ADJOURNMENT Walter F ehst City Manager CITY COUNCIL LETTER Meeting of: 3/6/06 AGENDA SECTION: ZONES 7B AND lA PUBLIC ORIGINATING DEPARTMENT: CITY MANAGER IMPROVEMENT I-IEARING PUBLIC WORKS ITEM: PUBLIC HEARING: IMPROVEMENTS FOR BY: K.Hansen~ BY: THE 2006 ZONES 7B AND lA STREET DATE: 3/2/06 DATE: REHABILITATION PROGRAM Background The City Council accepted the feasibility report and ordered an Improvement Hearing for March 6th at their meeting of January 23, 2006. The original Zone 7 area includes California Street to University Avenue, from 37th Avenue to 45th Avenue and University Avenue Service Road to Central Avenue from 37th Avenue to 40th Avenue. The original Zone 1 includes Central Avenue to Reservoir Blvd from 37th Avenue to 47th Avenue. Based on earlier discussions with the City Council Zone 7 and Zone 1 were each divided into two areas. Zone 7A was rehabilitated in 2004. Zone 7B and lA is proposed for rehabilitation in 2006. Zone IB will be considered for rehabilitation in 2007. The Zone 7B Street Rehabilitation improvement area is bounded by University Avenue Service Drive on the east, 37th Avenue on the south, California Street or Main Street on the west, and 45th Avenue on the north. Zone lA Street Rehabilitation improvement area is bounded by Reservoir Blvd on the east, 37th Avenue on the south, Central Avenue on the west, and 45th Avenue on the north. Staff held an Informational Meeting February 16, 2006 at City Hall from 6:00 P.M. to approximately 8:00 P.M. Copies of the Feasibility Reports were available to the public at this meeting. All other streets in Zone 7 not rehabilitated in 2004 or 2006 are proposed for seal coating in 2007. All other streets not rehabilitated in Zone lA are proposed for seal coating in 2006. Analysis/C 0 nclusio os: Distributed at the January 23,2006 regular City Council meeting was the Feasibility Report that details the scope of work and estimated costs for Street Rehabilitation in Zones 7B and lA. The report details the rehabilitation strategy for Full Reconstruction, Partial Reconstruction and Mill and Overlay. The report recommendations for Zones 7B and lA are summarized below: . Rehabilitation Strategies: Staff utilizes three methods in evaluating the condition of the street and then determining the appropriate treatment. These recycling methods are best suited for work on roads without utility construction work or curb and gutter. The in-place recycling methods grind up the existing paving and base materials and leaves those materials in place as new base. A bituminous mat is paved over the ground up materials. Excavating within the street area to facilitate utility installation would disturb and possibly contaminate the new base. Also, with cold in-place recycling, the new bituminous mat raises the elevation of the roadway usually making it incompatible with the curb and gutter. Therefore, these strategies are not recommended by staff. · Utilities Replacement: Utilities have been reviewed in Zones 7B and lA and the attached map represents where staff is recommending replacement and/or repairs. Staff utilized in-line televising, history of water main breaks, leakage testing (independent testing), and previous engineering reports in determining utility replacements. A summary of the staff recommended improvements follows: . Sanitary Sewer: The lateral and trunk lines have all been cleaned and televised in Zone 7B and lA and the manholes have been inspected. Only minor repairs are needed on the manholes. . Storm Sewer: Minor storm sewer extensions are recommended to help alleviate the surface ponding on Edgemoor Place and localized flooding on 42nd Avenue. Minor work on catch basins and pipe within the construction area will be conducted where necessary. . Water Main: Water main replacement is recommended in Zone 7B to address age of pipes, history of water main breaks, and inadequate sizing. Due to the age of pipe (19 I 6), lateral lines are recommended for replacement, on the following streets: 2nd Street, 37th Avenue to 40th Avenue and 2 Yz Street, 37th Avenue to Edgemoor Place. A section of undersized main (4" pipe) on Edgemoor Place from 2Yz Street to 3rd Street will also be replaced. Staff is also recommending evaluating the water service lines in these three streets and replacing any service lines that are sub-standard. Assessment Methodology: Street Rehabilitation Zones 1,2 and 3 all followed the existing assessment policies for each area. Under the 1999 Alley Construction Program and the Zone 4 through 7A Street Rehabilitation Program, a "unit" assessment methodology was employed rather than using a "front foot" rate basis. The area of Columbia Heights west of Central Avenue is essentially a block type development pattern with streets and avenues. The existing assessment policy for this area would involve "street" assessments and "avenue" assessments. The "street" frontage (typical front of property or where driveway access is) would pay a particular rate for the full frontage for that type of treatment (mill & overlay or full reconstruction, for example) used on that street. That same parcel would pay a reduced rate for the avenue for the full frontage. Staff is recommending a unit basis assessment methodology in reconstruction areas as it has been my experience that the court system has accepted this rationale from an appeal basis, in that residential parcels generally benefit equally from the same improvements. Going to a unit basis methodology would still create different rates for half a block; dependent upon the type of treatment the adjacent avenues receive. . Financing: Street Rehabilitation The estimated construction costs are as follows: 1. Full street reconstruction $ 631,800. 2. Partial street reconstruction $ 194,600. 3. Mill and overlay $ 279,200. 4. Utilities $ * Project funding is proposed as follows: o Assessments o Infrastructure Fund: o Sanitary Sewer Fund: o Water Construction Fund: $ 765,600. $ 340,000. $ * $ * * The costs and associated funding for utility work will be determined during the final design. ~ Past Assessments: Zone 7B does not have areas that have had improvements assessed in the recent past. Both 43rd Avenue and 45th Avenue were improved as part of the Zone 1 street rehabilitation program in 1997. Several properties assessed for the work done in 1997 have an avenue assessment for the proposed work. Staff typically marks these in the field prior to construction so that any issues or replacements can be discussed with abutting property owners. Attachments: Resolution Informational Meeting Agenda Assessment Rates Maps Public Improvement Hearing Notice I COUNCIL ACTION: RESOLUTION 2006-31 BEING A RESOLUTION ORDERING IMPROVEMENT AND THE PREPARATION OF PLANS FOR ZONES 7B AND lA STREET REHABILITIA TION CITY PROJECT 0502 WHEREAS, Resolution 2006-12 of the Columbia Heights City Council adopted the 23rd day of January, 2006, fixed a date for a Council hearing on the proposed improvement bounded on University Avenue on the east, 37th Avenue on the south, California and Main Street on the west, and 45th Avenue on the north, and Reservoir Blvd on the east, 37th Avenue on the south, Central Avenue on the west and 45th Avenue on the north, AND WHEREAS, ten days' mailed notice and two published notices of the hearing a week apart were given, and the hearing was held thereon the 6th day of March, 2006, at which all persons desiring to be heard were given an opportunity to be heard thereon. WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, MINNESOTA: 1.
