Motion: Move to Adopt Resolution 2007-01, a Resolution accepting the low
bid from Landwehr Construction for the building demolition and abatement of
the Apache Six Theatre, located at 2101 3ih Avenue NE, Columbia Heights,
MN in the amount of $123,970.

BACKGROUND:
The Columbia Heights Economic Development Authority entered into a Development Agreement with
Pratt Ordway Properties to construct 56 units of senior assisted living, an attached Montessori
School, and a 1.06 acre commerciai lot proposed for the new municipal liquor store at the Apache Six
Theatre property.
As part of the redevelopment agreement, the EDA agreed to assist in the building demolition of the
vacant Apache Theatre by spending up to $115,000 of Community Development Block Grant dollars
that had been obtained through Anoka County.
The Cities environmentai consultant, ProSource Technologies, prepared a bid request for building
demolition and abatement. The bids were advertised and at the bid opening held on January 4, 2007
the bids for demolition and abatement ranged from a low of $123,970 to a high of $198,563. The low
bid was submitted by Landwehr Construction.
RECOMMENDATION: Staff recommends adoption of Resolution 2007-01, accepting the bid from
Landwehr Construction for the demolition and abatement of the Apache Six Theatre located at 2101
37'h Avenue, Columbia Heights, MN.
RECOMMENDED MOTION: Move to Adopt Resolution 2007-01, a resolution accepting the low bid
from Landwehr Construction for the building demolition and abatement of the Apache Six Theatre,
located at 2101 37'h Avenue NE, Columbia Heights, MN in the amount of $123,970.

RESOLUTION ACCEPTING BID FOR BUILDING DEMOLITION AND
ABATEMENT OF THE APACHE SIX THEATRE, COLUMBIA HEIGHTS, MN
WHEREAS, pursuant to an advertisement of bids for the demolition and abatement of the
Apache Six Theatre located at 2101 37'h Avenue; bids were received, opened and tabulated
according to law, and the following bids were received complying with the advertisement: (See
attached bid spread sheet)
AND WHEREAS, it appears that Landwehr Construction is the lowest responsible bidder,
NOW THEREFORE BE IT RESOLVED BY THE COLUMBIA HEIGHTS
ECONOMIC DEVELOPMENT AUTHORITY:
I. The EDA President and Executive Director are hereby authorized and directed to enter
into a contract with Landwehr Contruction in the bid amount of $123,970 for the
building demolition and abatement of the Apache Six Theatre according to the plans
and specifications as outlined inthe bid request dated December 28, 2006 and on file in
the office of Community Development.
2. The City staff is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the
next lowest bidder shall be retained until a contract has been signed.
