RESOLUTION ADOPTIN G THE CITY OF COLUMBIA HEIGl-ITS
COMPREHENSIVE PLAN (MUNICIPAL PLAN), PROVIDING FOR
THE ANNUAL REVIEW THEREOF, AND PROVIDING FOR THE
INTEGRA nON OF CAPITAL IMPROVEMENT PROGRAMMIN G
AND PHYSICAL DEVELOPMENT THEREWITH.
WHEREAS,
I-he City Planning Commission has outlined the goals
Columbia Heights should set for itself within the
foreseeable fut-ure; and
the Planning Commission aHer sludy and review has
developed a comprehensive, long I-erm general plan,
incorporating therein land use and circulal'ion pro-
posals, standards of populal'ion density and distribul'ion,
communily facility proposals, and supporting maps,
diagrams, standards, charts, and descripl'ive materials
to guide the physical development of lhe City of
Columbia Heights; and
the Planning Commission recognizes the need for a
plan which will serve as a guide for I-he Planning
Commission and I'he City department's in making
recommendations and conducting more specific studies,
will provide a framework wii-hin which to develop
policy for zoning, subdivision regulal'ion, and renewal,
and will provide a source of informal'ion and a state-
ment of public policy and goals I'hat will aid the
public officials and cii-izens of Columbia Heights in
making decisions regarding the proper development of
the city; and
the Planning Commission has carefully considered this
general plan and finds that a consl'itutes a suaable,
logical, and l'imely plan which will advance the Cay
towards the achievemenl of il-s goals for developmenl;
and
the City Council ul'ilizes the assislance of lho Planning
Commission in mat-l'ers of policy relating to the develop-
ment of the community; now therefore be il

RESOLVED: that lhe Planning Commission of the City
of Columbia Heighl-s hereby approves and adopt-s the
comprehensive plan of the Cily as developed and pre-
pared by the Planning Commission.

FURTHER RESOLVED: I"hat in order thaj.j.he Com-
prehensive Plan shall al. all times be currenl with the
needs of the City of Columbia Heights and shall
represent i.he best I.hinking of the Council, Planning
Commission, ar.>d boards, commissions, and deparl"meni"s
in I"he lighl" of changing condil"ions, I"he Planning
Commission shall annually review the Plan and
recommend exl"ensions, changes, or addilions 1"0 I"he
Plan which I"he Commission considers necessary.
Should ihe Commission find I"hal" no changes are
necessary, I"his finding shall be reporl.ed. This review
procedure shall be limed so I"hal" any proposed amend-
menl"s to I"he Comprehensive Plan shall be reporl"ed
1"0 I"he Counci I for its consideral"ion along wil"h I"he
regular annual reporl. of I"he Planning Commission.
FURTHER RESOLVED: I"hal I"he Planning Commission
shall incorporal.e all plans, maps, dal"a, charj.s,
improvemenl proposals, and ol"her mal"erials nol"
originaling from I"he Planning Commission inl"o I"he
Comprehensive Plan as il" deems necessary and
desirable. All developmeni"s or developmeni. plans
approved by i.he CiI"y Council which are nol" in con-
formil"y 1"0 I"he Plan shall be considered as amendmenl"s
1"0 I"he Plan and shall be so nol"ed by I"he Planning
Commission.
