and
the South 76 feet of the West 132 feet of Lot 17 Block 1 Reservoir
Hills (subject to road easement of record)
with the outstanding special assessments in the amount of $2,491.82
to be divided against the benefitted properties. Roll Call: A11 Ayes
DIMENSION PBX TELEPHONE SYSTEM
Mr. Watson explained this proposed new telephone system briefly,
- stating the Mr. Gary Knutson from''the telephone company had .been out and
discussed this telephone system with some of the city staff. Mr. Watson
presented cost figures on installing. and maintaining this system
compared with the present phone system.
He pointed out th.e cost breakdowns rrrard'e by the C i ty .Treas.urer,~ .-
John Schedler, and of Mr. Schedler's recommendation that a three year
contract would be the desirable alternative if this system is decided
upon. Mr. Watson pointed out the efficiencies of this new system,
compared with the present sy-stem, and stated that ultimately the cost
per month would be less than the present system.
The City Council members discussed. this briefly, and asked particular
questions on the usage of the new system. Councilman Heintz. suggested
tabling this item until the Council has more information-on the need for
the new system, and an out line is made of the,problems-~eing.'~neounter.ed
with the present system.
Mayor Nawrocki asked that Mr. Watson prepare a memorandum to the Council
explaining what the problems are with the present. system, and what is
needed in a new system; and also set up a meeting between the telephone
company representative and the City Council for the purpose of discussing
the Dimension PBX system.

CONSIDERATFON OF INFORMAL QUOTATIONS ON BACK WATER VALUES

conditions than the estimate had outlined, and included a meter box,
which leaves a neater cleanup job after the installation is made.
Mr. Gustafson pointed out that the estimate received had been for one
house in Columbia Heights that had recently had a back water valve
installed, and it had caused no .outstanding problems for the plumber.
Some of the homes proposed to have the back water"valves installed
would have to have it installed outside the basement wall of the house
because the plumbing in the home demanded this, and this brings more
expense.
Bids were received from Partyka Plumbing, Inc, for $230 for inside
installations only; and from Olson Plumbing Company for $235 for inside
installations, and $325 for outside installations. Five plumbers had
been contacted and asked to submit proposals.
Discussion was held 'on the meter box installation and the need for same.
Mr. Gustafson indicated"that this would make the valve more accessable,
and would"leave a neater appearance on the floor. One lady asked if there
had been contact with the Pollution Control Agency on the installation of
a by-pass system for the sanitary sewer near Jackson pond. Mayor Nawrocki
indicated that a meeting had been held with them, and the PCA would be
out to check on the-conditions, but that no definite answer was received
as to whether this system would be permitted. He indicated that they
would meet with the PCA and the Metropolitan Waste Control Commission again
soon.
Discussion was held on whether to accept the bids as outlined, and which
one. Mayor Nawrocki pointed out that the bid of Olson Plumbing could
be accepted since they. bid on both inside. and outside installations,
whereas Partyka did not. .Dis"cussion. was held"on what ..percentage the
City should pay, and what amount.should be charged to the homeowners.
It was pointed out that fifteen"property owners had to date authorized
this installation, but that approximately 70 homes had- been notified.
Mr. Norberg.suggested that they leave theoffer open. for two weeks
and then close it and det,e_rmine the total extent of the work and the
total cost to the City, and then make the decision. 'f
Mayor Nawrocki pointed out that any homeowner with this problem -and needing
this back water valve installed in-their sewer system, should be permitted

the same chance of having it installed, at the same cost to them.
He further pointed that once the list a presented and any that come
in while the installations are s-till being made, would be allowed to
have the same consideration. Once the work was completed, and the
plumber had left the job sites, no new,ones could be considered
under this same arrangement. Only those which .had notified the City
of their desire to have the installation made to date, and those
that do so while the contractor is working, would be included.
Motion by Land,. Seconded by Heintz to authorize the work on the back
water valve installations as noted at a total charge to each homeowner
of $200., with the City to pick up the difference between the $200
and the bidder's price, to be paid out of the sanitary sewer fund.

