RESOLUTION 79-1
RESOLUTION OF THE PLANNING COMMISSION OF TIlE CITY OF COLUMBIA HEIGHTS, MN PRESENTING
THE OPINION OF THE PLANNING COMMISSION ON AM1~lENDING AN APPROVED REDEVELOPMENT PLAN
AND REDEVELOPMENT PROJECT AREA OF TilE HOUSING AND REDEVELOPMENT AUTHORITY OF
COLUMBIA HEIGllTS, MN ENTITLED "DOWNTOWN CBD REVITALIZATION PLAN" DATED MARCH 2, 1977.
WHEREAS, on June 24, 1977, the Housing and Redevelopment Authority of Columbia
Heights, MN adapted a reelevelopment plan and redevelopment project area entitled
"Downtown CBD Revitalization Plan" elateel March 2, 1977 which was recommended for
approval by the Downtown Development Council on June 15, 1977, found consistent
with the land use and related planning objectives of the City by the Planning &
Zoning Commission on June 28, 1977 and subsequently adapted as the City's official
redevelopment plan for the downtown central business district by the City Counei 1
on August 3, 1977, and
WHEREAS, pursuant to MN Statutes 462.411 the redevelopment district out lined
in the plan set forth the boundaries of the downtown project area in which the
financial tool of tax increment financing can be utilized, and
WHEREAS, the Columbia Heights Development Consortium, herein known as the
developer, provieled in a letter dated April 30, 1979 a rellevelopment project for
the elowntown area anel their intention to proceed with negotiations required to
reach a total development agreement with the City/HRA of Columbia Heights, MN, and
WHEREAS, the land required by the developer for this proposed proj ect as elescribeel
in this letter included a section of Block 5, Lot 12, Reservoir Hills Addition
includeel in the legal description of LaBelle Park, and
WHEREAS, this portion of Block 5, Lot 12, Reservoir Hills Addition indicateel
on the enclosed map was obtained by the City on October 25, 1963 as tax forfieted
property and not obtained or improved with Federal funds appropriated for the
improvement of LaBelle Park, and
WHEREAS, the Park Board of Columbia Heights, MN at a Special Meeting held on
May 23, 1979, moved that the portion of LaBelle Park required for the downtown
redevelopment project as indicated on the attached map, be taken from park land and
included on the redevelopmcmt district, and
WHEREAS, the Housing and Redevelopment Authority on May 22, 1979, by Resolution
79-9 resolved that this property be included in the Development District as presented
in the "Downtown CBD Revitalization Plan" dated March 2, 1977, contingent upon a
determination by the Planning and Zoning Commission of Columbia Heights, MN that this
ammendment is consistent with the comprehensive lanel use plan for the City and that
the plan modification be approved by the City Council, and
WHEREAS, it is necessary that any ammendment to the established redevelopment
district be consistent to the goals and objectives of the City's Comprehensive Plan.
NOW THEREFORE BE IT RESOLVED, by the Planning and Zoning Commission of the City
of Columbia Heights, MN that having reviewed the proposed redevelopment district
ammendment and related this ammendment to the goals and objectives of the Comprehensive
Plan, it is the opinion of this commission that:

1) The proposed addition of property ~ot 5, Block 12, 13,189.5 sq. ft.) legally
described as part of LaBelle Park anel specified on the attached map be reconunended
to the, City Council for inclusion into the redevelopment elistrict as outlined
in the "Downtown CBD Revitalization Plan" and
2. That this plan modification is found by this board to be consistent with the
Comprehensive land use plan of the City of Columbia Heights, MN.
