PARK BOARD MINUTES
OCTOBER 24, 1990
The meeting was called to order by Acting Chairperson Jim Fowler at 6:45
p.m.
ROLL CALL
Members present:

CONSENT AGENDA
The following items were on the consent agenda,
READING OF THE MINUTES
Moved and seconded to approve the minutes of the September 26, 1990
meeting as presented in writing.
PAYMENT OF THE BILLS
Moved and seconded to approve payment of the bills as listed from the
proper funds.
REQUEST YOUTH LOUNGE/COLUMBIA HEIGHTS LIONS
Moved and seconded to ratify the action of the Director in allowing the
Columbia Heights Lions to use the Youth Lounge on October Il, 19901 and,
furthremore to waive the rental fee for the same,
REQUEST OSTRANDER BUILDING/COLUMBIA HEIGHTS POLICE
Moved and seconded to allow the Columbia Heights Police Department to hold
a Neighborhood Watch meeting in the Ostrander Building on October 30,
1990; and, furthermore, to waive the rental fee'for the same,
REQUEST MEETING ROOM/EAST RIVER HOCKEY ASSOCIATION
Moved and seconded to ratify the action of the Director in allowing the
East River Hockey Association to use the Youth Lounge on October 23, t990;
and, furthermore, to waive the rental fee for the same.
REQUEST HALL/GENERAL ELECTION - WILLIAM ELRITE
Moved and seconded to reserve the hall for the conduction of the general
election on November 6, 1990 and to set up for the election on November 5,
1990; and, furthermore, to wa ve the rental fee for the same,

REQUEST MATHAIRE/MCKENNA ROOM/COLUMBIA HEIGHTS HIGH SCHOOL TENNIS BANOUET
Moved and seconded to reserve the Mathaire/McKenna room for the Columbia
Heights High School Girls Tennis Team on November l, 1990 to hold a
pot-luck banquet; and, furthermore, to waive the rental fee for the same,
APPROVAL OF CONSENT AGENDA
Motion by Peterson, second by Murzyn to approve the consent agenda as
presented. All ayes,'motion carried.
CANCEL HALL/DALE V. HADTRATH (HADTRATH MEMORIAL DINNER/.DANCE. )
A letter was received from Dale Hadtrath cancelling the "Hadtrath Memorial
Dinner/Dance" December 7, 1990. This was for record and i-nformation only.
NYGAARD CORRESPONDENCE/SMOKING IN HALl
Letters from Ron Kalina, City Attorney, Ronelle Anderson, Attorney for
Marilyn Nygaard were presented to the Board.
Salsbury stated that according to the City Attorney we were in a good
position to defend the ruling on smoking in the hall. The Board agreed
and reiterated their position of no smoking in the hall.
Peterson requested Salsbury to inform the City Attorney that there is
smoking allowed in the LaBelle Lounge - (Kalina's letter stated that the
guests could step outside to smoke).
Fowler stated that no change should be made on our policy - and we should
wait for a response from either the Nygaard's or their attorney,
HART LAKE PROPERTY
The Council Letter concerning the property at Hart Lake was given to the
Park Board members. The Council approved the sale of 25' feet of the
property to Gary Traverse. This was for information on]y,
REQUEST MEETING ROOM/TIM FRENCH - HOCKEY coAcH
Motion by Sch]agel, second by Peterson to allow Tim French to hold a
parents hockey meeting in the Mathaire/McKenna room on either Friday night
(10-26-90).or Saturday morning (10-27-90) with the fee being waived. All
ayes, motion carried.
OLD BUSINESS
WARG0 CHRISTMAS ACTIVITY
Because of the bad publicity on Wargo Court the Board felt that they would
like to do something at Christmas time at Wargo Court. Suggestions~
included a Santa, Santa shelter and ~ice sculpturing contest, Councilman
Ruettimann suggested decorating christmas trees and then donating them to
needy families.

Peterson stated that the objective was to draw more atten tlon to the
parks, and while decorating and distributing trees may be a charitable
thing to do, it does not meet the objective.
The Board members su99~sted that we contact the Lions, Chamber of
Commerce, Kiwanis, Toastmasters, Kni9hts of Columbus, Women of Today,
Hockey Association, Boosters, School District, Fire Dept,, Police Dept.
and the city regarding ice carving. Also mentioned was a trophy to be
9iven to the winner. It was suggested that a letter be sent to the
organizations requestin9 their help and evaluate the reponse. It was
also suggested that a Santa be there and 9ive out candy.
If there isn't a good response to the ice carving, they suggested that we
resort to just decorating.
Bob Ruettimann left at this time.
RESTROOMS AT MURZYN HALL
Salsbury stated that the City Attorney
requirement either way, it is purely a policy decision whether to allow
the restrooms to be open for outsiders when the hall is reserved.
Peterson suggested that the CSO or the Caretaker use common sense and if
necessary to suggest to people that they use the lower level restrooms.
In other words let common sense prevail.

YOUTH LOUNGE
The use of the room was put on hold until next month~s meeting to
determine whether or not the youth will be using it.
REPORTS
Sal~bury - Pathway and skating lights are not in ~Prestemon Park ~
Presented additional material for the Clean Water Partnership Grant, The
final decision will be made on November 27th, however,~ should kno~ at
least 10 days before that date in order to present any additional
information to assist our case - The settlement that occurred at Keyes
Park hockey rink has been fixed and is much better.
Fowler - Bob Ruettimann requested that the Booster's have either a small
room or office in Murzyn Hall. The Board has some concern about a formal
assignment of an area due to its precident setting nature, but will think
about it.