Mr. Norberg stated that he voted no because although he favors the
proposal, he considers approval of i-t without knowing the actual cost
to the City to be irresponsible, pointing out that the number of
homeowners who may in the future come in and desire this installation
under the terms presented is unknown.
It was pointed out that these costs do not include items such as retiling,
carpeting, or sodding, which would be paid for by the homeowner.
Motion by Heintz, Seconded by Logacz to authorize the Mayor and City
Manager to enter into an agreement with Olson Plumbing Co. for the
back water valve installations at $235 for inside, and-.$325 for outside
installations, on the basis .that. Olson Plumbing bid both.

CONSIDERATION OF POSSIBLE OPENING OF 4th OFF SALE LIQUOR STORE
Mr. Watson explained that an offer had been received from Mr. Gallant,
owner of the Little Chief Shopping Center, for the city to rent the
building which housed the PDQ store as an off-sale liquor store.
Mr. Bob Grignon, from Real Estate Research Corporation who is doing a
study of the city liquor operations, discussed at great length the pros
and cons of entering into an agreement for the store.
A gentleman was present who managed the PDQ store 'in the shopping
center, admitting that he still has the lease on the property and has
an individual who is interested in sub-leasing the building, and so he would
need an answer from the city as soon as possible if they are to take up
his: lease from Mr. Ga pant. Discussion was held on the possibilities of
the PDQ stores subleasing to the City instead, whereby the gentleman
said he would sub-lease it to the City for the same amount which he
pays Mr. Gallant, and he explained these terms to the Council.
Councilman Norberg pointed out that since the PDQ store is presently
paying at the approximate same lease price as Mr. Gallant is offering

to the City,. then it would be virtually unrealistic to think that it
would be possible to convince Mr. Gallant to lease it to the City at a
lower cost, which was~the recommendation of Real Estate Research,
tha t the city try to negotiate a lower lease price:
Councilman Logacz expressed his interest in having the city open an
off-sale store ,in.t:his section of town.
Councilmen Land, Norberg, and Heintz indicated their disapproval of the
idea in that not enough research was available as yet, and it would be too
early to make such a decision.
Mayor Nawrocki indicated his personal feelings that it bothered him
that they would be prejudging the comprehensive study being made by
Real Estate Research~Cor.poration, and that.no new major steps should
be taken until that study is completed.
Thus, it was left as the consensus that no agreement should be-entered into
in this regard.

LICENSES .
Brief discussion was held on a solicitor license application for the
Minneapolis Recreation Development; Mr. Allen E: Law. Mr. taw was
present and explained the workings of the organization. Co.unc`ilman

as a whole, as numerous individuals would be doing. the actual soliciting.
Mayor Nawrocki stated that the requirement would be made, as always, that
a list of all the individuals who would be doing the soliciting
should be submitted prior to .the granting. of the .license. Mr. Norberg.
indicated that he would want only Mr. Law to actually be licensed,
rather than _a he Mpls. Recreation Development organization. Motion by
Heintz, Seconded by Land to grant the Yicenses as listed .upon payment
of proper fees. Roll Call: All Ayes
I.C.M.A. ANNUAL CONFERENCE
Motion by Heintz, Seconded by Logacz to authorize the expenses for the
City Manager to attend the annual conference of the International City
Management Association .in Seattle, Washington, September 29 to October 3.

