Fredrick V. Salsbury, Director P.ub!ic Works/City Engineer Members absent: John Murzyn, Bill Ho!!om Also present: Kenny Hentges, Michael Chmie! CONSENT AGENDA Moved and seconded to approve the minutes of the October 24, 1990 meeting as presented in writing. 'PAYMENT OF T~ BILLS }~ved and seconded to approve payment of the bills as listed from the proper funds. .REQUEST 0STRA~IDER ROOM/F.A.I.R. Moved and seconded to satisfy the action of the Director in allowing Fisherman Advocating Intelligent Regulations and the Minnesota D.N.R. to use the Ostrander room on October 30, 1990 from 7 to !0 p.m.; and, furthermore, to waive the fee for the same. RE_~UEST EDGEMOOR ROOM/SQUIRT HOCKEY PARENTS Moved and seconded to ratify the action of the Director in al!o~ng the use of the Edgemoor room by the Columbia Heights S%uirt Hockey Parents on November 5, 1990; and, furthermore, to ~ive the fee for the smme. .REQUEST MURZYN HALL/COLUMBIA HEIGHTS GIRL SCOUTS ~ved and seconded to allow the Columbia Heights Girl Scout Troop to reserve the LaBelle Lounge and kitchen on December 19, 1990; and, furthermore, that the rental fee be waived. Moved and seconded to a!io~ the Columbia Heights Girl Scout Troop to reserve the main halls LaBe!!e Lounge and kitchen on ~rch 28~ 1991 for a Christmas party; and, furthermore, that the rental fee be ~ived. COLUMBIA HEIGHTS PARK BOARD MINUTES NOVEMBER 28, 1990 PAGE TWO Moved and seconded to allow the Columbia Heights Girl Scout Troop to reserve the main hall and kitchen on April 24, 1991 for a Father-Daughter Dance; and, furthermore, that the rental fee be waived. REQUEST MEETING ROOM/BROWNIE TROOP Moved and seconded to reserve the Youth Lounge on the second and fourth Mondays of each month for the Columbia Heights Brownie Troop; and, furthermore, to waive the rental fee for the same. ,P~,Q,UEST HALL/EAST RIVER HOCKEY ASSOCIATION Moved and seconded to reserve the main hall, LaBelle Lounge and kitchen for the East River Hockey Association on February 22, 1991 to hold their Annual Fundraising Dance; and, furtherm0rel that the rental fee be waived. APPROV~L OF CONSENT AGENDA Motion by Peterson, second by Sch!agel to approve the consent agenda as presented. All ayes, motion carried. TRAIN COLLECTORS REQUEST Kenny Hentges and Michael Chmiel attended the meeting to protest the extra $~.?.00 per hour charged for early entrance on November 11, 1990. They felt that due. to the short period of time they rent the hall, we could make an exception and allow them early entrance without a fee. The Board agreed, motion by Kennedy, second by Peterson to return the $25.00 fee. All ayes, motion carried. REQUEST TO WAIVE RENTAL FEE/DOLINA POLISH FOI~K DANCERS A letter from Edward RaJtar, but actually signed and turned in by Bernie Szymrzak requesting ~he rental fee be waived for the Do!ina Folk Dancers on December 8, 1990. They are a non-profit organization but do not actually meet the criteria in the Management Plan. Because Mr. Szymrzak is a Columbia Heights resident, motion by Schlagel, second by Kennedy to grant them the Columbia Heights discount if Mr. Szymrzak will co-sign the Lease Agreement. All ayes, motion carried. RE_QUEST' MEETING ROOM/THE SKY SOLDIERS The Board received a letter £mom John A. Staads requesting a meeting room for their organization in Murzyn Hall. COLUMBIA HEIGHTS PARK BOARD MINUTES NOVEMBER 28, 1990 PAGE THREE After discussion, motion by Schlagel, second by Kennedy to deny their request on the basis that they do not meet the requirements of the Management Plan. All ayes, motion carried. The Board requested that we furnish them with information regarding the Columbia Heights discount if a Columbia Heights member of the group signs a Lease Agreement and furnishes the insurance. REQUEST TO WAIVE SECURITY/LUNDSTROM A letter was received from Mrs. Bruce Lundstrom stating that because only wine was being served (5:00 - 5:30 p.m.) at their wedding and no liquor being served later at the wedding reception (after 6 p.m.) could we possibly waive the requirement of a police officer. However, based on the Management Plan an officer should be on duty for the entire night. Therefore, motion by Schlagel, second by Peterson to deny their request and schedule an officer for December 29, 1990. All ayes, motion carried. The Board felt that because of the large crowd (400) they would really want a security officer. BOCCE BALL AT MC KENNA PARK John Murzyn was not in attendance so the members put his request on hold. CHRISTMAS - WARGO COURT Wargo Court is decorated for Christmas - a few more lights are needed. Next year the City has indicated they will match funds up to $5,000 if the Chamber of Commerce will donate same towards Christmas decorations. ADJOURNMENT Motion by Peterson, second by Fowler to adjourn. All ayes, motion carried. Nancy French, Park Board Secretary
