The City Manager made her aware of the cost of operating and maintaining the preschool room located in Murzyn Hall. The Superintendent is aware that charges may be forthcoming. Staff has to put together cost estimates for the use of Murzyn Hall space by the District # 13 preschool program. This program meets in the lower level of Murzyn Hall Monday through Friday from September through miElMay. To come up with an amount I have taken the budgeted cost per square foot from the 2006 JPM Space Allocation chart (see attached). This is $10.86 per square foot. This cost is used to charge specific departments for use of space for their specific time and programs. An example of this would be the senior citizen program. This budget pays for 60% of this space. The Recreation Department office is also another example. Each department budget pays for a portion of office space. The space used by the preschool program is approximately 1,288 square feet for just the classroom and storage areas they use. The total cost for this space would be $13,987.68. This estimate does not include their use of the main hall for their annual graduation ceremonies and holiday programs; their use of the kitchen for special projects; or the use of the Edgemoor Room for their annual circus and playtime. These events and programs also require practice time when the rooms are used. Murzyn Hall custodians are responsible for set-up, take down and clean up required for the special events. They also maintain this room on a daily basis. The preschool program also uses the Recreation Department copier. As of the first five months of this year the teachers have accumulated a total of 1,550 copies made. As this is about 10% of our use, it may be appropriate to charge them for 10% of the copier cost and maintenance agreement. This would be approximately $1,044.00. This does not include the cost of paper being used. The total yearly estimated amount would be $15,031.68 for the preschool's usage of Murzyn Hall. KW COUNCIL ACTION: Main Rec. Other than rental licensing, the Fire Department does not charge fees for any of these services. These types of services are in addition to the normal day to day activities of the department and require additional training and certification. Analysis/Conclusions: Proposed fees for fire reviews are based on the hourly wage and fringe of the Chief of $45.00 per hour. Most reviews will take no more than an hour. Areas that have a history of more detailed review are charged a second hour or more based on past experiences. Proposed inspection fees for schools, hotels, and daycares are set by state statute. Recommended Motion: Move to waive the reading of Resolution 2006- , there being ample copIes available to the public. TDD 763-706-3692 To: Walt Fehst, City Manager From: Gary Gorman, Fire Chief Subject: Proposed Fire Fee Schedule Date: April 12, 2006 I have looked at the activities performed by Fire Department employees and have concluded that many of the activities would be considered outside of our normal duties. These activities include assorted plan reviews, contract inspections, fire permits, and miscellaneous permits. I feel that in a department that has tight budgets, the costs for many of these activities should be passed onto the individual user in the form of fees. At this time, the Fire Department does not have any fee schedule other than rental property licenses. The costs of maintaining education and training for the full time staff to conduct these specialized inspections continues to rise. We end up using money that should be used for the training of the whole fire department to maintain our fire fighting certification levels. We could give the school, daycare, and hotel inspections back to the State Fire Marshal, but I believe this would be a bad idea. The State Fire Marshal only inspect schools and hotels once every three years. We conduct the school inspections annually which I believe provides a higher level of safety for our kids. I have been working closely with Community Development on this. A few years back, Mel gave all the fire permitting to the Fire Department. We have moved it back to Community Development since they have the permitting software, and the Building Official needs to have knowledge of all permits. I have proposed a Fire Review Fee that will cover our time of reviewing plans. This will be added to their building permit fee but is not part of the State Building Plan Review Fee. The fee would be coded to the Fire Department as revenue. At this time, I do most of the plan reviews. I have based the fee on my hourly rate, plus fringe, of $45.00. Most permits will be that amount since it will take an hour or less to review the plans. Reviews that usually take more time or have added inspections are charged a higher rate. I feel this is a fair and accurate way to charge since it is a reflection of our true costs. I have put together a Council letter, resolution and fee schedule for review. I would be happy to take this to a Council work session if you would like. Larry Pepin has stated he would also attend a work session to explain how the two departments are working together for a smooth and efficient permit process.
