Parkview Villa for the purpose of receiving public input on the 2006 Public Housing Authority
(PHA) Plan.
10. Approve yth Floor Modernization
Motion: Move to approve the bids and award the contract for Phase 3 of Parkview Villa North
Apartment Modernization Project to Unicorp for an amount not to exceed $107,500.00; and
furthermore, to authorize the Chair and Executive Director to enter into an agreement for the
same.
11. Approve 7th Floor Appliance Purchase
Motion: Move to approve the bid from All, Inc. to complete the appliance services during our 7th
floor rehab in an amount not to exceed $8,9717.00, and furthermore; to authorize the Chair and
Executive Director to enter into an agreement for the same.
12. South Building Roof Repair on East Side of Building
Motion: Move to Approve Sox & Company Construction, llC that has given us the lowest bid
for the roof repairs not to exceed the amount of $750.00; and furthermore, to authorize the
Chair and Executive Director to enter into an agreement for the same.
13. Approve New Curb Appeal Project
Motion: Move to approve the proposal from Twin City lawn Care in the amount not to exceed
$8,864.00 for the new curb appeal project, using Capital Fund Budget for the South building,
fund #213-46340-5120.
14. Heating/Cooling Systems in Community Room B
Motion: Move to Approve the low bid from LBP Mechanical, Inc. not to exceed the amount of
$13,920.00; and furthermore, to authorize the Chair and Executive Director to enter into an
agreement for the same.
15. TV Antenna System
Motion: Move to utilize the Com cast Universal City Connection provided by the City at Parkview
Viila North and South
16. Rent Transition Extension Alternative
Motion: Move to approve extended rent transition period alternative.
17. Walker Contract Extension
Motion: Move to Approve the contract amendment extending the contract for one year under
the same terms and conditions.
18. Other Business
The next regular HRA meeting wiil be Tuesday, October 24, 2006 at Parkview Viila.

REGULAR MEETING MINUTES OF APRIL 25, 2006
Call to Order - The Regular Meeting of the Columbia Heights Housing &
Redevelopment Authority (HRA) was called to order by Chair, Tammera Diehm at 7:01
p.m., April 25, 2006, in the Parkview Villa Community Room B, 965 40th Avenue NE,
Columbia Heights, Minnesota.

CONSENT AGENDA
Approve the Minutes of January 2006 Regular Meetings and Financial Report for
the months of January, February and March 2006, Resolution 2006-03.
Lindig stated the negative amounts are the areas they are behind under budgeted for,
they projected gas and electric for this year, which was under estimated.
Nawrocki stated at the time of the budget was approved he said we wouldn't be
budgeting enough. Lindig stated on page 76 Parkview Villa South was running less than
what was budgeting for the building for gas. Bush stated the old boiler system had a
large loss of fuel, after talking to the heating company, they did throttle back the flow
through the pipe, LBP mechanical took a look at the system, to the best of their
knowledge it was running properly, he would like to see before next winter, another
company come in to check all of our units.
Motion by Williams, second by Kelzenberg, to approve the consent agenda Items #4
and #5 as listed. All ayes. Motion Carried.
BUSINESS ITEMS
Report of Management Company
O'Donnell stated the reports for the months of January, February and March are before
the board for review and asked if there were any questions.
Ecklund stated he wanted to discuss a problem with the waiting for his friend. Diehm
asked if he wouldn't mind this item being addressed under the ACOP, item #9 on the
agenda. Ecklund stated it was okay.
Resident Council Minutes
Jindra stated she was only able to attend the February meeting and asked if anyone
had any questions. She missed the meeting due to the snowstorm in January and did
not make it there this month.

