HEARING FOR 2005 DNR GRANT APPLICATION
Public Works Director/City Engineer, Kevin Hansen, will discuss the 2005 DNR
grant application as it applies to the Huset Park Master Plan.
B. COLUMBIA HEIGHTS RESIDENT, TERRY OLSON, HAS REQUESTED
BATTING CAGES BE INSTALLED AT HUSET PARK
Columbia Heights resident, Terry Olson, will be present to discuss his request for
batting cages to be installed along Huset Park field #3.
c. RENTAL FEES FOR CITY PARKS AND BALL FIELDS
City Manager, Walt Fehst, has requested the Park and Recreation review the fee
structure for parks and ball fields. Attached is the Columbia Heights Park Facility
Policy.
D. POSSIBILITY OF COMBINING RECREATION ACTIVITIES WITH OTHER
CITIES OR COMMUNITY EDUCATION
City Manager, Walt Fehst, has requested that the Park and Recreation Commission
be made aware that he plans to further explore the option of merging recreational
services, as this may be a cost savings to the City. This cost savings measure was
brought up during the City Council goal setting session in 2004.
E. DATES MURZYN HALL IS CLOSED IN OBSERVANCE OF HOLIDAYS
Attached is the Murzyn Hall policy regarding dates that JPM is closed in
observance of holidays as stated in the John P. Murzyn Hall Management Plan.

The meeting was called to order by Eileen Evans at 6:34 p.m.

Motion to approve consent agenda by Mayer, second by Stroik. All ayes, motion carried.
LETTERS AND REQUESTS
REQUEST FOR FEES REDUCED FOR JPM RENTAL OF THE MAIN HALL
Recreation Director, Keith Windschitl, discussed the request for fees to be reduced from
Consumer Surveys, whom work with General Mills. The main hall would be used for
food testing. Commission Chairperson, Eileen Evans, asked what the actual rental rate
would be for the main hall. Keith Windschitl stated that the rate is $800.00. They are
requesting a rate of $450.00 for the hall and the kitchen. The Recreation Director stated
that this could be ongoing revenue. The rental times are usually when there is nothing
else in the main hall. Motion by Mayer, second by Payne to allow Consumer Surveys to
rent the main hall at a rate of $450.00 per rental for food testing as an on-call as available
basis. All ayes, motion carried.
OLD BUSINESS
COLUMBIA HEIGHTS LION'S CLUB BAR
Recreation Director, Keith Windschitl, discussed with the Commission and Lion's Club
members in attendance the future of the bar. He also explained the City needs to look at
any way we can make more revenue to off set the local government aid cuts from the

State. CUlTent renter concerns are being able to purchase one keg and/or wine for their
guests. The current method of payment is ticket purchase with no option to have a free-
to-guest keg of beer that would be paid for by the renters. Lion's Member, Don
Laufenberg, stated that the reason for using tickets as a method of payment is that it is the
most honest way to prove how much alcohol was purchased per event.
City Manager, Walt Fehst, stated that he would to have more options for making money
in regards to the bar. One possible proposal would be for JPM to receive a percentage off
of bars and caterers. Don Laufenberg questioned if open bar rentals would be charged
the same percentage as a Lion's bar would be charged. Commission Chairperson, Eileen
Evans, stated that any percentage amount charged would be charged equally across the
board. Council Member, Bruce Nawrocki, noted that JPM was built with the intent of the
building being for the cOlmnunity and is not to be a moneymaker. Walt Fehst said that in
order to offset the operating costs for JPM, revenue would need to be generated.
Another possible proposal would be for the City to take over the bars entirely at JPM.
Don Laufenberg questioned the City's ability to make money off of the bars due to the
fact that bartenders would have to be paid and the City would have to pay for dram shop
insurance. It was also noted that if the Columbia Heights Lion's Club loses the bars at
JPM they will no longer be able to run the Columbia Heights Jamboree, donate money
for scholarships for the commtmity. The City Manager suggested that the City give the
Lion's enough money to run the Jamboree.
Council Member, Bruce Nawrocki, questioned why the Lion's were called to the meeting
peliaining the number of complaints yet there is only one letter of complaint. Recreation
Director, Keith Windschitl, stated that the majority of the complaints he receives are
verbal complaints.
Recreation Director, Keith Windschitl, stated he met with the Lion's over a year ago to
work on customer service. At that time he suggested that the Lion's come up with some
kind of reasonable way to sell a whole keg to the renter. Nothing was ever done to
accommodate renters' request for this. He also feels that the Lion's should look at
accommodating renters' special requests for certain brands of alcohol that they may
request.
Council Representative, Bruce Kelzenberg, asked the Lion's where they purchase their
alcohol. Don Laufenberg stated that they purchase their alcohol from Kuether and Griggs
& Cooper. When asked why they do not purchase their alcohol from the City, it was
noted that due to federal law, the Lion's Club is prohibited from purchasing any alcohol
from the City. Walt Fehst stated that the City could purchase and sell liquor through
there own distributors at a lower cost than the Lion's Club could purchase their alcohol.
No direction was taken pertaining the future ofthe JPM bar.