REQUEST TO PURCHASE TWO PUMPS

Mr. Gustafson, Public-Works Director, and Mr. Jolly, Sewer and Water
Superintendent, explained the need for the two pumps requested.
One is to replace a worn out pump, and would be replaced by a Homelkte
Model #12oTP3.36~ G.P.:M: The other is a smaller portable pump which
can be used for small pumping _jobs, rather than use the larger pumps,
as is presently done. Informal quotations were received for the
Homelite Model from three companies. Explanation was given as to the
reason for the purchase of the Homelite model, as opposed to another
brand. Mr. Gustafson explained that these pumps deliver more water
per weight of the pump, making it the most efficient and the best
output. He also spoke of the desire to stay with one brand, rather
than. mixing brands. Motion by Heintz, Seconded by Land to authorize
the City Manager to purchase one Homelite Model #120TP3 pump f~°om Davies
Water Equipment based on low informal competitive proposal, for
$511.23, along with a 3" x 20' suction hose at $120.75 making the total
cost $631.98, and to purchase one Model #110SU1 Self-priming pump for
$241.06 along with the 2" x 20' Suction hose at a cost of $82.48

PURCHASE OF MOBILE RADIOS
Earl Gustafson, Civil L)efense Director and Pui~lic Works Director,
explained the proposed purcl~ase of ten Regency mobile radios, and the
need for more mobile radios in the Public Works Departments. He
explained the preference for Regency radios in that they are proven
to be less expensive, but more highly efficient than other brand names.
Motion by Logacz, Seconded by Heintz to authorize thepurchase of ten
Regency mobile radios at a total cost not to exceed $3,000. Roll Call: All Ayes
WATER TOWER CONTROL SYSTEM
It was pointed out that this item had also been discussed at great-l~n,g~t~
and explained at the 7:00 informal meeting prior to the regular council
meeting. Explanation was given further by Mr. Gustafson on the workings,
and connections of the entire water tower control system., and alarms and
controls throughout the city. He pointed out that at.this time he
would ask to be authorized to purchase one Autocon transmitter at a total
cost of approximately $2,591, explaining that this would be a part of
the total system, the total cost of which paid in the same manner
as the new water tower, as a part of the total cost of the water tower.

Mr. Gustaf-son pointed out the importance of getting the transmitter
ordered so that when the new tower is ready no delay`is met.
The Council asked numerous questions of both Mr. Gustafson and Mr. Jolly.
Mr. Gustafson stressed theneed to keep this control system compatible
with all present units so that one maintenance contract can be utilized
for all the equipment. He pointed out the problems to be encountered
by "mixing systems." Mayor Nawrocki stated his feeling that the bi.ds`:should
be taken on the entire control system at once, rather than purchasing
the transmitter separately. Motion by Heintz, Seconded by Norberg to
authorize the City Manager to advertise for bids on the complete alarm
and control system on the water tower with the bids to be reported
at the next council meeting of August 11. Roll Call: A11 Ayes
DISCUSSION ON REMOTE METERS
Mr. Watson explained the need to require industrial and commercial
buildings to have remote meters. In particular he pointed out the
inconvenience of access in many of these buildings, and the hazardous
conditions where the meters are located. He also. pointed out the need
to have remote meters installed in all new construction, for easy
accessibility. The City Attorney pointed out that in order to
require industrial and commercial buildings to have remote meters,
there must be legal grounds, including safety, etc., and that it would
be hard to prove the need for the remotes in all such establishments.
He did point out that it could be required in new construction, and
this could be handled administratively.
QUOTES ON CHAIN LINK FENCE IN PRESTEMON PARK FOR-BACKSTOP
Six bids were received informally for the materials and installation
for a chain link fence backstop in Prestemon Park. Motion by Heintz,
Seconded by Norberg to authorize the Mayor and City Manager to enter
into an agreement with Crown Iron Works in the total amount of $935.00
for the materials and installation of the chain link fence backstop
in Prestemon Park; based on low informal competitive bid.

INFORMAL QUOTATIONS TO ENCLOSE A PRINT ROOM
Brief discussion and explanation was given on the need to enclose
a print room in the drafting room, thereby creating a new office
where the printing equipment is presently located.. Motion by Land,
Seconded by Heintz to authorize the taking of informal bids for '.
the enclosing of the .printing room in.the public works building drafting
room. Ro11 Call: All Ayes Councilman Norberg questioned where the
funds would come from for such extensive remodeling, and Mr. Watson
informed the Council that Revenue Sharing funds would be available.