Citizen Forum
Elvina Stieren, Parkview Villa South, unit 421, stated a year ago she brought up the
Star Bar, and then a few weeks ago she gave him a petition, what is happening.
Nawrocki stated he brought up with the police dept, city council, and police chief.
Stieren stated the noise is still there, what more can we do. Nawrocki stated the star bar
was originally put in as a restaurant and now is a bar with live bands. Diehm stated
when the City Council looked into this the police dept said they had no police calls for
that weekend, so she encouraged residents to call the police. Diehm stated she could
ask the Police to come to a resident council meeting to discuss the issue.
Mary Christenson, Unit 223, stated most cities have a noise ordinance in place for no
noise after 1 Opm., what does Columbia Heights have and there is air coming in through
the windows, can anything be done. Fehst stated we do have one in place, but still need
residents to make the call into the police department. Bush stated with the windows it is
because of they are metal clan type. Don Camp, unit 608 stated they have the same
problem in the north building. Diehm stated we could look into building this in our next
Capital Improvement Plan budget for next year.
Streetar stated he would get a copy of the city noise ordinance to the board members
and for resident council. Suggested the management company call the Police to get the
list of how many calls were made, obtain a copy of the noise ordinance and also have
Police department come to a resident council meeting.
Dorothy Shaffer, Unit 425, didn't think threatening them works, as the police have tried
calling them and they just said right. Schaffer stated they used to have the music on
the other side, maybe that would help. Fehst stated previously the music was on the
west end of the building, but when they remodel with the new owner, it got moved, also
the back doors should not be open at anytime and believed they are looking for a new
owner.
Resolution 2006-04, Parkview Villa North ACOP
Bob Alsop, Kennedy and Graven stated the ACOP needs to be updated because: 1) to
insure compliance to meet Federal Regulations; 2) to eliminate ambiguities and
inconsistencies and 3) to incorporate provisions necessary to assist in the operation of
the public housing facility and enforcement of the lease provisions. The primary
changes made to the Admission and Continued Occupancy Policy are: 1) re-formatted
and changed provisions to improve clarity and consistency; 2) added provisions
recommended by the Public Housing Occupancy Guidebook; 3) added affirmative
marketing provisions; 4) clarified eligibility requirements for admission; 5) incorporated
transfer policy; 6) clarified local residency preference; 7) deleted provisions that are
either outdated or are no longer applicable; 8) added provisions relating to a tenant's
continued occupancy, such as leasing policies, re-examinations, interim rent
adjustments and lease termination procedures; 9) replaced income limits in Exhibit A
with a general description; 10) added revised pet policy; and 11) added grievance
procedure. Staff recommends, the HRA or the management company review this

document on an annual basis.
Ecklund stated he met with Welke about his friend, as he was on the waiting list to get
into the north building since 1997 and is still waiting. In talking to Welke he found out
that the gentlemen was not on the list anymore, he worked as a doorman at the VFW,
the ACOP doesn't say specifically that residents of Columbia Heights are first on the
waiting list, then employees, and then non-residents. Alsop stated the preference that
he put into the ACOP document was what was approved in your 5-year PHA plan.
Alsop stated his concern was that you would have to classify how many hours a week
they worked in the City, which would cause problems with individuals not working full
time, thus discrimination.
Diehm asked if she gets a job at the work force center, would she be eligible for the
building. Alsop stated that was correct. Nawrocki stated when the City originally built
Parkview, there were a lot of seniors still in there homes, needing alternative housing,
with lower incomes and that the City Council felt with the senior building it would also
allow more homes become available for younger families to move into the City.
Fehst stated even with the gaming commission, someone like the local church, has to
be in business for 10 years, realizes there are a lot of people that have worked for
many years in the City and would like to now move into the building, but, felt the local
preference should be first.
Diehm asked for board members opinion. Kelzenberg, Nawrocki and Jindra stated they
preferred residents first on the waiting list.
Bush stated he was in the office when Welke met with Ecklund about this situation. She
is working with documents from a predecessor, where if the person isn't ready to move
in when they are called, or we can't get a hold of the person, she goes to the next
person on the list.
Diehm stated if we change the ACOP to specify residents as first preference, we would
have to change the 5-year PHA Plan to be consistent. Alsop stated that was correct.
Motion by Nawrocki, second by Jindra, to Adopt Resolution 2006-04, a Resolution
approving the Parkview Villa North Admissions and Continued Occupancy Policy with
the amendment to clarify the waiting list to read residents are the top priority and that
the effort be made to adjust the 5-year plan, and if the plan cannot be changed, that
staff will bring this back before the board. All ayes. Motion Carried.
Approve Phase 3, Parkview Villa North Apartment Modernization
Lindig stated the 2004 and 2005 Capital Fund budgets included funds for remodeling of
Parkview Villa North apartments on a floor-by-floor basis, including new doors,
cabinets, appliances, plumbing, lighting, and repair of tiles and walls. The estimated