JPM BUDGET
City Manager, Walt Fehst, informed the Commission that the proposed 2005 budget is
currently frozen at the 2004 budget level. He is proposing that Liquor take over Murzyn
Hall and a different depmiment would take over the custodial work. Commission
Chairperson, Eileen Evans, questioned how having different departments would benefit
the budget when additional staff would need to be hired. Commission Member, Jerry
Foss, asked how much ofthis situation has been discussed with the City Council and
what their feeling is. Walt Fehst noted that the City Council has been informed of this
situation and they would like to look at it over the next year. Lion's Club Member, Jim
Fowler, stated that he was on the Park and Recreation Board at the time of the expansion
in 1985. He feels strongly that the building was built for the Community and the Lion's
also had an investment in the renovation. Recreation Director, Keith Windschitl, stated
that currently the Recreation Department is two coordinator positions down. The Youth
Recreation Coordinator position would be funded partially through the 21 5t Century Grant
mld that both the Athletic Coordinator and the Youth Enrichment Coordinator could be
combined into one full-time position. The Recreation Director also stated that we need to
provide amenities to attract people to the Community, both gym space and staff to
progrmTI for that space.
REQUEST FOR USAGE OF JPM KITCHEN BY MARINO CATERING
Recreation Director, Keith Windschitl, reviewed with the Commission the letter of
request for usage of JPM Kitchen by Marino Catering. It is undetermined on the mnount
of kitchen time Marino Catering would need for prepping. Keith Windschitl indicated
that we should contact the City Attorney to discuss liability concerns. Commission
Chairperson, Eileen Evans, also brought up the fact that this could also impact some
rentals if we already have the kitchen reserved. Motion by Foss, second by Greenhalgh
to table the discussion until next Park and Recreation meeting and to have
Recreation Director, Keith Windschitl, obtain information from the City Attorney in
regmds to liabilities, increasing the rental mnount and allotted hours. All ayes, motion
carried.
NEW BUSINESS
2006 JPM RENTAL RATES
Recreation Director, Keith Windschitl, discussed with the Commission the Murzyn Hall
rental rates for 2006. He proposed to increase security charges from $20/hour to
$22/hour and to increase premix rates from $22/hour to $25/hour. All other rental rates
would remain the same as 2005. Motion by Foss, second by Payne to approve increases
in security and premix while the remainder of the rental fees would remain the smne from
2005 to 2006. All ayes, motion carried.

RECREATION DIRECTOR
Recreation Director, Keith Windschitl, informed to the Commission that the annual
Conunission Holiday dinner would be held at JPM on Wednesday, December 8, 2004 at
6:00 p.m.
Recreation Director, Keith Windschitl, informed the Commission that the December
2004 Park & Recreation Commission meeting will be held at JPM on Tuesday, December
21,2004 at 6:30 p.m. in the Keyes room.
Recreation Director, Keith Windschitl, stated that due to budget cuts, all warming houses
in Columbia Heights would be closed for the 2004/2005 ice skating season.
Recreation Director, Keith Windschitl, indicated that the Truth and Taxation meeting
would be on December 6, 2004.
Recreation Director, Keith Windschitl, noted that the Huset Park Master Plan would be
proposed to the City Council on December 13,2004.

Dear Park and Recreation Commission Members,
The Columbia Heights Firefighter's Association is an organization whose purpose is to promote
camaraderie and good relations between the membership of the fire department and with the public. Every
January we hold our Annual Meeting and Banquet. Approximately 25 members and up to 10 retired fire
department members will be attending the annual banquet this year. We would like to request the use of Murzyn
Hall for our Annual Banquet on Saturday, January nnd, 2005, which will be held between the hours of 6pm and
Midnight, We would also respectfully request that any rental and maintenance fees be waived or greatly reduced.

