PREDEVELOPMENT COSTS SARNA RESTAURANT Below is a list of costs that will be incurred by Developer to place the property to be purchased ii'om the City of Colnmbia Heights in "developable" condition. Developable condition means that the Developer will acquire property, pull the building permit and commence construction without any extraordinary or additional conditions required to construct is project. Below is a list of what we believe the costs are for this land acquisition pre-development: I. Land Acquisition Cost $75,000.00 2. Demolition Costs, includiug soil correction, rcmediatiou, hclical Jlure foundation systcms a. Estimate from Frattalone Companies including earth work, NPPES permit, demolition, earth retention system in the nOlthwest corner of the property, soil correction, dewatering, back fill, islands, etc. "' $96,550.00 b. Estimate from Atlas Foundation for concrete filled pipe piles (74 units). $59,590.00 c. Estimate from Seviola Construction for grade beams and structural floor SUppOltS in connection with pure foundation systems. $30,000.00 d. Additional Value Engineering for pier foundation/ building. $5,000.00 e. Removal and disposal of contaminated soils (estimate) $5,000.00 *Note that there is potential for a $40,000.00 increase to the bid for excavation four feet under building foot print and replacing the same with sand. If required, the bid amount will be increased $40,000.00. The bid does not inclnde approximately 3000 cubic yards of sand nnder the sidewalk and portions of the parking lot. The bid amount will be increased ifthe sand is required. 3. 3901 Lookout Placc - ME Global. Developer to provide alternate access onto Lookout Place propelty and other requirements of ME Global $12,500.00 4. 334 - 40th Avenue. Cost to complete various improvements to tlle Gondek property required by Gondek (gate and driveway improvements) $3,250.00 5. Utilities a. Removal of existing telephone lines on west side of the property and relocation to an easement area within the vacated portion of University Avenue which would be retained by the State. Removal and relocation of existing utility lines running along vacated Lookout Place. Pursuant to bid from Excel Energy. $25,000.00 b. Removal and relocation of existing gas line which serves ME Global propeliy currently located within the University Avenue turnback property. Pursuant to bid from CenterPoint Energy $9,700.00 c. Engineering Costs for drawing utility plans, relocation of utilities. Pursuant to bid from Roger Nelson $3,000.00 d. Qwest telephone lines to be relocated. Pursuant to bid from Qwest. $6,500.00 6. Survey Costs. Survey the location of all the properties and the vacated portions of University Avenue (Kurth) $6,500.00 7. Attorney Fees for negotiating documents with Gondek, MGS Building relocated utilities, etc. (Barna, Guzy & Steffen) $7,500.00 8. Cost to assemble all existing parcels into one lot/plat (Kurth) $3,000.00 9. Cost to move and relocate and oversize existing sanitary storm sewer per City of Columbia Heights $37,400.00 10. Cost to remove and relocate existing alley on the property (Classic Construction) $16,845.00 II. Cost to remove and relocate the existing ail' raid siren (Developer) $2,750.00 12. Redevelopment Fees paid to the City $3,600.00 13. Environmental Audit (old gas station site), including Minnesota Pollution Control Application, Phase I, Phase II, drilling environmental contaminated area, cost for soil and ground water testing, predemolition inspection and preparation of Development Response Action Plan (proSource Technology) $10,400.00 14. Vapor Barrier for building required as a result of contaminated soil from old gas station site. $5,000.00 15. Soil Testing/Pre and Post Soil Correction (Pat Hines) $5,000.00 16. Title Evidence/Commitment $800.00 17. Construction of new driveway approach and curb closures at ends of vacated streets (Classic Construction) $7,560.00 18. Construction of new public sidewalk east property line (Classic Construction) $6,825.00 TOTAL COST FOR REDEVELOPMENT OF THE PROPERTY TO PLACE THE PROPERTY IN A "DEVELOP ABLE CONDITION." $417,270.00 Note that the costs listed above do not include any of the bricks and mortar, cost for constructing the improvements, engineering costs for preparation of all the proposed plans and other costs associated with this development, nor does it include the cost to purchase the propelty located in the NOlthwest corner ofthe site currently owned by the State of Minl1esota. SUBTOTAL AS OF JANUARY 19, 2006 $417,270.00 THE ABOVE COSTS ARE BASED UPON QUOTES WHICH WE RECEIVED FROM ALL SUBCONTRACTORS TO DATE AND REPRESENT A VERY CLOSE ESTIMATE AS TO WHAT OUR TOTAL COST IS FOR ACQUISITION OF THIS LAND AND PREDEVELOPMENT COST FOR THIS PARCEL. 301741_1 SOIL CORRECTION COSTS SARNA RESTAURANT Below is a list of costs to be incurred by developer for soil correction to correct existing site soil conditions prior to incurring any of the other predevelopment costs. Please note that these revised numbers are based upon Developer agreeing to revise all plans to delete the proposed basement on the property and construct a slab-on grade restaurant. Based upon previous bids, if a basement is constructed, additional soil correction costs would exceed $300,000.00. Below is an estimate of additional soil correction costs which would be incurred by Developer related directly to soil correction only based upon bids and re-bids by Fraitalone Companies and Atlas Foundation Co. 1. Additional costs for subsurface exploration required by geotechnical engineer for entire site $5,000.00 2. Frattalone Companies cost for furnishing and installing 500 cubic yards of sand under sidewalk and wall back fill $6,000.00 3. Cost of74 concrete filled pipe piles 30 feet deep $59,950.00 (Bid by Atlas) 4. Estimate for grade beam and structural floor supports in connection with installation of concrete filled pipe piles. $30,000.00 5. Additional value engineering for concreted filled piles for the foundation of the building $5,000.00 6. Removal and disposal of contaminated soils on site. $5,000.00 7. Environmental Audit (old gas station site), including MilUlesota Pollution Control Application, Phase I, Phase II, drilling of envirOlllilental contaminated area, costs for soil and groundwater testing, predemolition inspection in preparation for Development Response Action Plan from the MPCA ( Bid from proSource Technologies) $10,400.00 8. Costs to install a vapor barrier for building required as a result of contaminated soil located at the old gas station site $5,000.00 TOTAL $126,350.00 Note that the above bids from Frattalone and Atlas, copies of which are attached hereto, do not include any additional costs for engineering, soil testing inspections, permits, utilities, cost for utility relocation, site preparation and all site demolition. Note also that the Fraitalone bid does not include a potential $40,000.00 in additional cost for the excavation and removal of four feet of existing soil under the proposed building footprint and replacement of the smne with sand. If the geoteclmical engineers reconunend removal and replacement with sand under the building footprint along with concrete filled pipes, then in such event, our soil correction cost may increase up to $40,000.00. 313512_1