cost per unit is $8,000. Again, we could take advantage of Walker's buying power to
get the costs down. Phase 3, or the 7'h floor of the north building is what staff is asking
authorization by the HRA board to direct staff to obtain bids and proceed with the
modernization.
Kelzenberg asked how much we would be saving by them bidding. Lindig stated it is
about $2,000 for the appliances.
Nawrocki asked what they would be doing exactly. Bush stated they replaced the
kitchen cabinets, sink, floor tiles, bathroom tiles, toilet, wall repairs, lighting in both
areas, appliances, plumbing and new doors for the 7'h floor.
Nawrocki asked if we are duplicating the same process for the 7'h floor as the 8th and
9th, why aren't we getting a discount. Lindi!jj, stated this item is for the approval to obtain
bids from contractors and authorizing the 7 floor modernization. Then the next item on
the agenda is for the architect's agreement approval, which states he is honoring the
same pricing as for the other two floors.
Jindra stated we could caulk around the windows to help with the drafts, while they are
in the apartments. Bush stated they are going to have someone come to determine if
we need new windows or do we just need to caulk before next winter.
Streetar stated there is $426,000 in the fund reserve, that he did ask O'Donnell to
check to if there is enough money left or if there are any grants we could apply for to
get the windows done the right way, the first time.
Motion by Williams, second by Kelzenberg, to Approve Phase 3 of the Parkview Villa
North Apartment Modernization Project and authorize staff to obtain bids for the project.
All ayes. Motion Carried.
Architectural Services Agreement for Phase 3 Apartment Modernization Project
Diehm stated this agreement was already talked about briefly in the last agenda item
and asked if there were any questions. There were none.
Motion by Williams, second by Kelzenberg, to Approve an Architectural Services
Agreement with BWBR Architects in an amount not to exceed $7,000 for the Parkview
Villa North Modernization Project, Phase 3; and furthermore, to authorize the Chair and
Executive Director to enter into an agreement for the same. All ayes. Motion Carried.
Other Business
Nawrocki told Lindig he appreciated the significant improvement in the financial report.
Lindig said thank you but, he could not take all the credit, it was Cher that organized
and compiled the booklet the new way. Commissioners thanked her.

BACKGROUND:
The bound Financial Report for the months of April, May, June 2006 draft Resolution 2006-05
is attached for review.
RECOMMENDATION:
Staff will be available to answer specific questions. If the report is satisfactorily complete, we
recommend the Board take affirmative action to receive the Financial Report and approve the
payment of bills.

RESOLUTION OF THE COLUMBIA HEIGHTS HOUSING & REDEVELOPMENT
AUTHORITY (HRA) APPROVING THE FINANCIAL STATEMENT FOR APRIL, MAY
AND JUNE OF 2006 AND PAYMENT OF BILLS FOR THE MONTHS OF APRIL, MAY,
AND JUNE OF 2006.
WHEREAS, the Columbia Heights Housing and Redevelopment Authority (HRA) is
required by Minnesota Statutes Section 469.096, Subd. 9, to prepare a detailed
financial statement which shows all receipts and disbursements, their nature, the
money on hand, the purposes to which the money on hand is to be applied, the HRA's
credits and assets and its outstanding liabilities; and
WHEREAS, said Statute also requires the HRA to examine the statement and
treasurer's vouchers or bills and if correct, to approve them by resolution and enter the
resolution in its records; and
WHEREAS, the financial statement for the months of April, May, June of 2006 and the
list of bills for the months of April, May, June of 2006 are attached hereto and made a
part of this resolution; and
WHEREAS, the HRA has examined the financial statement and the list of bills and finds
them to be acceptable as to both form and accuracy.
NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of the
Columbia Heights Housing & Redevelopment Authority that it has examined the
attached financial statements and list of bills, which are attached hereto and made a
part hereof, and they are found to be correct, as to form and content; and
BE IT FURTHER RESOLVED the financial statements are acknowledged and received
and the list of bills as presented in writing are approved for payment out of proper
funds; and
BE IT FURTHER RESOLVED this resolution and attachments are to be made a part of
the permanent records of the Columbia Heights Housing & Redevelopment Authority.

. This summer we are proposing to paint the underground parking garage (which
we cleaned/prepped for painting last spring); this project is also on the 15-year

$8,000.

RESIDENT COUNCIL MINUTES- May 8, 2006

Meeting called to order at 7:00 pm by President, Ecklund.
Pledge Allegiance to the Flag
Lenny Austin, Columbia Heights Police Officer was introduced, and he brought everyone up to
date on the noise problems with Star Bar. When readings were taken, 52 decibels were recorded
for a brief time, which is allowable. The new owners are trying to stay in compliance. They have
added soundproofing. Residents on 4th floor really get impacted.
A problem of semi's loading and un-loading at 1,2 or 3 am are most disturbing. Trash pick up
noise is another problem.
Managers Report
. Sleeves for proximity cards are available for $1.00.
. New ACOP and lease schedules are posted. Comments are needed from residents of the
south building
. New water fountain installed.
. Laundry Room floor to be stripped and waxed in the next week.
. 9 turn over in apartments so the office is very busy.
. Residents should call 911 for noise violations.
. Chair rails installed in Community Room B. They will be kept white per vote of council.
Lee, the caretaker commended everyone for keeping our building looking nice.
Residents asked if drive way to garage could be better signed.
Secretary's Report- Minutes were approved.
Treasurer's Report- $5,233.25 Checking Account, $2,198.40 Savings Account
Sunshine Committee- sent out get well cards to 5 residents.
Welcome Committee- 4 new residents
Entertainment- Priscilla told of Old Log Theater on June 14th and Boat Cruise July lih. 1st student
bus company for transpollation. Spring Fling Heights Theater on June 28t\ 4:30pm matinee,
"Prairie Companion" for $5.00/person. Need help for sign up registration. August 9th will be the
Picnic. Christmas Dinner will be December 2, 2006.