Dear Board Members,
We are hosting our third FUNraiser event for the Tri-City Hockey
Association at Murzyn Hall Friday, February 11th. The Association consists
of youth hockey players from the Columbia Heights, Fridley and Brooklyn
Center school districts.
During the last two events, with your help, of waiving the hall rental fees,
we have been able to raise over $15,000. We are asking your help again
this year. We were able to directly reduce last year's final fees by over
$2000.00. The remaining money helped lower monthly assessments this
year and give scholarships to those in need.
We hold a 501C3 exemption if needed.

SUBJECT: Hall Discount
I would like to make a request to the board for the 25% discount for the Murzyn Hall. I
moved into Columbia Heights in 1964 with my parents into their home located at 665 5151
avenue northeast. My mother and her husband still reside at this address. My wedding
reception was held at Murzyn Hall on June 91h 1978. I bought my first house in Columbia
Heights located at 4500 6th street northeast. My wife became a cook at l1mnaculate
Conception school. She and I were very involved with volunteer work in the church
during the 1980's and into the early 1990's. My two children, Jon and Joel, attended
Immaculate from kindergarten thru the graduation of 6tl' grade. My oldest son Jon had
rented a house on 45th avenue by Silver Lake until recently. He is a member of
hmnaculate Conception Church and is to be married there. He also volunteers his time as
a baseball coach for the l1mnaculate team. This is his wedding reception.
I have recently [September] moved to Ironton Minnesota. My job as a Battalion Chief for
the Minneapolis Fire Department forces me to reside part time at my mothers address. I
have a schedule of working either 24 hours or 48 hours straight. I then stay at my mothers
for 24 hours and retum to work for another 24 or 48 hours before retuming to Ironton for
approximately 72 to 96 hours.

Murzyn Hall on Saturday, December 31,2005. I would love to have my wedding
reception take place at Murzyn. I am told normally the hall is not available on New
Year's Eve. For the year 2005, New Year's Eve falls on a Saturday. I am asking for
special permission to rent Murzyn that day. If there is any extra fee attached I would be
willing to pay for that. My parents have lived in the Heights for the past 40 years and my
mother has been employed at Columbia Heights High School for 17 years. My family has
rented the facility for two other weddings and a shower. TIns would be a perfect location

John P. Murzyn E~ll (hereinafter called JPM) is operated and mai~tained

Room during hours of operation as provided C~ the building
sched~le maintained by the Director.
3. The Sen~or LOQ~ge shall be used by the Seniors as determined
by t~e Senior Coordinator of the Recreation De~artment. This
restric~ion shall include the Ostrander Roo~ and Prestemon
Room ~r~or to 5:00 p.m.
4. Exclusive reservations for the LaBelle Loung~ on Fridays or
Saturdays may be made only two months in adva~ce. This will
ensure ~hat the lounge along with the hall and kitchen will be
available for larger rentals (e.g. wedding receptions) .

The Commission has determined several layouts on the arrangement 0:

In order to mai~cain cont.rol over the use of the building, it shall be
keyed with the Cit.y's controlled access keying program. Access to rooms
shall be rEst.ric~ed in order to maintain cont.rol in usage, security ane
cleaning schedu::'e. Only t.hose having a need for access for either
cleaning, IT.aint2.'1ance or usage shall be issued a key and the keying
system shal::' be established so that access is li~ited accordingly.

The Commission shall annually establish t.he days that JPM shall be closee
in observance of holidays. JPM may not be ren;:ed on the establishec
holidays without. approval of the Park and Recreacion commission. That
way the Cor:L'Ilission may review the holiday rental requests and t.he",
determine if t.he rental v/arrants opening JPM on a holiday.

provided for the wholesome leisure time pursuits of all residents. Correspondingly,
certain policies are needed to insure proper use and control of the City's park
facilities so that all residents may have fair and equitable access to these
facilities. The City of Columbia Heights is committed to the policy that all persons
shall have equal access to its facilities without regard to race, creed, color, sex,

Facilities are available between the hours of 9:00 a.m. and 11:00 p.m. unless
otherwise indicated. Facilities are reserved by a unit of time.
1. Group A Facilities (Athletic fields and skating rinks):

Weekdays - are reserved in 90 minute blocks of time or by the day.

