Special Meeting of the City Council ~
April 1, 1975
Meeting was called to order by Council President Heintz at 6:37 p. m.
Roll Call: Logacz, Heintz, Land, Norberg: present
Nawrocki: absent Mr. Heintz explained that the Mayor would arrive later
because of a~conflict.
Statement of Purpose: Council President Heintz explained that the purpose .
of the meeting was to consider the parking siauation withr.espect to
the Central Avenue urbanization on the west side of Central Avenue,
44th to 45th Avenue N.E. and the possible amending of Resolution"#75-10.
Mr. Watson, City Manager; .gave an explanation of the ch~ronolog"y of" events
giving rise to present concerns. Mr. Weichselbaum "from the"Highway Department
explained the plan with respect to"the various turn lanes.
He explained that the intersection at 45th and Central Avenue would
have a right turn "lane, an_d -left burn lane, and two lanes r",v~ ~ ,,=_
continuing straiight south for the southbound traffic north of~tlie intersection.
There would be a left turn lane and two lanes continuing straight
north for the northbound traffic south of the intersect-ion.
The intersection at 44th and Central would have a left turn lane and
two continuing lanes for southbound traffic north of the '
intersection, and a left turn lane and two continuing lanes for the
northbound traffic south of the :.'intersection.
Mayor Nawrocki arrived at-the meeting at approximately 6:45 p.m. and
received the gavel from Mr. Heintz. Mayor Nawrocki explained that he had
spoken at length with District 5 State Engineer Crawford and is now
convinced that the highway department will not approve the project unless
the Council alters its previous position demanding parking in the block.
Mr. Watson repot"ted that he had contacted the property owners along
this block. Additional comments were made by those citizens who were in
attendance at this meeting. A discussion with the five citizens present
ensueda°regarding the possibilitq"oi; creating a right turn lane and
retaining the present curb as far south as 4428 Central Avenue. The
cost for doing this would be about $7,000, according to Mr. Watson, with
$3,000 to be paid by the City. The cost for re-setting the curb eight
feet further west for the whole block would be estimated at over $13,000
with $7,000 being the City share. Mr. Watson reported that the property
owner at 4428 Central did not want the boulevard trees removed and did
not want to be involved in an assessable project.
V.F.W. representatives reported that they did not need on street parking.

Mr. Bartlet said that he did not want parking. Mr. and Mrs.
Carroll Barager joined in Mr. Bart]et's opposition to parking.
Motion by Heintz, Seconded by Land to reconsider Resolution #75-10•
Roll Call: All rAyes
Mayor Nawrocki directed Mr. Watson to again read Resolution #75-10,
which was done.
Motion by Heintz, Seconded by Land to strike the following words from
Resolution #75=10: "except that curbside park~:ing shall
be continued as at present on the west side of Central Avenue from
44th to 45th Avenue" Roll Call: A11 Ayes.

Motion to adjourn made by Norberg, Seconded by Heintz Roll Call: All Ayes
