A. Request for placement of a picture of James David Labelle in bar/IOlmge.
Bob Lauer representing the family of James David Labelle has requested to place a picture
of Jmnes Labelle in the bar area. Recreation Director Keith Windschitl will talk about tIns
request.
B. Sister City request to place a display cabinet in Mmzvn Hall.
Attached is a letter of request from the Sister Cities International orgmlization to place a
display cabinet in Mmzyn Hall with coordination on the placement from Recreation
Director Windscl1itl.
C. Request for Gauvitte Park Memorial
Attached is a letter of request from Public Works Director/City Engineer Kevin Hansen
along with attachments from the Gauvitte fmnily to place a memoriam within the Gauvitte
park for William Charles Gauvitte.

Eileen Evans called the meeting to order at 6:05 p.m.

Motion to approve revised consent agenda with changes by Stroik; second by McDonald.
All ayes, motion carried.
LETTERS AND REQUESTS
None at this time.
OLD BUSINESS
NOVEMBER COMMISSION MEETING
The next Park and Recreation Commission Meeting will be on Tuesday November 22
because ofthe Thanksgiving Holiday.
NEW BUSINESS
2006 RECREATION & MURZYN HALL BUDGET
Recreation Director Windschitl advised the commission that in the following Budget
meeting he would be stating that the 2006 budget has an increase of$1556.00. The 2005
adopted budget vs. the actual 2004 budget increased by 14.7%; tIns is largely due to the 2
full time positions that were vacant in 2004. The salary of the Recreation Program
Coordinator has bee allocated across four budgets to reflect the specific areas that are
affected by this position. The four budgets include Youth Enrichment, Adult Athletics,
Youth Athletics and Traveling Athletics; with Youth Enrichment showing an increase
and the other three showing a decrease. Commission Member Stroik asked if the rates
for Murzyn Hall would be increasing or staying the same for next year. Windschitl said
that the rates would be discussed at the next commission meeting.

HOLIDAY KICK-OFF PARTY
The annual Holiday Kick-offPaliy will be on November 26th. Windschitl Stated that in
the past we have waived the regulal" rental fee and charged for other costs such as security
and linens. The" fees were waived because the monies raised during this event go towal"ds
the Activity Fund, which benefits the community. Motion by Payne to reserve the date of
November 26th for the Holiday Kick-off Party with the fee waived, charging for the
security officer. Second by Greenhalgh. All ayes, motion carried.
REPORTS
PUBLIC WORKS DIRECTOR/CITY ENGINEER
Public Works Director/City Engineer Hansen first reported on the storm damage that
occurred in the city parks on September 21. Out of approximately 100 trees down in the
Public areas of the city, half were in the public parks. A falnily member of the Gauvitte
nanle contacted Public Warks in regards to placing a rock with a plaque at the park to
recognize the Namesake of the Park, through the Gauvitte family. This would be fully
'paid for by the family. Hansen suggested for the falnily to present a request to the
commission at the next meeting. A company has been found who have remodeled a
wading pool in Minneapolis for less money than prior estimates. Their proposal would
remodel the wading pools to meet the current state code. More information will be
available at the next meeting.
The Parks 2006 budget is projected at $711,000, roughly the same as the previous year.
Regarding fuel prices the City saves between $0.25-0.30 because they pay State tax but
not Federal tax on gas. The Salne ice rinks will be open as last year but the warming
houses will not be staffed. Annual increases are projected to PER, to cover for projected
shOlifalls in the Coordinated Plan. The budget is actually decreased even thought the
dollar amount is remaining the Salne as departments are absorbing increases such as fuel,
inflation alld contracts. The department would like to give seasonal employees a raise;
they have not received one in a few years. COlllinission Member Stroik asked about the
cost of Health Insurance, Hansen replied that it would remain the same or see a slight
decrease. The department has been operating on a flat budget for several years alld
absorbing the persOlmel increases. Commission Member Evans asked about increasing
propeliy insurance, Hansen said there is no impact on this budget far that. Commission
Member Greenhalgh asked about the installation of lights at Prestemon Park, Hansen
suggested presenting the issue to the City Council for authorization to prepare an
Engineering RepOli for the installation.
COMMISSION MEMBERS
Commission Member McDonald reported that the resmfaced trail at Sullivan Pal"k turned
out very nice.

Commission Member Evans asked about the grass seeding cost on the expense repOli.
Public Works Director/City Engineer Hansen said that there has been seeding done at
Silver Lake Beach. Evans also asked who would be picking up the cost for the brush
removal after the storm and what happened if residents took advantage of that service by
putting other cut down brush that was not affected by the storm. Hansen said the City is
picking up the cost and that there was no way to differ between brush that had to be
removed due to the storm and other brush that residents may have cut down on their own.

Request for Gallvitte Park Memorial
City staff received a request from a family member of the Gauvitte Family to place a memoriam within the
park for which it received its name. The pauvitte fawily would I~J(e to im tall a memorial marker in a large

rock in Gauvitte Park near the park entrance sigp,. See attacped photo th,j~t provide~ an example. The
marker would be set flat in the rock for display and viewing. The attached narrative is what staff
understands the marker would say, I do not know if it would include a ~ \10 dimensional bust as shown in
the example photo.
Staffhas no issues/objections with the proposal. The rock would not inlerfere with maintenance
operations. The location next to the park entrance sign is fitting and wo uld not interfere with any park
development that may be developed in the future, and could be J;Iloved i:~necessary. It is also my
understanding that the Gauvitte Family will pay for all cos~s associated' Nith the m~morial. The
Commission should also discuss a formal dedication process once the ,IT emorial is completed.

Linen and Napkin rental is available upon request. 2006 Prices are as follows:
$6.00 per hall table (60" rounds and 8'x2' banquet tables)

Linen and Napkin rentals will need to be placed 2 weeks prior to your rental date.
For any Saturday rental you may decorate on the Friday before your event from 10:00 am - 4:30 pm
for a $150.00 fee. This reservation can only be made if the date is available 2 weeks prior to your rental.
