Columbia Heights, MN 55421 RE: PROPOSAL FOR PROFESSIONAL SERVICES - Feasibility Study and Site Selection for Community Activity Center Dear Mr. Streetar: We are pleased to present this proposal for professional services to complete a Feasibility Study for a New Community Activity Center for the City of Columbia Heights. The BKV Group design team is committed to your project and we will dedicate ourselves to meeting and exceeding your expectations for the Feasibility Study. We understand that your goal is to arrive at a building space program for a new activity center facility and analyze how this program may be configured on three different sites. The building space program is to be based on community and city staff input and should reflect a consensus of desired programs to be included in the facility. The three sites are to be thoroughly analyzed to determine their capacity and suitability to accommodate the activity center space programs. Based on your Request for Proposal and discussions with you, we propose the following Scope of Services leading to a comprehensive Feasibility Study Document: Scope of Work - Needs Assessment The needs assessment portion of the work will result in an architectural space program that defines and quantifies the program needs for the building and will form the basis of studying building alternatives at the various sites. Specific tasks will include: . Providing architectural space programs for Options A and B as previously defined by the Activity Center Advisory Committee (ACAC). . Define exterior/site program needs . Providing preliminary site plan diagrams situating Option A and B space programs on each of the three sites . Evaluation costs for Option A and B space programs . Evaluate site plans and site constraints relative to Option A and B programs . Review space programs, site analyses, and costs with ACAC. Modify space program as required to conform to site and budgetary constraints . Provide Final Architectural Space Program . Review with ACAC, City Staff, and City Council as directed by City Staff Scope of Work - Site Analysis and Design Option Development The site analysis portion of the work will identify key characteristics of each of the three sites. These characteristics will be significant determining factors in discerning the most appropriate site for the new activity center facility. Specific tasks will include: . Analyze relevant site characteristics including but not limited to: site access (pedestrian, vehicular, and mass transit), utility access, capacity to accept building program and parking requirements, potential site acquisition costs, synergies with adjacent uses, and visibility. Document finding for each site . Build consensus around site selection criteria. Apply final architectural space program to each of the three sites; develop unique design option best suited for each site to maximize the potential use of each site. . Create "concept level" site and building plans for each of the three sites . Review preliminary design options with ACAC, City Staff, and City Council. . Modify and refine site options to incorporate review comments . Evaluate site and building options against site selection criteria and build consensus around a recommended site for the project. . Present final recommendations to ACAC, City Staff, and City Council in the form of oral presentation and final printed document Schedule and Required Meetings The scope of work shall include the following meetings concurrent with the schedule milestones outlined: I. ACAC Meeting: Present Option A and B space programs and site diagrams: approx: I I I I /2006 2. ACAC Meeting: Modify and Prioritize Space Programs to meet site and budget constraints approx: II I I 5/2006 3. ACAC Meeting: Present three site plan concepts for revised space program. Build consensus toward preferred site and building concept Approx: 121 I 312006 4. ACAC Meeting: Present revised documentation of selected site diagram and building plan concept for committee review approx: 1 I 17/2007 5. ACAC Meeting: Final approval of selected site and building concept. approx: 2/7/2007 The scope of work shall include a meeting with City Staff prior to each ACAC Meeting as well as two presentations to the Columbia Heights City Council. Compensation BKY Group's compensation for Basic Services outlined in this proposal shall be a lump sum fee plus reimbursable expenses. Reimbursable expenses include, but are not limited to printing, travel, phone charges, and report I graphics reproduction. The lump sum fee shall be: . City of Columbia Heights: New Activity Center Feasibility Study: $8,500 . Reimbursable Expenses: estimated at $1000 The Owner may request additional meetings and services for the project which would be provided at the following hourly billable rates: Managing Partner: $135/hr Senior Design Architect: $102/hr Interior Designer: $50/hr Intern Architect: $56/hr Compensation shall be billed monthly based on time expended on the project and shall be paid within 30 days of receiving invoice for services. Invoices not paid within 60 days of invoice shall be subject to a late fee equal to I % over current prime per annum.