COMMUNITY ACTION REQUEST FOR FUNDS
Mr. Watson reported on a request .from the Community Action Program
for $850 for the purpose of. funding the cost of material for winterizing
homes for low income senior citizens who do not have the money to'
finance this type of work.. The City Attorney pointed out the question
of legality on granting funding for such purposes since it would
only benefit certain individuals rather. than the community as a whole.
Mr. Kalina was asked to report on the legality of .such financial assistance
at a later time.
SALARY FOR POL{CE COORDINATOR
Discussion was held on a letter from the Police.. Chief recommending a
yearly salary of $600.00 for the Police Coordinator of th.e Civil
Defense Police Reserve Unit, the position presently held by Mr. Leonard
Olson. Earl Gustafson pointed out that the Fire Coordinator on the
Fire Rescue Unit, Mr. Donald Hanson, should receive the same consideration.
Motion by Norberg, Seconded.by Heintz that a yearly salary of $600
a piece be established for the Police Coordinator of the Civi] Defense
Police Reserve Unit; and the Fire Coordinator on the Fire Rescue Unit,
effective July 1, 1975• Roll Call: All Ayes
PETITION REQUESTING VACATING OF ALLEY
Brief discussion on a petition received for vacating of the alley
west of Reservoir Boulevard between 42nd and McLeod. The
Public Works Director recommended this vacating in view that no alley
will ever actually be constructed in this location, but .pointed out
the need for the city to retain a utility easement on this property:
Motion by Norberg, Seconded by Heintz to direct the City Manager to
prepare an ordinance for the vacating of this alley, with the first
reading to be held at the regular meeting of August 11, and the second
reading and public hearing to be on September 8. Roll Call: All Ayes

low, and that this causes the curb to be exceptionally high.

Mayor Nawrocki questioned whether any reply, had as yet been forwarded
to the Salvation Army regarding their concerns over their.fence along
Stinson`Boulevard; and urged that something~be done.to answer their`

Mayor Nawrocki ,questioned what the status is on the grading in the a1Tey
and finishing .of the alley east of Reservoi-r between 39th and 40th Avenue.
He pointed out how he felt about how this work should have been done,
and discussed his feelings that the work was not completed as it should
have been. Mr. Gustafson reported on what had been -done, and of the
many problems discovered along this alley during construction.
In particular, he pointed out the encroachment on the alley by the
property owners along the alley, and the resulting problems
when the alley was: constructed., and also of the erosion probl-ems
thereto.
Councilman Norberg complimented the city crews in doing a good job on
the repair of Washington Street between 40th and 44th Avenue.

NOISE COMPLAINT
Councilman Norberg reported on a complaint he had received that.a baseball
game at Huset Park lasted past midnight, with the "PA sy"stem blaring
loudly, anal the lights causing an annoyance to neighboring homes.
He asked that Mr. Heintz check with the Park Board as to a curfew
to be in effect on such situations.

BUDGET SESSIONS
July 28, 1975
Recommendation was made by the City Manager that the Council set aside
Friday evening and all day Saturday,-September 5 and 6, for purposes,
of discussing the various sections of the proposed budget for 1976.
Councilman.Norberg expressed his disapproval of the idea in that it would
not give enough time to really 1ook~at the entire budget and that one
day would be too intense a time. Councilmen Land and Heintz also
expressed .reluctance at meeting in this way, during the weekend.
Councilrnan Logacz stated that he would rather do it this way than
spending so many evenings going over-the budget. Mayor Nawrocki.
also expressed his agreement at this idea. Mr. Watson pointed out that
separate evenings would be needed to meet with the Library Board,,
Recreation Commission and School Board, and the Park Board.
Following further discussion, all Council members agreed that such a
two day session be set up.
Motion by Heintz, Seconded by Norberg to adjourn at 1:19 a.m
