RESOLUTION 83-1
RESOLUTION OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF COLUMBIA
HEIGHTS, MINNESOTA REGARDING A PROPOSED HOUSING DEVELOPMENT TO BE DEVELOPED
ON PROPERTY COMMONLY KNOWN AS THE UNIVERSITY AVENUE SCHOOL PROPERTY IN
CONJUNCTION WITH APPROXIMATELY 6.7 ACRES OF UNDERUTILIZED PROPERTY LOCATED
NORTH OF 40TH AVENUE N.E., AND SOUTH OF SAID SCHOOL PROPERTY.
WHEREAS, the City of Columbia Heights, pursuant to the Metropol itan Land
Planning Act of 1976 has prepared and adopted a Comprehensive Plan, and;
WHEREAS, the City of Columbia Heights Planning and Zoning Commission rec-
ommenddd to the City Council by Resolution 81-5, Adoption of ,the Comprhensive
Plan at a publ ic hearing held June 2, 1981, and;
WHEREAS, said plan specifically addresses vacant school sites and their
development potential, and;
WHEREAS, said plan recommends that any plan proposals for the University
Avenue School Property should include the underutil ized tract of land immeMiately
to the south and adjacent to the School site, and;
WHEREAS, said plan recommends that the best use of the subject site is for
residential development, and;
WHEREAS, said plan indicates the most feasible method of development for
the site would be a Planned Unit Development, and;
WHEREAS, said plan indicates that a townhouse and/or condominium development
would be compatible with the existing neighborhood, allow modest cost home owner-
ship and achieve reasonable density, and;
WHEREAS, a housing developer has approached the City through its Housing
and Redevelopment Authority regarding development of the subject site, and;
WHEREAS, the Housing and Redevelopment Authority in and for the City of
Columbia Heights is presently working with a developer to assist him in the
development of the subject site, and;
WHEREAS, on March 8, 1983 the Housing and Redevelopment Authority in and for
the City of Columbia Heights passed Resolution 83-2, Findings and Determinations
by, and Resolutions of, the Housing and Redevelopment Authority in and for the
City of Columbia Heights, Minnesota relative to and approving: 1) A Redevelop-
ment Plan and Redevelopment Project Area for a Housing Project within the City
of Columbia Heights, Minnesota entitled "University Avenue Housing Project" dated
February 23, 1983 and 2) a Tax Increment Financing Plan, and;
WHEREAS, Resolution 83-2 states that the Planning and Zoning Commission shall
forward to the Authority a written opinion in regard to the proposed developmeht's,
conformance with the City's Comprehensive Plan.
NOW, THEREFORE BE IT RESOLVED, the Planning and Zoning Commission of Columbia
Heights finds the proposed development to be consistent with the City's Compreh-
ensive Plan.