Meeting called to order at 7:00 pm by President, Ecklund.

. Reminded residents to clean off grills after use.
. Please put papers into recycling bins, not in the garbage chute.
. When calling for help on weekends, give reasonable time for answer.
. Middle School kids volunteered for helping on Tuesday, the 13th with whatever needs to be
done.
. Pre-bids have been sent out for the ih Floor Modernization
. 100 new leases to be resigned.
. 6 new units have been filled.
. July 12 and 13"\ cars need to be out of the garage as repainting will be done.
. July 3-9 Dana will be out.
. September 6th set up for picnic.
. There was a hole found in the roof where the buildings meet, about 3x3 feet in size.
. More security cameras to be asked for. It will be brought before the next HRA meeting.
. New cart ordered for residents use.
Secretary's Report- Minutes were approved.
Treasurer's Report- Checking $5,549.00, Savings $2,180.00. Report accepted.
Sunshine Committee- No report
Welcome Committee- 5 new residents
Entertainment- Steak Fry- council to pay for one half of $8.00 fee/person. Heights Theater date
cancelled. Sunday, June 1 ih from 2 to 4pm Fathers & Mothers Day Pot Luck. Terry White gave
information on Bazaar in October. Tickets are ordered. Coffee drinkers please keep area clean,
don't leave area unless coffee cups are lidded.
Ecklund stated there would be a special meeting to write up new By-laws, which must be posted
for the November meeting.

Meeting called to order at 7:00 pm by President, Ecklund.

. Announced cars did not have to be removed from the garage area as painting will not be
done until further notice.

BACKGROUND: Staff will prepare a draft copy of the Columbia Heights Agency Annual Plan for
2007. HUD requires a forty-five day review period to allow for public input. To meet this
requirement, the Columbia Heights HRA should conduct a Public Hearing on October 24, 2006; at
this Hearing the HRA board would make final modifications to the plan and authorize staff to submit
the final document to HUD. The Resident Advisory Board, as well as Anoka County, will receive
copies for their review and comment. The entire document has been generated by electronic
transmission and downloaded through the HUD Web page REAC system. This will allow the HRA
easy access to the plan and simplify the process in its annual update. A full copy of the draft plan
with attachments and supporting documents will be available for review at the Columbia Heights
HRA office, 590 40th Avenue NE, Columbia Heights, Minnesota and the Columbia Heights Public
Library 820 40th Ave NE, Columbia Heights, MN.
RECOMMENDATION: Staff is recommending that the HRA Board set a Public Hearing date of
October 24, 2006, at 7 :00 p.m. at Parkview Villa for the purpose of receiving public input on the 2007
draft Agency Plan.