Weekends - are reserved in two hour blocks of time or by the day.
2. Group B Facilities (Picnic shelters, warminghouses and the Huset Park
bandshell) :
A. Are reserved in four hour blocks of time or by the day.
3. Group C Facilities (Tennis, basketball, volleyball courts and playground
equipment) :
A. Tennis court policy is posted at the courts. Only City sponsored
functions may be reserved in advance.
B. Basketball courts and playground equipment may only be reserved for
City sponsored functions.
RESERVATI:ON' PRIORI:TY
1.
Priority Group #1 may reserve those times which are necessary to
implement City sponsored programs.
Priority Groups #2 & #3 may reserve those times which are necessary to
implement sponsored programs if space is available.

Group B time block per seven days if space is available.
GENERAL RESERVATI:ON' POLI:CI:ES
1.
A reservation will be confirmed when a completed permit application, and
if applicable, a 10% non-refundable deposit is received and approved by
the Recreation Office.
2.
Full payment is due no later than seven days prior to usage.
3.
A key for the bandshell, ballfield lights or warminghouse may be checked
out if the request and a $75.00 deposit are received by the Recreation
Department at least seven days prior to the event.
4. Depending on the activity planned a damage deposit and/or general
liability insurance may be required.
5. The Park & Recreation Commission may grant a policy variance or fee
waiver. It is the responsibility of the applicant to pursue such course
before use will be approved. The Commission meets monthly.
6. The permit holder must be in possession of the approved permit 'at the
time of usage to retain reserved status.
7. In season activities will take priority over out of season activities
(i.e. baseball will take priority over soccer in the spring.)

8. The City of Columbia Heights reserves the right to refuse or restrict the
use of any facility for the following reasons:
A. The facility is undergoing maincenance or repair.
B. The facility may be damaged by the intended use.
C. The intended use is illegal or inappropriate.

GENERAL FACILITY USAGE POLICIES
1. All individuals/organizations using City of Columbia Heights parks or
facilities must follow stated usage policy and conform to City ordinance
and other applicable laws and resolutions.
2. Smoking or the use of tobacco is not allowed in any park building.
Smoking is not allowed on any athletic fields or in the player bench
areas during City sponsored athletic programs.
3. Children under five (5) years of age should be supervised by an adult.
4. Uses of the facility that present a danger or a nuisance to the user,
another user or to the facility itself are not allowed.
5. Use of profane or obscene language is not allowed.
6. Gambling is not allowed without a permit.
7. Proper attire must be worn by all people using the facility.
8. In the event of a criminal activity occurring at the facility- (i.e.
theft, vandalism, assault, possession of a weapon, etc.) the police
should be contacted immediately. Record all pertinent information
regarding the incident including names of those involved and names and
phone numbers of any witnesses.
9. In the event of a fire occurring at the facility, contact the Fire
Department at 911 to report the fire. Make sure to give the dispatcher
the location of the fire and don't hang up until the dispatcher confirms
the address.
10. Concerning requests from the general public, only the Park and Recreation
Commission may authorize the placement of posters or signs at City
facilities.
11. Glass containers should not be used in playground areas, on the swimming
beach, on the athletic fields or player bench areas.
12. Alcoholic beverages are not allowed in City parks with the exception of
Huset Park on Fridays, Saturdays, Sundays or legal holidays between the
hours of 8: 00 a.m. and 11: 00 p.m. Neighborhood groups and public service
organizations may obtain permission from the City to possess and consume
non-intoxicating malt liquor in City parks (except Silver Lake Beach) ,
between the hours of 8:00 a.m. and 9:30 p.m.
13. In the event of inclement weather or saturated grounds, fields will be
closed to ensure safety of the participants and to prevent turf damage.
Inclement weather can include: thunder & lightning storms; hail storms;
snow storms; heavy rains; heavy snow; heavy frost on the ground; extreme
temperatures; or other types of weather which may be dangerous to
participants or can lead to damage of the fields. Saturated grounds
refers to standing water on a field or a field so saturated by water that
use of the field will cause damage to the turf. The decision to close
the fields will be made as follows:
A. Weekdays - The Recreation Director (or his designee) will make the
decision on closing the fields. Where possible, the decision on
closing fields will be made by 4: 00 p.m. Permit holders should call
the Recreation Department information/weather phone line at 782-2868
after 4: 00 p. ffi. for field closure information. If inclement weather

