RESOLUTION 79-q
FINDINGS AND DETERMINATIONS BY, AND RESOLUTIONS OF, THE HOUSING AND REDEVELOPMENT
AUTHORITY OF COLUMBIA HEIGHTS, MINNESOTA RELATIVE TO AND AMMENDING AN APPROVED
REDEVELOPMENT PLAN AND REDEVELOPMENT PROJECT AREA FOR A COMMERCIAL BUSINESS
DISTRICT REVITALIZATION PROGRAM IN COLUMBIA HEIGHTS, MINNESOTA, ENTITLED
"DOWNTOWN C.B. D. REVITALIZATION PLAN", DATED MARCH 2, 1977.
WHEREAS, the Housing and Redevelopment Authority of Columbia Heights,
MN herein called the "Authority" adopted a redevelopment plan and project area
entitled "Downtown C.B.D. Revitalization Plan" on June 14,1977 (Resolution 77-16)
and,

WHEREAS, this plan was recommended for approval by the Downtown Development
Council on June 15, 1977 (Resolution 77-27) and was found to be consistent with
the land use and related planning objectives of the city by the Planning and
Zoning Commission on June 28, 1977 (Resolution 77-1) and subsequently adopted
as the city's official redevelopment plan for the downtown Central Business
District by the City Council on August 3, 1977 (Resolution 77-46), and,
WHEREAS this plan was prepared in accordance with the provisions of
Minnesota Statutes 462.411 (Minnesota Housing and Redevelopment Authority Act), and,
WHEREAS on the 16th day of September 1977, the County Auditor of Anoka
County for purposes of utilizing the financial tool of tax increment financing,
certified the values as of August 1977 on the real property identified within
the development district presented in the Downtown Revitalization Plan dated
March 2, 1977 and,
WHEREAS, on May 10, 1978 the City/H.R.A. entered into an agreement with the
Columbia Heights Development Consortium, herein known as the developer, for the
exclusive right to negotiate a development project within a section of our downtown
C.B.D. and,
WHEREAS in a letter to the Authority dated April 30, 1979, the developer
advised this board of its intentions to proceed with negotiations required to
reach a total development agreement with the City/H.R.A. of Columbia Heights, MN
for a project consisting of elements therein described and,
WHEREAS, the land required by the developer for this proposed project
as described in this letter included a section of Block 5, lot 12, Reservoir
Hills Addition included in the legal description of LaBelle Park and,
WHEREAS, this portion of Block 5, Lot 12, Reservoir Hills Addition indicated
on the enclosed map was obtained by the City on October 25, 1963
as tax forfeited property and not obtained or improved with Federal funds
appropriated for the improvement of LaBelle Park.
NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of the Haasing
and Redevelopment Authority of Columbia Heights, MN that this property as indicated
by the enclosed map (yet to be legally described) be included in the Development
District as presented in the "Downtown C.B.D. Revitalization Plan", dated March 2,
1977 in accordance with the provisions of MN Statutes 462.525, Subd. 6 (modification
of plan) and that this ammendment be conditioned on the following:
1. A determination by the Planning and Zoning Commission of Columbia
Heights, MN that this ammendment is consistent with the comprehensive
land use plan for the City.
2. That this plan modification be approved by the City Council of
Columbia Heights, MN.
3. All necessary governmental entities involved with removal of
Park property from the public be advised of this action and any
authorization required from same be obtained.
