The following is the agenda for the SPECIAL meeting ofthe City Council to be held at 6:30 p.m. on Monday,
January 30,2006 in the City Council Chambers, City Hall, 590 40th Avenue N.E., Columbia Heights, MN.

BACKGROUND: On February 28, 2005, an emergency ordinance was established, creating a
moratorium on auto lot dealerships in the GB, General Business District throughout the City of Columbia
Heights. The moratorium was created to help facilitate the aesthetic value of Central Avenue. Mimlesota
State Statutes have been recently changed, decreasing the maximum time allotted for a moratorium from
18 months to 12 months. Therefore, the cun-ent Auto Lot Moratorium may not be extended. The original
moratorium expires on February 28, 2006.
The proposed amendment to the GB, General Business District would require a Conditional Use Permit
(CUP) for all new or used car dealerships established within the GB District. The ordinance relating to
auto dealerships in the GB District will be filliher studied for a longer-term solution.
RECOMMENDATION: City StaffrecOlmnends that the City Council approve the requested zoning
amendment.
RECOMMENDED MOTION:

Chapter 9, A1iicle I, Section 9.110 (E) of the Columbia Heights City Code, is proposed to
include the following additions and deletions.
