The Zone 7B Street Rehabilitation improvement area is bounded by University Avenue Service Drive on the east, 37th Avenue on the south, California Street or Main Street on the west, and 45th Avenue on the north. The Zone lA improvement area is bounded by Reservoir Blvd on the east, 37th Avenue on the south, Central Avenue on the west, and 45th Avenue on the north. A Public Improvement Hearing was held on March 6th, 2006, where the City Council ordered the Improvements. Final plans and specifications where prepared and the project was publicly bid. Three bids where opened on Thursday, May 11th. Midwest Asphalt submitted the low bid for the Zone 7B/I A Street Rehabilitation Program, in the amount of $ 1,839,831.96. This represents a 13.3% increase over the Engineer's Estimate presented at the feasibility report and Improvement Hearing stage and a $215,000 increase in costs. The increase in costs can be directly attributed to the increase in petroleum-based products such as asphalt and fuel. The increase in asphalt for the project alone is approximately $ I 07,000, with the other cost increases attributable to trucking (fuel). Analysis/Conclusions To fund the cost overage, staff recommends a 50/50 share between assessments and the City of Columbia Heights' Infrastructure Fund. This would result in approximately a 10% increase in the proposed assessment rates originally presented in the feasibility report and at the Improvement Hearing in March. The City Council called for a new Public Improvement Hearing at the May 22, 2006 meeting. The purpose of this hearing is to adjust the proposed assessment rates. Attachments: Resolution 2006-64, Map, Public Hearing Notice I COUNCIL ACTION, RESOLUTION NO. 2006-64 BEING A RESOLUTION FOR A NEW PUBLIC IMPROVEMENT HEARING FOR ZONE 7B AND lA STREET REHABILITATION CITY PROJECT - NO. 0502 WHEREAS, the City Council has adopted a Street Rehabilitation Program which divides the City into seven zones, and WHEREAS, pursuant to Resolution No. 2006-12, a report has been prepared by the Director of Public Works with reference to the Zone 7B and lA area of the Street Rehabilitation Program, and WHEREAS, State Statute 429.031 requires a new public hearing when increasing assessment amounts WHEREAS, Zone 7B is bounded by California Street to University Avenue, from 37th Avenue to 45th Avenue. WHEREAS, Zone lA is bounded by Central Avenue to Reservoir Blvd., from 37th Avenue to 45th Avenue. WHEREAS, the report provides information regarding whether the proposed project is feasible, necessary and cost effective, and NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF COLUMBIA HEIGHTS, MINNESOT A 1 . The Council will consider the improvement of such streets in accordance with the report and the assessment of abutting or benefited property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $1 ,839.831.96. 2. A public hearing shall be held on such proposed improvement on the 5th day of June, 2006, in the City Council Chambers at 590 40th Avenue N.E. at 6:30 P.M. and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law. The improvements are to be specially assessed on an area, or frontage basis, or combination thereof against abutting and non-abutting properties and tributary to said improvements, or served by said improvements.