BACKGROUND: At the April 25, 2006 Regular HRA Meeting, the Board reviewed and approved
the plans and specs for the third of eight phases to modernize all PVVN units. The remodeling will
include the same items as the 9th floor and 8th floor - new entry doors, kitchen cabinets, appliances,
lighting, countertops, bathroom vanities, kitchen and bathroom faucets et al. - plus new carpeting for
the 7th floor, in addition we are planning on going back up to the 9th, 8th and 7th floor to replace the
bathroom medicine cabinet and light fixtures. The project was advertised in the Focus, the Builder's
Exchange of Minneapolis and St. Paul, McGraw-Hill Construction Data, Reed Construction Data and
the National Association of Minority Contractors' Plan Room, which resulted in 3 bids. Funding will
come in part from the FY 2004 HUD Capital Fund Program and the FY 2005 HUD Capital Fund
Program. Award and signature of the contract would mean that all of the FY 2004 CFP Funds would
be obligated prior to the September 13,2006 deadline. Similarly, significant portion of the FY 2005
CFP Funds would be obligated well in advance of the August 17,2007 deadline. Once the contract is
approved, a Notice to Proceed letter will be written authorizing the work to begin. Finally, the bids
are good for 45 days upon the bid opening on July II tho The 3 lowest bids are summarized in the next
paragraph and the bid tab is attached for review.
Below are the bids for the 7th floor rehab general contractor proposals/bids. The bids closed on
July 11,2006 at 2:00pm in the afternoon. The general contractor that is low bid this time is also the
same contractor that completed the work on the 8th & 9th floor rehab.
Unicorp: Is the lowest bid in the amount of$107,500.00 for the 7th floor rehab of all 12 units, to
include the replacement of the hallway carpet on the 7th floor.
Frerichs Construction: was the second lowest bid in the amount of$165,000.00 for the 7th floor rehab
of all 12 units, to include the replacement of the hallway carpet on the 7th floor.
Crossroad Construction: was the third lowest bid in the amount of $172,000.00 for the 7th floor rehab
of all 12 units, to include the replacement of the hallway carpet on the 7th floor.
RECOMMENDATION: Staffrecommends the HRA approval of the bids and award the contract
for Phase 3 of the PVVN Apartment Modernization Project to Unicorp.
RECOMMENDED MOTION: Move to approve the bids and award the contract for Phase 3 of
Parkview Villa North Apartment Modernization Project to Unicorp for an amount not to exceed
$107,500.00; and furthermore, to authorize the Chair and Executive Director to enter into an
agreement for the same.

possessing the potential ability to perform successfully under the terms and conditions of the proposed contract

2. Contingent Fee Representation and Agreement
(a) Definitions. As used in this provision:
"Bona fide employee" means a person, employed by a bidder
and subject to the bidder's supervision and controi as to time, place,
and manner of performance, who neither exerts, nor proposes to
exert improper influence to solicit or obtain contracts nor holds out
as being able to obtain any contract(s) through Improper Influence.
"Improper influence" means any influence that induces or tends
to Induce a PHNIHA employee or officer to give consideration or to
act regarding a PHNlHA contract on any basis other than the merits
of the matter.
(b) The bidder represents and certifies as part of its bid that, except
for full-time bona lide employees working solely for the bidder, the
bidder:

(a) The definitions and prohibitions contained in Section 1352 of
titie 31, United States Code, are hereby incorporated by reference

BACKGROUND: During the last 2 projects we have had Greg O. at Walker Methodist bid out for
the appliances which was to include a 17 cubic square refrigerator, 24" stove, 24" oven hood with the
electrical cord attached, and a set of2 grease shields. We have used All Inc., which are the vendor
that we have used for the past 2 years and 2 other competitors. Note the brand names of the
appliances will not match if we do not use All Inc. again as we have in the previous years, but the
sizes and quantity all remain the same and we will utilize the City for the removal of the old
appliances.
Below are the bids for the 7th floor rehab appliances that were obtained
All, Inc.: bid is in the amount of$8971.00 for the refrigerators, ranges, range cords, ducted range
hood, backsplashes, brackets, and delivery of all appliances.
Warner Stellian: bid is in the amount of$9,776.80 for all of the same above items.
Guvers: bid is in the amount of $8520.00 for all of the same above items.
RECOMMENDATION: Staff recommends approval of the contractor All, Inc., which is not the
low bid however we would prefer to stay with the same models of everything, to remain consistent for
ordering parts for all apartments. The difference between the lowest bid and All Inc. is $451.00.
RECOMMENDED MOTION: Move to approve the bid from All, Inc. to complete the appliance
services during our 7th floor rehab in an amount not to exceed $8971.00; and furthermore, to
authorize the Chair and Executive Director to enter into an agreement for the same.

BACKGROUND:
During the last rainstorm that we had there was a leak noticed from the ceiling where the North and
South building adjoin. We called out a contractor immediately and he said to call the contractor back
that did the original work because it should still be under warranty. Omni Roofing came out repaired
the current problem and informed us that there was more work that needed to be done caused from
hail and that it should be taken care of right away. The repairs would consist of tearing off the old
shingles and ice and water shield, replacing them and seal the areas as needed. Therefore we obtained
3 bids for the repairs and they are attached.
RECOMMENDATION: Staff recommends reviewing the amounts listed: From Sox & Company
Construction, LLC in the amount of$750.00. D & B Home Improvements the bid is $1250.00 and
finally from Omni Roofs Incorporated the bid is $1750.00.
RECOMMENDED MOTION: Move to approve Sox & Company Construction, LLC that has
given us the lowest bid for the roof repairs not to exceed the amount of$750.00; and furthermore, to
authorize the Chair and Executive Director to enter into an agreement for the same.

