REQUEST FROM CLASS OF 1976 FOR DISCOUNTED RENTAL RATES Attached is a letter from Roxanne Sorenson, Class of 1976, requesting the Columbia Heights resident discount of25% off their rental date of August 5, 2006 for their 30 year Columbia Heights class reunion. B. REQUEST FROM RESIDENT CARRIE DAY ASPINWALL Attached is a letter from Carrie Day Aspinwall resident at 1407 46th Ave NE. She has concerns about activity going on at Keyes Park. 6. City of Columbia Heights Park and Recreation Commission February 23, 2005 Eileen Evans called the meeting to order at 6:31 p.m. ROLL CALL Members present: Eileen Evans; Jerry Foss; Tom Greenhalgh; Bruce Kelzenberg; Gary Mayer; David Payne; Marsha Stroik; Keith Windschitl, Recreation Director; Kevin Hansen, Public Works Director/City Engineer Also present: Liz Bray, Kay Stickler Excused Absent: Kevin McDonald Absent: None APPROVAL CONSENT AGENDA Motion to approve consent agenda by Payne and second by Greenhalgh. All ayes, motion carried. LETTERS AND REQUESTS REQUEST FOR SUMMER YOUTH PROGRAM MURAL Liz Bray discussed the proposal of creating a mural during one of the summer youth recreation programs. The mural would be done by a professional artist and paid for by the 21st Century grant. The mural theme would be the history of the City of Columbia Heights. The Commission discussed the location ofthe mural. Commission members felt it should be painted onto a canvas so that it could be moved around the City. Motion to approve the mural provided it be done inside a park building or on a canvas and that the proj ect be paid by the 21 st Century grant by Greenhalgh, second by Payne. All ayes, motion carried. PUBLIC HEARING FOR DNR GRANT APPLICATION FOR HUSET PARK Chairperson, Ilene Evans, informed the Commission of the public healing for the DNR grant application for Huset Park. Public Works Director/City Engineer, Kevin Hansen discussed the improvements that are to be included in the grant application for Huset Parle The proposed plan has had community input from the Huset Neighborhood Association and the plan has been very well received by the community. Proposed redevelopment would better utilize the space PAGE 2 of Huset Park. Huset Park is the City's largest park at 30 acres. Financing has been the largest problem for this project. The total cost breakdown for this project is $2.5 to $3 million. Some of this project could get done from roadway improvements. These improvements would be completed with a phased in approach. The first phase of this project would cost $1.7 million. The date for these improvements to be started within Huset Park would be in 2006. Maximum grant application is $250,000. One ofthe items included in the first phase would be a walking trail. Some of the big-ticket items would not be included right away. Chairperson, Ilene Evans opened up the public hearing for the Huset Park Plan. Resident, Kay Stickler, Co-Chair ofthe Huset Neighborhood Association indicated that the neighborhood group has been very supportive of the Huset Park plan. She indicated that the new plan has many of the amenities that the group has wanted to see in Huset Park. Members she has shared the new plan with have been very happy to see it. Chairperson, Ilene Evans opened up the public hearing to the Commission Members. Commission Member, Marsha Stroik asked why this would not be started until 2006. Public Works Director/City Engineer stated that some of these improvements would be done with the roadway improvements that would be done at this time. Commission Member, Dave Payne, asked about the park bench donation program. Public Works Director/City Engineer indicated the benches cost about $800 that is donated by the public. The City puts a plaque on each bench and does the installation. Motion to recommend application of the DNR grant for Huset Park and to apply for grant money in phases starting with phase one in 2005 by Payne, seconded by Greenhalgh. All ayes, motion carried. REPORTS RECREATION DIRECTOR Recreation Director, Keith Windschitl, informed the Commission that we are currently working on replacing the Clerk Typist II position and the Recreation Coordinator position. Recreation Director, Keith Windschitl, informed the Commission that we are working on the fees for park rental and fees for the neighborhood event wagon. We will continue working on this and bring a proposal back to the Commission. PAGE 3 PUBLIC WORKS DIRECTOR/CITY ENGINEER Public Works Director/City Engineer, informed the Commission that we closed the warming houses in the parks this year due to budget cuts and a Columbia Heights resident had opened the warming house at Ostrander Park this year for his hockey team to use. COMMISSION MEMBERS Commission Member, Tom Greenhalgh asked about getting lights at Prestemon Park before we lose Huset 5, the only adult field with lights. Recreation Director, Keith Windschitl indicated that new lights would cost approximately $60,000 to $70,000 to put on that field. It would be an asset to have this done prior to tearing up Huset Park. Commission Thank you Mr. Windschitl for allowing me the opportunity to address our Park and Recreation Commission. I have lived at 1407 46th Avenue NE in Columbia Heights for the past 15 years. My husband and I both work for the City of Minneapolis, he is a Stationary Engineer:and myself coordinate the City's Department of Justic Crime Prevention programs for the Phillips and Northside neighborhoods. We have two sons, one 15 and the other 23 who is currently serving in Iraq. I am writing to present my concerns regarding the basketball hoop located at Keys Park. This basketball hoop is part of the parking that is suppose to provide parking to residents wanting to utilize the park. Unfortunately, over the past four years, this basketball hoop has drawn a number of concerns for the surrounding residents. Huge crowds of youth congregate at this site, some of them actually playing basketball, others engaging in drug use (smoking marijuana), others littering, urinating in the bushes that surround the parking lot area,and most annoying, swearing and creating a nuisuance. I live directly across the street from this facility and daily (typically while we are eating our supper), the youth begin to congregate and the nuisance begins. It is quite unfortunate that while we are trying to instill good values in our children, that others do not feel the same way. For the neighbors around us, we draw much concern. We have two vunerable adults living in the immediate area and have been victimized by these youth on two difference occasions last year. One youth actually combated his way right into the Iivingroom of one elder and the other elder (whom has quite a challenging mental deficiency and we look in on) has been approached a number of times, by these groups of youth asking her for money. We have more than one occasion had to go out and approach this group and ask them to leave. Cutting through our yards has increased and my vehicles, which I park directly in front of my home, have been vandalized twice, once just riffled through my things and the second they actually stole my car stero. Our immediate next door nieighbor was so fed up with all this activity that he went over and took the backboard and hoop directly off the pole. Hoping for some relief. We have worked with our Columbia Heights Police Department on many occasions and they stressed the importance of calling 911 which we do. I can gather the calls for service to this location if necessary. I must commend our police department for their quick response, but it is not illegal to congregate unless the Police can assertain that a crime has been committed and the drugs or activity can be directly seen by the Police. Typically, when there is marijuana smoking going on, we can find the butts on the ground after they leave. We have also had to go over and pick up all the garbage from the garbage can that use to be present. Thank you for taking it, as it was a mess to clean up everyday. Keith Windschitl - Re: Park ~ We have observed these kids actually climbing up the pole and sitting in the hoop, what a liability for our City should that child fall or injury themselves. We have also been tagged by gang graffiti as of lately, and I went over to photograph these tags so that I could provide them to our Minneapolis Gang Unit for identification. As I photographed the graffit on the wall of the immediate neighbors house and on the backboard of the basketball hoop, I asked the youth if they knew what this meant. Their reply was that "Boys are in town now". This is of great concern to me, number one that they know what this type of activity means and that we now have the threat of gang activity in our neighborhood. These gangs will certainly target these types of youth as they are highly at risk. It is the request of this neighborhood that this Basketball hoop be removed, so that the residents can access the parking lot facilities for the structured activities that are scheduled for this summer and to provide relief from the nuisance issues that this type of activity brings.
