Hansen BY: THE 2007 ZONE 2 AND 3 STREET REHABILITATION DATE: 3/14/ DATE: PROGRAM Background The City Council accepted the feasibility report and ordered an Improvement Hearing for March 19`h at their meeting of February 26, 2007. Zone 2 includes Reservoir Blvd to Stinson Blvd, 37`h Avenue to 452h Avenue and Zone 3 includes Central Avenue to Stinson Blvd, 472h Avenue/45`h Avenue to North Corporate Limit. Staff held an Informational Meeting March 14, 2007 at City Hall from 6:00 P.M. to approximately 8:00 P.M. Copies of the Feasibility Reports were available to the public at this meeting. All other streets in Zone 2 and 3 not rehabilitated in 2007 are proposed for seal coating in future years. Analysis/Conclusions: Distributed at the February 26, 2007 regular City Council meeting was the Feasibility Report that details the scope of wark and estimated costs for Street Rehabilitation in Zone 2 and 3. The report details the rehabilitation strategy for Full Reconstruction, Partial Reconstruction and Mill and Overlay. The report recommendations for Zone 2 and 3 are summarized below: Reiialoilitation Strategies: Staff utilizes three methods in evaluating the condition of the street and then determining the appropriate treatment. The following is a listing of streets with the recommended treatment: FULL STREET RECONSTRUCTION I . Ulysses Street Johnson Street to Cul-de-sac PARTIAL STREET RECONSTRUCTION 1. Tyler Street 4152 Avenue to 42"~ Avenue 2. Polk Street 4152 Avenue to 42"d Avenue 3. Hayes Street 37`h Avenue to 415` Avenue 4. Cleveland Street 39`h Avenue to 40`t' Avenue, and 4152 Avenue to 42"d Avenue 5. McKinley Street 39'/Z Avenue to 40t1i Avenue 6. Fairway Drive 49`h Avenue to Fairway Drive MILL AND OVERLAY 1. Polk Street 42"`i Avenue to 43`d Avenue 2. 39`'' Avenue Cleveland Street to McKinley Street 3. 39'/z Avenue Cleveland Street to McKinley Street 4. Tyler Street 492h Avenue to 50`h Avenue Other rehabilitation strategies such as hot or cold-in-place recycling have been investigated. These recycling methods are best suited for wark on roads without utility construction work or curb and gutter. The in-place recycling methods grind up the existing paving and base materials and leaves those materials in place as new base. A bituminous mat is paved over the ground up materials. Hansen BY: THE 2007 ZONE 2 AND 3 STREET REHABILITATION DATE: 3/14/07 DATE: PROGRAM ZONE 2 AND 3 PUBLIC IMPROVEMENT HEARING Continued -Page 2 Utilities Replacement: Utilities have been reviewed in Zone 2 and 3. Staff utilized in-line televising, history of water main breaks, leakage testing (independent testing), and previous engineering reports in determining utility replacements. A summary of the staff recommended improvements follows: Sanitary Sewer: The lateral and trunk lines have all been cleaned and televised in Zone 2 and 3 and the manholes have been inspected. Overall, the condition of the piping is acceptable with corrective repairs needed on sections of the pipe and manholes. Storm Sewer: Minor storm sewer extensions are recommended to complete the work surrounding the Prestemon Park area. Also, work on catch basins and pipe within the construction area will be conducted where i~eeessary. Water Main: Water main replacement is recommended in Zone 2 and 3 to address history of water main breaks. Replacement is recommended on Ulysses Street and Fairway Drive. Staff has also conducted an age survey of water service lines in areas where the water main will be replaced and no sub-standard water service lines are anticipated. Staff recommends inoperable stopboxes be replaced/repaired and assessed to the benefiting properties for the actual cost. Financing: Street Rehabilitation The estimated construction costs are as follows: 1. Full street reconstruction $ 208,340. 2. Partial street reconstruction $ 789,690. 3. Mill and overlay $ 134,800. 4. Utilities $ Project funding is proposed as follows: o Assessments $ 799,110. o Infrastructure Fund: $ 333,720. o Sanitary Sewer Fund: $ o Water Construction Fund: $ * The costs and associated funding for utility work will be determined during the final design. In Zone 2, 39`h Avenue was improved as part of the street rehabilitation program in 2007, and in Zone 3, both Lincoln Terrace and 50`h Avenue were improved as part of the street rehabilitation program in 1998. In Zone 2, several properties assessed for the work done in 1997 have an avenue assessment and in Zone 3, several properties assessed for the work done in 1998 have a partial street assessment. Recommended Motion: Move to waive the reading of Resolution No. 2007-35, there being ample copies available for the public. Recommended Motion: Move to adopt Resolution No. 200/-3J, which Orders the Improvements for Zone 2 and 3 Street Rehabilitation. Attachments: Resolution Informational Meeting Agenda Assessment Rates Maps Public Improvement Hearing Notice COUNCIL ACTION: RESOLUTION 2007-35 BEING A RESOLUTION ORDERING IMPROVEMENT AND THE PREPARATION OF PLANS FOR 'LONE 2 AND 3 STREET REHABILITIATION CITY PROJECT 0702 WHEREAS, Resolution 2007-30 of the Columbia Heights City Council adopted the 26`h day of February, 2007, fixed a date for a Council hearing on the proposed improvement bounded by Reservoir Blvd on the west, 37`h Avenue on the south, Stinson Blvd on the east and 451h Avenue on the north, and Central Avenue on the west, 47`h/45`h Avenue on the south, Stinson Blvd on the east and corporate limit on the north, AND WHEREAS, ten days' mailed notice and two published notices of the hearing a week apart were given, and the hearing was held thereon the 19`h day of March, 2007, at which all persons desiring to be heard were given an opportunity to be heard thereon. WHEREAS, the Counci( determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, MINNESOTA: That the location and extent of such improvements is as follows: FULL STREET RECONSTRUCTION 1. Ulysses Street, Johnson Street to Cul-de-sac Work includes required utility reconstruction/repair, required water service repair, new granular subbase if needed, new aggregate base, new concrete curb and gutter with driveway aprons, new bituminous surfacing, required concrete or bituminous driveway and walk/step replacement, sod restoration, miscellaneous construction items, and appurtenances. PARTIAL STREET RECONSTRUCTION 1. Tyler Street, 41st Avenue to 42"d Avenue 2. Polk Street, 4151 Avenue to 42"d Avenue 3. Hayes Street, 371h Avenue to 4151 Avenue 4. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report. 3. Such improvement is hereby ordered as proposed in the Council Resolution adopted 26`'' day of Febraury, 2007. 4. These improvements shall also be known as Project 0702 and PIRs: 2007-Z2-02-001 for Full Street Reconstruction, 2007-Z2-03-001 and 2007-Z3-03-001 for Partial Street Reconstruction, and 2007-Z2-44-001 and 2007-Z3-44-001 for Mili and Overlay. 5. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement.