BACKGROUND: Management would like to see a change in the appearance of the sign
area to give the front entrance better curb appeal and feel as you are driving on 40th Ave
NE. We have worked hard on this area in the past two years and now that it has become
more manageable we would like to see it done professionally. Curb appeal is what
creates a first impression and being that we feel the inside ofthe building is looking
better each day we would also like to see the exterior improve. This area is also over
grown and the weed barrier has deteriorated. With a new curb appeal we would
hopefully draw in more potential applicants.
Staff has obtained 3 bids for the front sign area to receive. The landscaping project
consists of adding 3 retaining walls and the existing rock removed. Mulch will be added
along with perennial flowers and/or shrubs, that would be low maintenance. Also on
each side of the driveway we are recommending to remove the rock and slope, mulch in
those areas to give a cleaner presentation. Any of the flowers that they remove, to be
thinned out, will not be discarded and will be utilized throughout the property. The first
proposal was received from Twin City Lawn Care and Landscaping in the amount of
$8,864.00. The second proposal was received from Villa Landscapes in the amount of
$8,987.55 and finally the last proposal was received from Noble Landscape in the amount
of$9,480.00. The funds for this project will be coming out of the South Building Capital
Fund Budget for FY2006.
Please note that due to the sprinkler system should a sprinkler line break or get damaged
during the project additional cost my be incurred.
RECOMMENDATION: Staff recommends approve the proposal from Twin City Lawn
Care in the amount not to exceed $8,864.00 for the new curb appeal project.
RECOMMENDED MOTION: Move to approve the proposal from Twin City Lawn
Care in the amount not to exceed $8,864.00 for the new curb appeal project, using Capital
Fund Budget for the South building fund #213-46340-5120.

TERMS AND CONDITIONS
1. Noble Landscape and Garden Center (Noble) will fumish all the material and perfonn all the labor complete in accordance with the proposal's
specifications on the reverse side. It is based on material prices as of the date of proposal. Material price increases or additional labor and
materials which may be required, resulting from unforeseen site conditions or from adverse weather conditions arising after the work has started
shall be extra.
2. Landscape Plans are diagrammatic, minor deviations not affecting cost may be required on site during installation based on site conditions and
unforeseen circumstances.
3. Noble's perfonnance may be excused or delayed when affected by weather, availability of materials or other cause beyond Noble's control. In
the event that size and variety of plant materials are not available locally, Noble reserves the right to substitute plants with those of similar
varieties and sizes.
4. Noble will have all the main utility lines for electric, gas, cable and telephone servicing the property located by contacting Gopher State One
Call.
5. Customer shall locate and clearly mark with spray paint, all other underground lines, wires, services or systems and property lines. This
includes but is not limited to high voltage electric lines, gas lines, telephone lines, drainage lines, and cable television lines servicing such things
as security systems, power and or heat to buildings, swimming pools, hot tubs, and other outdoor appliances, etc.
6. Any alteration or deviation from the specifications must be in writing, signed by both parties, describing the change and any increase or
decrease in the contract price.
7. All materials and labor guaranteed for one year from date of installation. Noble will re-supply once at no cost any tree, shrub, or evergreen
failing to grow during its first full year, provided that such failure to grow is not in Noble's opinion due to neglect or improper handling by
customer or due to pestilence, or disease occurring after installation.
8. Customer shall be responsible for loss, or damage to materials and installation due to theft, vandalism, weather conditions or other occurrences
beyond control of Nobie.
9. Owner to carry iire, tornado and any other necessary insurance upon work. Noble will carry Workman's Compensation and Public Liability
Insurance on work.
10. Customer shall pay a service charge of eight (8%) percent per year (or the higl1est legal rate if less than eight (8%) percent) on any amount not
paid within thirty (30) days of its due date. If the account is placed with an attorney for collection, customer shall pay all collection costs,
including reasonable attorney fees.
11. This is the entire agreement of the parties. It may be amended only in writing signed by the parties.
MECHANICS LIEN NOTICE
A. Any person or company supplying labor or materials for the improvement to your property may file a lien against your
property if that person or company is not paid for the contributions.
B. Under Minnesota law, you have the right to pay persons who supply labor and materials for this improvement directly
and deduct this sum from our contract price, or withhold the amounts due them from us until One Hundred Twenty
(120) days after completion of the improvement unless we give a Lien Waiver signed by persons who supply any labor
or materials for the improvement and who gave you timely notice.

