The meeting was called to order at 7:22 p.m. by Mayor Nawrocki.
Roll Call: Logacz, Norberg, Land, Nawrocki - Present Heintz - Absent
Motion by Norberg, seconded by Land to appoint Shelley Hanson Secretary
Pro Tem for the balance of the Board of Review meeting. Roll Call: All Ayes
Those present were Gordon Starkey from the Anoka County Assessor's Office,
Mildred Carlson, City Assessor, and Arden Hovland, Building Inspector.
Mayor Nawrocki reported this meeting was a continuation of the Board of
Review held on May 13th. A further report on the Industrial Property in
question was'made by the City Assessor, Mildred Carlson. Mr. Hentges,
Mr. Smith, and Mr, Kramer were present concerning the industrial property
along 39th Avenue.
Mrs. Carlson showed the Council some sales in that area which market value
is based on. She went on to state that using a breakdown of rates is the
procedure assessors are taught to use when valuing this type of property.
Mr. Starkey explained that all the assessors in the- County value .land
using this system. The formulas used are not necessarily ,the important,
factor, but 1'athe~r the market value which is finally placed on the land.
The Council also discussed the possibility of valuing the land at one rate
which would be an average of the.tWo given rates. This would mean Lange
Tank would be valued at 83,900 sq. ft. @71.2 and W.W. Generator would be
valued at .33,600 sq. ft. @46.71. However, Mr. Smith and Mr. Hentges feel
there is too much rate difference between these properties and theirs which
is valued at $1.10 per square foot: Sales are showing, however, that the
estimated market values are accurately proportioned and the law states
assessors must .value according to market value.
Motion by Logacz, seconded by Land to request the City Assessor to co~iduct
an in depth reappraisal in this Industrial Zone for the 1977 valuation.
Roll Eall: All Ayes.
Mr. Kramer also had a question concerning. an extra lot at his residence at
4128 Arthur Street. Mrs. Carlson answered his question about the valuation
of his rear parcel of land. He also was concerned about his taxes, going up.
He was told this was due to the mill rate increase.
Mayor Nawrocki then proceeded to question the assessment ratios of all the
Counties in the .Metropolitan area. It was noted that Ramsey County, for one,
had a relatively lower percentage than Anoka County. Mayor Nawrocki felt
there should be more equalization within the Metropolitan Counties.

Motion by Norberg, seconded by Logacz to request the County Board of
Equalization to bring to the attention of the State Commissioner of
Rwenue.the difference. in ratios between the Metropolitan Counties
and that they be.made equal: Roll Call: A.11 Ayes
Motion by Norberg,-seconded by Land to adjourn the Board of Review
meeting at 9:16 p,m: Roll Call: All Ayes..
