POLICIES
Attached is a letter from resident George Leverentz. He has concerns with signage,
hours, and enforcement at Sullivan Park.
B. THANK YOU LETTER FROM RESIDENT CHUCK ROSENQUIST
Attached is a thank you letter from resident Chuck Rosenquist. He is thanking the
City for accommodating residents with parking behind Murzyn Hall so they can
ride the Mystic Lake Casino bus.
C. REQUEST TO HOLD A WRESTLING FUNDRAISER AS PART OF
JAMBOREE
Attached is a letter from Melissa Koester requesting permission to hold a wrestling

RES Specialty Pyrotechnics and Melrose North Pyrotechnics, Inc. have both
submitted proposals for the fireworks show to be held on Saturday June 25, 2005.
RES Specialty Pyrotechnics is the company that we used for the 2004 Jamboree.

Motion to approve consent agenda by Gary Mayer and second by David Payne. All ayes,

LETTERS AND REQUESTS
REQUEST FROM CLASS OF 1976 FOR DISCOUNTED RENTAL RP-...TES
Resident, Roxanne Sorenson would like to request the 25% resident discount for their
30th class reunion on August 5th, 2006. Keith Windschitl, Recreation Director, stated that
many of their classmates are Columbia Heights residents, but none of them want to put
the lease in their name and provide their home owner's liability insurance. Motion to
approve the resident discount of 25% provided they show proof of personal liability
insurance by Payne, and second by Greenhalgh. All ayes, motion carried.

KEYES PARK

Carrie Day Aspinwall and her husband Richard reside at 1407 46th Avenue in Columbia
Heights. Resident is requesting that the basketball hoop from Keyes Park be removed.
She and her family have lived there for the last 15 years. Over the past four years this
basketball hoop has drawn a number of concerns for the surrounding residents. Huge
crowds of youth congregate at this site, some are actually playing basketball, others are
engaging in drug use, littering, urinating in the bushes or surrounding area, swearing and
just being a nuisance. Some residents have had their cars broken into. They are also

concerned about the vulnerable adults in the neighborhood that have been harassed by
these individuals. Recently the Aspinwalls have been tagged by gang graffiti as well.
Resident brought in photographs of the graffiti and the gangs congregating in the park.
When resident asked the youth what the gang graffiti meant they told her "boys are
coming to town". Their immediate neighbor was so fed up with all the activity that he
went over and took the hoop directly off the pole hoping for relief. Resident, Carrie Day
Aspinwall, worl~s closely with the Columbia Heights Police Department and calls 911
when necessary. Resident has observed the kids actually climbing up the pole and sitting
in the hoop, and is concerned about the liability for the City should that child fall or cause
injury to themselves. The residents are very concerned about the drug use in the park.
They are fmding Marijuana butts on the ground. They are also concerned about the park
being too dark at night.
Commission Member, Marsha Stroik, indicated that there was a similar problem witll a
park in Minneapolis and when they took the basketball hoop down the problem was
resolved.
Commission Member, Tom Greenhalgh, suggested to talce the hoop down for a month
and see what happens. Motion to talce down the backboard and hoop for a month then
reassess the situation by Greenhalgh and, second by Stroik. All ayes, motion carried.
REPORTS
RECREATION DIRECTOR
Recreation Director, Keith Windschitl, introduced Beth Sarna, new Clerk Typist II for the
Recreation Department. Members welcomed Beth to the City.
Recreation Director, Keith Windschitl, informed the Commission that second interviews
are being done this week for the new Recreation Coordinator and someone should be
starting in a few weeks.
Recreation Director, Keith Windschitl, suggested to the members that we take a tour of
all the parks for the next meeting on May 25,2005 due to the fact that the floors will be
refinished.
PUBLIC WORKS DIRECTORJCITY ENGINEER
Public Works Director/City Engineer, showed the Commission the copy of the Grant
Application for the Huset Park master plan. He informed the Commission that there is
less money available for grants this year. Public Works is worldng on Silver Lalce Beach
and the erosion problem They can do some berming to slow the water down. They can
put in rain gardens that will help filter the water. The Rice Creek grant program could
provide funding for this project. Some of the parking lot would have to be removed and
this would clean up the water, be low maintenance and improve water quality.
COMMISSION MEMBERS
Commission Member, Jerry Foss, asked about the Silver Lalce Beach building and what it
would cost to open. Kevin, Public Works Director/City Engineer, stated that the lake is
still swimable. It would cost between $6,000-$10,000 to fix it and get the building in
shape, put in a sidewalk and make it ADA compliant.
Commission Member, Jerry Foss, informed the Commission that we should set up a
meeting with the neighborhood regarding lights at Prestemon Park. He informed the
Commission that we need to provide lights on an adult field before we work on Ruset
Park. Once teams leave our City it will be tough to get them back.
Commission Member, Jerry Foss, stated we should hold some meetings in the park again
this year. It was agreed that we would meet in the parks for the next meeting and take a
possible tour of the parks. The meeting would start at 5:30.