DESIGN SERVICES

proposes to draw a landscape design for all elements discussed and agreed to by the parties. The design will be complete within 7-
10 days, thereafter Immediately available for homeowner review via scheduled design presentation.
As discussed, should the design be found inadequate or the cost estimate found to be inappropriate, Villa Landscapes will
voluntarily refund 100% of the $1,750.00 design/build down payment to the homeowner. Alternatelvely, when the homeowner
subsequently confirms their desire to enter Into an Installation contract of $3,500.00 or more, Villa Landscapes will credit 100% of
this design/build down payment to their current installation total, whereby there is effectively no design fee requirements for any
of the site evaluation, design recommendations, estimation, and presentation efforts. This fufllls our ambition and desire to
provide thorough analysis and well-qualified recommendations, along with additional landscape architectural expertise as
necessary to each and every homeowner, providing the best service we know how.
Villa Landscapes schedules project Installations on a first-come, flrst-selve basis. Your acceptance of this "good faith" agreement
immediately puts you on our installation schedule. Your timely review and acceptance of the plan and proposal is necessary to
expedite the processing of your order (i.e. color, shape, pattern and texture need to be known). 50% deposit payment will be

BACKGROUND: For the last couple of years we have been not been able to maintain the two large
air conditioner/heating units in Community Room B. A contractor did come and service the unit
working unit again this June and recharged it with Freon. The other one will not hold a Freon charge
and we are looking at replacing this unit with the fiscal year 2006, capital fund budget from the South
Building. There were three bids obtained for the replacement of one unit this year and the other unit
next year with the same fund.
The attached 3 bids obtained and use the contractor that is the lowest bid. There is one from Owens
Companies, Inc. in the amount of$17,600.00 and Boiler Services in the amount of$16,534.00 and
another from LBP Mechanical, Inc in the amount of$13,920.00.
RECOMMENDATION: Staff is recommending that the HRA Board approve the low bid from
LBP Mechanical, Inc. in the amount of$13,920.00.
RECOMMENDED MOTION: Move to approve the low bid from LBP Mechanical, Inc. not to
exceed the amount of $13,920.00; and furthermore, to authorize the Chair and Executive Director to
enter into an agreement for the same.

BACKGROUND: We have in the past looked into getting a discounted rate from Comcast for Cable
TV and the only way to get a reduced rate is to have 100% of the residents hooked up to Comcast and
some residents were not interested in obtaining cable tv.
We have completed an in house survey to find out how many people have cable, use the antenna or do
not have cable at all. We had a total of 60 people return the questionnaire to us and there are 41
people that use Comcast Cable TV, 18 people that use the antenna system and 1 person that does not
use any of the above.
Therefore, we did call out a contractor to educate us further and find out approximately how much
repairing or installing a new TV antenna system would cost. Due to the changes that will be coming

also would like to have you note that there is another option for the residents. That is where they have
been able to COilllect to the City network through Comcast Universal Hook up aod receive better
reception and get a couple more channels, this service is free. Attached you will find the one proposal
we obtained to give you an idea of the expense to replace the antenna system and allow for the digital
conversion.

Staff requests Commissioners consider extending the rent transition period for Park View Villa South
residents, living in 15 of the 45 units, because they will experience significant rent increases beginning
January 1, 2007 and as result may have to move. Moving would be difficult as all comparable properties
are more expensive to rent.
BACKGROUND: In 2004, as a consequence of annual revenue shortfalls at Park View Villa South, the
HRA implemented a 3-year plan to increase rents to ensure adequate revenues to pay the necessary
property operating and capital costs. As Commissioner's may recall, the cause of the shortfalls was the
fact that rents had not been increased for 10 years.
Consequently, new affordable rents were established based upon similar senior properties in Anoka
County. The plan called for moderate and level rent increases for current residents each year, over a
three-year transition period, with a final increase on January 1, 2007. It was anticipated when the plan
was put into effect that some residents would face steep increases upon the final increase in 2007. To
that end, the HRA encourage residents to apply for a rental unit in the North building if that would result in
a lower rent. On January 1, 2007 rent for a 1-bedroom apartment will be $545 per month, and rent for a
two bedroom will be $695 per month.
The attached table shows the rent each unit is currently paying, and the rent the unit will pay on January
1, 2007, as well as the amount and percentage of increase. Thirty of the units will experience a small
average monthly rent increase of $16 on January 1, 2007. The remaining fifteen will experience an
average monthly rent increase of $191.
Extended Rent Transition Period Alternative
In order to moderate the significant increases, staff recommends that on January 1,2007,2008 and 2009
that rents for each of the fifteen units increase annually 4.35%. This would result in an averaqe monthly
increase of about $16 in 2007. The following table projects the average monthly rent increase for these
units over the next 3 years.
Summary
Residents in fifteen of the forty-five units at Park View Villa South will experience an average monthly rent
increase of $191 on January 1, 2007. This could result in some residents having to move. Finding
another comparable place will be difficult since Park View Villa's rents are at the bottom end of the scale.
Therefore, in order to continue to serve the seniors of Columbia Heights, staff recommends the HRA
extend the rent transition period for these residents by increasing their rent each year on January 1,2007,
2008 and 2009, 4.35% or about $16 dollars per month. Thus allowing them to remain in their home at
Park View Villa South.
RECOMMENDATION: Staff recommends the Commissioner approve the extended rent transition period
alternative.
RECOMMENDED MOTION: Move to approve extended rent transition period alternative.

