ROLL CALL Members present: Bill Hollom, A1 Kennedy, Gary Peterson, john Murzyn Jim Fowler*, Fred Salsbury, Director Public Works/ City Engineer Member absent: Veronica Schlagel CONSENT AGENDA The following items were on the consent agenda. READING OF THE MINUTES Moved and seconded to approve the minutes of the August 22 was presented in writing. 1990 meeting PAYMENT OF THE BILLS Moved and seconded to approve payment of the bills as listed from the proper funds. REQUEST HALL, LABELLE LOUNGE, KITCHEN AND KEYES ROOM/WOMEN,~F.T ,O~_~Y_. Moved and seconded to reserve the main hall, LaBetle Lounge, kitchen and Keyes room for the Women of Today on December 4th and 5th, 1990~ and, furthermore to waive the rental fee for the same, REQUEST MATHAIRE/MCKENNA ROOM/ANOKA COUNTY Moved and seconded to ratify the action of the Director in allowing Anoka County to conduct a recycling guide development meeting in the Mathaire/McKenna room on September 18, 1990; and, furthermore, to waive the rental fee. REQUEST MATHA1RE/MCKENNA ROOM~ HALL, LABELLE LOUNGE & KITCHEN/COLUMBIA HEIGHTS LIONS Moved and seconded to ratify the action of the Director in allowing the Columbia Heights Lions Club to use the Mathaire/McKenna room on September 25th and 27th, 1990; and, furthermore, to waive the rental fee for the same. Moved and seconded to reserve the main hall, LaBelle Lounge and kitchen for the Columbia Heights Lions Club on November 14, 1990; and, furthermore, to waive the rental fee for the same, COLUMBIA HEIGHTS PARK BOARD MINUTES SEPTEMBER 26, 1990 PAGE TWO REQUEST HALL AND KITCHEN/CUB SCOUT PACK #52 Moved and seconded to reserve the main .hall and kitchen for Columbia Heights Cub Scout Pack #52 on February 26, 199l; and, furthermore, to waive the rental fee for the same. REQUEST HALL AND KITCHEN/COLUMBIA HEIGHTS HOCKEY .~.ACKERS Moved and seconded to reserve the main hall and kitchen for the Columbia Heights Hockey Backers on October 23, 1990; and, furthermore, to waive the rental fee for the same. APPROVAL OF CONSENT AGENDA Motion by Murzyn, second by Peterson to approve the consent agenda as presented. All ayes, motion carried. REQUEST 199l COLUMBIA HEIGHTS ALL NIGHT PARTY/CHERYL BLINKMAN A letter was received from Cheryl Blinkman requesting the use of the facilities from Monday, June 3rd thru Thursday, June 6, 1991, The rooms requested are Gauvitte, Keyes, Mathaire, Ostrander, Edgemoor, Prestemon and the LaBel le Lounge. ' Motion by Peterson, second by Murzyn to allow the 1991 Columbia Heights All Night Party Committee the use of the main ball, kitchen, Gauvitte, Keyes, Mathaire, Ostrander, Edgemoor, Prestemon and LaBelle Lounge from June 3rd thru June 6th, 1991; and~ furthermore, to waive the rental fee for the same. All ayes, motion carried. REQUEST KEYES ROOM/TRAIN COLLECTORS Michael Chmiel, President Lakes and Pines Division of the Train Collectors, phoned requesting the use of the Keyes room for Board meetings during the Train Collectors monthly meetings.' Motion by Peterson, second by Kennedy to approve their request. All ayes, motion carried. OLD BUSINESS REOUEST BY DON NYGAARD Mr. Don Nygaard has the hall rented on July 20~ 199l and. has requested an exception be made to the ':No Smoking': resitriction in'the hall. Mr. Nygaard has offered to place whatever deposit the Park Board may feel is necessary for damages wit'h the stipulation that the Park Board waive the "No Smoking'~ requi, rement for his event. After much discussion the Board stated their decision that the ~No Smoking" policy remains in effect. They felt that non-smokers have rights too and that there is a large room reserved for smokers. Motion by Peterson, second by Kennedy to deny his request. Hollom stated that Mr. Nygaard should be told that he can take kbs request to the City Council. COLUHBIA HEIGHTS PARK BOARD HINUTES SEPTEHBER 26, ]990 PAGE THREE TOWELS PURCHASED Kennedy stated that we~could return a box of towels even though they were not purchased from Leslie Paper (does not have to be the same box), NEW BUSINESS DATE FOR CHRISTMAS DINNER/MEETING Wednesday, December 12th has been set for the December meeting. The dinner will be held at Little Jack's at 6:30 p.m. WARGO, OSTRANDER, PRESTEMON, CIRCLE TERRACE PARK IMPROVEMENTS Salsbury gave the Board members an update on the improvements and construction in the parks. Remove and replace sidewalk at Ostrander. gutter. Install handicap curb and Install handicap curb and gutter at Prestemon. Install exposed aggregate concrete around fountain at Wargo Court, A discussion regarding the planting of flowers versus shrubs at Wargo Court in the exposed aggregate.openings. They decided providing people would teave them alone, flowers should be planted. The cost of plantings and walls along with the concrete wilt total approximately $21,000~OO, Circle Terrace Paving has been done. Playground equipment is being installed. Park employees will be installing edging around playground equipment. October 6th the residents will be installing sod, After that date the fencing will be installed. Damaged asphalt on the basketball court will be replaced at the expense of the electrical contractor. Concrete will be replaced at City Hall, Fire Dept,, Huset Park (Cable), JPM and 3723 Jackson (sewer break). CHRISTMAS - WARGO COURT Kennedy suggested that because of the bad publicity on the parks~ he would like to suggest the Board do something at Christmas time at Wargo Court, He stated he had a Santa suit and wouldn't mind playing S~ata. He also suggested an ice carving contest. Possibly with the schools, Salsbury stated that the mbmbers should think about this and staff would follow thru with costs and bring information to the next meeting. *Fowler arrived at this point of the meeting, COLUMBIA HEIGHTS PARK BOARD MINUTES SEPTEMBER 26, 1990 PAGE FOUR CLEAN WATER PARTNERSHIP GRANT Salsbury informed the members that tomorrow he is going, to present a verbal presentation to the MPCA to apply for a .Clean Water Partnership Grant. The money is to be used to clean up LaBelle Pond, The budget contained funds for study, design and construction of the clean-up in an amount of $175,000. Salsbury stated that the budget figure anticipated a project similar to the oxygenation process used to clean up Highland Lake. BUDGET 1991 The members discussed the priority budget list at. this time, Hollom stated that at the meeting lastnight they had cut Over $45~0OO out of the budget, however, additional' moneys must be cut. Fowler stated that possibly the Boosters could purchase the portable gantry, so it could be removed from the list. The Wargo Court Christmas lights could be removed and placed in the City Council budget. After discussion, attached is a list indicating the budget priorities items for 1991. CITY OWNED LAND Two particles of land are owned by the City. Peterson requested the Park Board's input as to selling the land. It was the consensus of the Board that the land in Hilltop (Maiden Lane) could be.sold and only 10' of the property at Hart Lake should be sold. The balance of the land should be held for possible development. BATHROOMS JPM HALL Salsbury requested the Board's advice on when the hall is rented, should the hall be considered a public building and should people be allowed to use the bathrooms. After much discussion the Board could not agree, however, they suggested Salsbury contact the City Attorney's office and see what the legal aspects are and provide.information at the next meeting.