This "thank you" is to you and the CitY Of Columbia Heights for
giving us permlsslon to park and board our Casino bus at Murzyn
Hall parking lot. We are approximately 50 to 75 seniors who greatly
appreciate the safety of this lot in which we can sit in our cars
while waiting the bus. Street parking and inclement weather can be
very disboura~ing. We are averaging 5 or 6 cars per session and
have, been informed to park iQ the further SW corner of the lot. We
wilyao our best to cooperate with you, should we not, please let me
know
The bus picks up at 11: 10 AM and 5:; 5 PM every 'day. We are most ly

a fundraiser for the jamboree
Hi my name is Melissa Koester and I would like to hold a wrestling fundraiser
for my daughter on August 9th 2004 she was diagnosed with Retts Syndrome that is
a neurological development of the brain which means that she will never walk
talk or even crawl ever in her life we have started our own non profit
organization here in Minnesota in October 2004 are main goals are educate
support and research we have started working with the Mayo clinic to start
research here in Minnesota.

What: Proposed Wresting Exhibition
Where: Behind Murzyn Hall in back parking lot - area roped off
When: Evening of Friday, June 24th'following the parade
Why: Expose and encourage participation in the Youth Wrestling program offerings
Cost: Free (donations accepted?)
Following the parade, as folks converge on the park for the Jamboree festival, we want to
showcase our wrestling program offerings via an exhibition, outside on the park grounds.
We would promote the exhibition along the parade route, and have wrestlers of various
age levels compete against one another in each of the 3 wrestling forms we provide
instruction in.
The idea would involve us setting up a mat surface in the parking lot behind Murzyn Hall
for folks to gather round to watch as the come down to the park following the parade.
Power for lights may be required. We would also potentially invite Cable Access. There
we can talk with interested parents and kids about the sport and program offerings we
provide each season. Favorable weather conditions will be necessary - no chance of rain
and not excessively hot, but we'd know the day of before we promote it in the parade.

Our proposal indicates size, shell effect; and quantities of shells. The shells listed our
proposal will be used to design: Opening Barrage, Main Show Body, Patriotic red-
white-blue tribute, Signature Art Form segment, and The Grand Finale.
Our customer service and communication principles are based on personal
relationships. We listen to your needs and expectations. We then implement them
into your program, creating a unique one of a kind show. Our displays are turnkey
operations, and coordinated with your event. The entire show is electronically fIred
not only for added safety, but to control the pace of the show. It can be speeded up or
slowed down with the push of a button. Our goal is to always keep something in the
sky and never let the sky go dark
Our proposal includes all materials, equipment, certifIed display operators, obtaining
all necessary permits and $5,000,000.00 liability insurance. The total cost of this
proposal is $6,000.00. This display wi111ast 15-18 minutes.
Should elect to go with RES, I have included a contract for your review. Please SIgn
and return in enclosed stamped self-addressed envelope.
We agree to comply with all the criteria listed on your bid solicitation.

DISPLAY CONTRACT AGREEMENT
THIS AGREEMENT, made and entered into on this 7th day of May, 2005 between RES Specialty
Pyrotechnics, Inc. hereafter referred to as the SELLER and City of Columbia Heights, hereafter
referred to as the BUYER.
IT IS MUTUALLY AGREED BETWEEN THE SELLER AND THE BUYER AS FOLLOWS:

OBLIGATIONS OF SELLER:
SELLER shall provide all materials, equipment and personnel necessary to perform the above-mentioned
display.
SELLER is required and will comply with NFPA 1123. Code for Outdoor Display of Fireworks, 2000
edition and NFPA 1126, Pyrotechnics before a Proximate Audience, 2001 edition.
SELLER shall provide show liability insurance in the amount of $5,000.000.00 to cover the fireworks
display and cleanup.
SELLER shall include the BUYER, as co-insured on Certificate of Insurance.
OBLIGATIONS OF BUYER:
BUYER shall provide a suitable location for firing of the fireworks display.
BUYER shall provide and cover all costs for security, safety and cleanup at the display site.
TERMS AND CONDITIONS:
The terms of this agreement shall begin on the day of the signing of this agreement and shall conclude
upon the completion of the display. This agreement shall run no longer than one (1) calendar year.
However, if before the date of the scheduled performance, the BUYER has not performed fully its
obligations under the terms of this agreement or that the financial credit of the BUYER has been impaired,
the SELLER may cancer this agreement at any time.
In the event the BUYER does not perform fully all of it's obligations herein, the SELLER shall have the
option to perform or refuse to perform hereunder, and in either event the BUYER shall be liable to the
SELLER for any damages, compensation or costs incurred including but not limited to attorney and court
fees in addition to the compensation herein.
The SELLER shall retain the right to stop or interrupt the display at any time if, in the opinion of the
SELLER, conditions have become unsafe. In event of rain, fireworks may be rescheduled at a mutually
agreeable date.