Staff requests Commissioners consider extending the current contract with Walker ElderCare Services, Inc.
(Walker) for one year. The contract extension would begin February 1, 2007 and end January 31, 2008.
Background
The contract between Walker and the HRA for management services of Parkview Villa began February 1,2004 and
will expire on January 30, 2007. Since the contract with Walker expires in six months the HRA has the choice of
extending the contract or preparing a request for proposal and soliciting for a new management company. Staff
recommends the HRA extending the current contract for one year for the following reasons:
1. Staff believes Walker's performance has been good. They have been thorough in the administration of the
operating and capital budgets, and have been effective in working with the Department of Housing and
Urban Development (HUD). Acknowledging the opinion of some Commissioners that the on-site manager
could do a better job, overall, the management of the property by Walker has been competent and of good
quality. Please note the property manager will be taking new position in mid July, and Walker will be hiring a
new manager. Before hiring a new manager Walker will be seeking some input from Commissioners on the
qualities and experience a new manager should possess.
2. The City Council is undertaking a significant number of projects. The projects include:
a. Parkview Redevelopment
b. Grand Central Lofts redevelopment
c. 40th and University redevelopment
d. 37th and Stinson redevelopment
e. 39th and Central redevelopment
f. Community Center Public Input Process
g. Heritage Heights redevelopment planning
h. NEI redevelopment planning
i. 10 - Year Comprehensive Plan
Administering the day-to-day responsibilities of the department along with these projects consumes a
significant amount of staff time. Preparing a request for proposal and soliciting for a new company will take
three to four months, and assisting a new management company during the transition requires a lot of staff
time over nine months. If the HRA decides to solicit for a new management company the City Council
would have to reprioritize the projects they want to achieve, as staff resources are not inexhaustible.
Walker is agreeable to the one-year extension. Please find attached the second amendment to the Management
and Maintenance Services Agreement.
Summary
Staff recommends the HRA extend the contract with Walker for one year because they have performed well, and
that the City Council is undertaking a significant number of projects that consume the majority of available staff time.
RECOMMENDATION: Staff recommends the HRA extend the Walker contract for one year under the same terms
and conditions of the current contract.
RECOMMENDED MOTION: Move to approve the contract amendment extending the contract for one year under the
same terms and conditions.

MANAGEMENT AND MAINTENANCE SERVICES AGREEMENT
WHEREAS, on February 1,2004, Walker ElderCare Services, Inc. ("Contractor") and
the Columbia Heights Housing and Redevelopment Authority ("Owner") entered into a
Management and Maintenance Services Agreement ("Agreement") for providing management
and administrative services for Parkview Villa NOlih and South located at 965 - 40th Avenue
NE, Columbia Heights, Minnesota; and
WHEREAS, pursuant to pamgraph B2 of said Agreement any changes shall be mutually
agreed upon by and between the Owner and Contractor and shall be incorporated into the
Agreement by written amendment; and
WHEREAS, Owner and Contractor desire to extend the term of said Agreement, as
evidenced by this written amendment.
NOW, THEREFORE, the parties hereto agree to amend said Agreement as set fOlih
below.
Paragraph "B.1.a Terms of Agreement" currently reads as follows:
The term of this Agreement shall be for three years beginning on the effective
date and continue in effect until 31 January 2007, unless terminated earlier
pursuant to Sections b. and/or c. below.
Paragraph "B.l.a Terms of Agreement" shall hereby be modified to read as follows:
The term of this Agreement shall be for three years beginning on the effective
date and continue in effect until 31 January 2007, unless terminated earlier
pursuant to Sections b. and/or c. below. Thereafter, unless terminated earlier, the
term of this Agreement shall be extended for a period of one (1) year begimling
on February 1, 2007 and continuing in effect until January 31, 2008.
All other terms and conditions of said Agreement shall remain in full force and effect as
