MN 55432 Dear Walt and Barb: I thought it would be a good idea to write down the terms of our joint effort to provide a drop-off site for trees and tree limbs that were brought down by the September 21 stonn in our communities. Please take a look at the following terms, and if you agree with them, sign the letter in the place provided and return it to my office. 1. The City of Fridley will. with the permission of the Minnesota Amateur Sports Commission, use the northern portion of the Columbia Arena parking lot as a drop-off site for stonn damaged trees and tree limbs in the three communities. 2. The trees/limbs will be deposited in areas cordoned off with construction fencing. 3. The site will be staffed between 8:00 a.m. and 7:00 p.m. on weekdays and between 8:00 a.m. and 4:00 p.m. on Saturdays and Sundays through October 9. 4. The site will be equipped with a temporary building and toilet. 5. Only tree material may be dropped off. 6. During other hours. the Fridley Police Department will periodically survey the site to prevent unauthorized dumping. 7. Residents using the site must produce a driver's license that verifies their residency in one of the three cities. P.02/03 SEP-28-2005 17:05 CITY OF FR I DLEY P.03/03 Letter to Walter R. Contractors using the site must provide copies of contracts with loaQs that are being dropped off for residents of the three cities and be billed for the use of the site. Those in pickup trllcks or with trailers will be charged $25 per drop. Those with larger vehicles will be charged $50 per drop. 9. City vehicles from. Columbia Heights and Spring Lake Park will also be counted and their loads estimated. 10. The City of Fridley will take responsibility for staffmg the site with temporary part-time employees paid at the rate of$9.50 per hour and som.e full-time employees. We will use two employees at all times during weekdays and two to four employees on weekends. 11. The City of Fridley will also employee a contractor(s) with a tub grinder to periodically grind all deposited materials and dispose of the grindings. The cost of this service will be about $450 per hour. 12. The displ)sal site staff""ill count truckloads of debris as an indicator of site use. Each of the participating cities agrees that it will pay apro rata share ofthe site operation costs based as fairly as possible on each city's accumulation of debris. 13. The cities of Columbia Heights and Spring Lake Park agree to hold Fridley harmless from legal claims that may be generated through the use of the site by their residents or contractors representing their residents.