PAYMENT:
Contracted amount: $6000.00 inclusive of sales tax, if applicable.
Contracted amount includes fire watch and permit fee.
All payments shall be paid by BUYER to and in the name of RES Specialty Pyrotechnics, Inc. in the
form of a company check, certified bank check, money order, or cash.
CANCELLATION:
In the event the BUYER cancels this agreement any time during the contract period. the SELLER shall be
entitled to and receive 25% of the contracted fee for the remainder of the contract period plus
compensation for any pre- and post-production costs incurred.
THIS AGREEMENT is the whole agreement of the parties' above named. No representation inducement
or agreement has been given by one to the other to enter into this agreement other than expressly set
forth herein. This agreement shall not be altered, modified, or amended except in writing by a duly
authorized officer of each party.

Fireworks Display ~roposal for the City of
Columbia Heights
June 25th, 2005
Display Design Philosophy
Our selection of display fireworks' for the city of Columbia Heights includes a broad
spectrum of styles and origin. We carefully select the best variety of Chinese,
Taiwanese, Japanese and Domestic product. We balance these selections with our
own custom manufactured product to provide the best assortment possible. Most of
our shells incorporate a tailed effect providing additional impact and allowing the
audience to follow the shells on their rise into the air.
The show for Columbia Heights will be carefully choreographed with an excellent
selection of high quality product.
Display Presentation
Frequently overlooked by the display purchaser, the aspect of how the display is
"shot" or presented is the most critital aspect after safety to a successful display.
This is the area where a company that understands choreography demonstrates
true pyrotechnic artistry. .'
Our choreography for the city of Columbia Heights will allow the audience to
appreciate the show better since they pick up on the themes that are presented with
the fireworks. This sets up the audiences' expectations. In other words, there is
rhyme to the reason. .
To accomplish this, all of the effects exhibited for the city of Columbia Heights will
be shot using a sophisticated computer firing system.

Electrical firing allows us to have most of the show preloaded beforehand. This
allows us the opportunity to preCisely choreograph the show. Preloading the show
allows us to better protect the show beforehand against weather and eliminates
having to handle shells in the dark to reload thereby increasing safety.

There is no mistake when our finales start. The sky is filled with color and sound
that builds in intensity as it progresses. Multiple levels of effects appear as the
finale unfolds. The colors and effects appear to "morph" from one color to the next
into glitter into larger color into larger glitter culminating in waves. of tailed titanium
salutes that increase in intensity. As the thunder from the salutes reach their peak,
they are complimented by an increasing scale of fancy color shells overhead.

Section 5 ofthe enclosed binder has this year's Show Design. The sky will light up with numerous levels ofbrilIiant
colors and various designs. The breath-taking ending will leave your audience in "Awe."
The 5 criteria listed in your letter are standards for Melrose Pyrotechnics, Inc. All ofthe criteria will be met.
The decision that you have to make, choosing a pyrotechnic company is very difficult. Understanding proposals, trying to
determine the shell counts and being concerned with the competency and safety record of a company can be daunting tasks.
We at Melrose Pyrotechnics, Inc., want you to fully understand every aspect of your proposals. Whether it is our proposal
or a competitors, we want you to understand what you are looking at and be comfortable with the company you choose.
Please consider that a fireworks vendor should not be chosen solely by the number of shells, shots or effects in the

into producing a display that can or cannot create lasting memories. These issues along with product quality, variety and
the desire to comply with the regulations of the industry should also be carefully thought about.

Our procedure is this: upon receipt of a signed contract, we reserve the show date and product for you. Soon after that the
insurance is issued and a copy is sent to you. On show day we will send an experienced operator, use our equipment,
supply liability and workman's compensation insurance. Our crew will bring the fireworks and equipment, set up, shoot,
tear down and cleanup the area. We make the process very easy for you!