conditions develop after 4:00 p.m., the Facility Supervisor on duty
will make the decision on closing the fields. The Facility
Supervisor may want to confer with the umpires and coaches before
making a decision on closing the fields.
B. Weekends - Provided that Recreation Director (or his designee) is
not on duty, the decision on closing the fields will be made by the
Facility Supervisor. Permit holders should call the Recreation
Department information/weather phone line at 782-2868 for field
closure information.
C. No Staff on Duty - If there are no authorized Park or Recreation
Department staff on duty, the permit holders will make the decision
on closing the fields. Permit holders will be financially
responsible for any turf damage caused by using fields during
inclement weather or using fields with saturated grounds.
14. City sponsored activities take priority over all other permitted
activities. Permit holders must leave the field by the time indicated
on the schedule when City sponsored activities are scheduled immediately
following their usage.
15. When a field is used by two permit holders on the same day or evening,
the first permit holder must leave the field by the time indicated on the
schedule. The second permit holder may not access the field until the
time indicated on the schedule. The only exception to this policy is for
non-City sponsored baseball/softball games. In the event that the first
permit holder's game runs past their scheduled time, the second permit
holder will be allowed access to the field as soon as the inning is
completed. No new inning may start after the starting time of the second
permit holder. As a matter of courtesy, the first permit holder should
do everything in their power to be off the field by the time indicated
on the permit. Permit holders whose games repeatedly run long may have
their permit rescinded.
16. Athletic field permits for non-City sponsored activities on Saturdays and
Sundays must be approved by the Park and Recreation Commission. The only
exception is at Huset Park where the Recreation Department may issue
athletic field permits seven days a week.
17. When not scheduled, all fields are available for open play or practice.
Use of the fields during non-scheduled hours is on a first-come, first-
served basis. If there are two or more teams or groups of four or more
people wanting to use a particular field, use of the field shall be
limited to two hours. After two hours, the team or group on the field
must relinquish the field to the next team or group. Please note that
youth athletic association teams do not have priority over smaller groups
regarding use of fields during non-scheduled hours.
18. Permit holders are responsible for cleaning up the fields after use
(picking up trash, etc.)
19. Public Address (P.A.) systems may be used only between the hours of 9:00
a.m. and 9:00 p.m. Use of a P.A. system before 9:00 a.m. or after 9:00
p.m. is strictly prohibited. Music may be broadcast on P.A. systems only
between the hours of 10:00 a.m. and 8:00 p.m. Broadcasting music before
10:00 a.m. or after 8:00 p.m. is strictly prohibited. Voice
announcements before 10:00 a.m. or after 8:00 p.m. should be kept to a
minimUm and at a reduced volume level.
19. Taking pepper, taking batting practice or hitting soft toss into or
adjacent to any of the fences are not allowed. Balls being repeatedly

hit or thrown into the fences cause damage to the fence fabric.
20. Use of park facilities is allowed between the hours of 6:00 a.m. and'
11: 00 p. m. Vehicles. may not parked in any park overnight without prior'
authorization from the City.
21. No person shall solicit, offer for sale, or sell' to the: public any
article or thing whatsoever in any park without prior authorization from
the Park and Recreation Commission.
22. NQ person shall be permitted to take any pet into any park unless it is
led by a.suitable leash. Pets (except seeing eye dogs) are not allowed
in park buildings, skating rinks or any public waters without prior
authorization from the City.
23. Small fires (camp fires, barbecue grills, etc.) may be made in designated
areas by picnic parties. Every person who starts a fire and every person
using a fire shall be responsible for completely extinguishing the fire
and coals/embers before leaving the park.
24. Permit holders will be responsible for the supervision of the
participants involved in their programs. If any intentional acts of
vandalism'or inappropriate use of the facility by a program participant
causes damage to a facility, the permit holder and the individual\s)
causing the damage will be held accountable.

25. Permit holders are not be allowed to charge a parking fee or an admissib~
fee to. any park or facility without authorization from the Park and'
Recreation Commission.
26. Users of parks will be solely responsible for any accidents or injuries
that may occur. in connection with their usage. Permit holders may be
required to provide proof of insurance for athletic camps and
tournaments. The amount of the insurance shall be a minimum of
$100,000.00. It is also recommended that permit holders require all
athletic camp :and tournament participants sign a liability waiver/roster
form in order to protect the permit holder and the City from possible
injury-related lawsuits.
